I think they really want a smaller population which is sustainable. From what I have read, it does seem planned. Their investments in automation, AI is the replacement for the reduced workforce.

This lady made money in 2020, bur her Ark investments was down 20% in 2021 vs market up 20%. She had bet big on China in Tencent, JD.com, DiDi etc which have been hit a lot due to CCP action. She was also a big promoter of crypto. Not sure I would trust her. But the logic seems reasonable.
