Sao Paulo is huge carrier but the aircrafts on it are vintage shit. May be one day we can sell them NLCAs. Just a wishful thought! The IAC is pretty small compared to Sao Paulo.

1) One assumption would be that they are doing work that does not require dry docks like cabling, engine work etc., Perhaps they thought in the mean while we can use the docks for other work. 2) May be this is routine procedure to check for faults in the new hull? 3) They hit a design road...

That is not true, they dont need the dry docks any more because the hull is finished. Once the hull is floated out there is no use for the dry docks and it would be only a waste of space.

The 40,000ton category hardly qualifies as an Amphibious Assault Ship in US standards. Their Amerika class Amphibious Assault Ships which is 45,000 tons are as big as our carriers and carry more aircrafts along with two massive hover crafts for beach boarding. Beat that Indie Funndies... I...

Why does the tags in your Google picture say Cochin dry dock instead of Vishakapatinam?!! It looks far bigger than the Diesel Submarine's stationed in the docks, more over we are not constructing other submarines i think?
