IOC - Flight worthiness. Certify the ac to be use by service and pilots other than test engg/pilots., FOC - Any additional equipment other than flying like EO Pod/weapons, usually reserved for fighting platform. Helicopters are usually inducted with IOC and doesn't require FOC.
