Those Russian engines never could do super cruise, they are too heavy. It is all about T2W at dry thrust and building a fighter light enough around those engines to attain SC.

This deal is related to 737 MAX being a death trap. Switching to LEAP engines from P&W is related to P&W reliability issues. The airlines can't afford anymore grounding issues because of US design defects.

The law prevents them from opening negotiations without export clearance as they are controlled technologies. Buying the engine isn't the issue, getting license to make the hot section is. They are not for sale by the laws preventing their sale, not by lack of the company willing to sell them.
