What's the difference between Risat 2B and Risat 2BR1?

Something regarding GISAT, the onboard hyperspectral and multi spectral images will have a resolution from 50m to 1.5 km. So, this satellite won't be able to detect and track ballistic missile launches since the resolution isn't in the 5-8 meter class.
