I don't see this as a waste but necessity. There is nothing like Rafale in the works; XR-SAM is still at least 5-7 years from testing and induction. So yes the S-400 will plug in gaps for a while. The initial plan for S-400 was for around 12 regiments, cut down to 5 due to XR-SAM in the works.
F1 is where you compare, apples vs apples. It is silly compare the Tejas MK-1A to an F-16 both are different weight categories. LCA being light and F-16 being Medium. LCA has always been a Mig-21 replacement and will be a great replacement. LCA can be compared really to the JF Blunder.
