One dock is mazgaon, another one is vizag. In india only these two dockyards have the capability to manufacture submarines. Vizag is building arihant class nuke submarines so only mazgaon is idle as far as submarines are concerned.

No view , even though am not a expert. Astronauts don't fight in space , do they ? Plus , if chena or Pakistan can target our ground based systems then what stops them from targeting those static missile bases ? They are not possible to build.
