Ironically, compared to the small numbers of anti Putin Russians, there is a far greater level of anti Ukrainian feeling on the liberated East Ukraine, Russian speaking regions, which is why there has been zero partisan activities in those lands.

I would suspect a large part is that the Russians still considered the Ukrainians as "brothers" and refused to consider the possibility that this was a total war, to be conducted to the bitter end
