I never believed it will be ready this year. My hope was for next year but due to this virus it is effectively delayed for another 1 and half years ( maybe more) ..

It will stay like that for this whole year.. next year too. Only in 2022 sea trials will commence and in 2023 end it might become operational judging by our speed .

Then I think the union budget was 360 billion dollars in 2018 and you claim it was 300 billion dollars, so I got a little bit confused.

I thought the union budget for 2018 was 360 Billion dollars. State budget prepare there own budget , so does municipality. Naturally later too doesn't count but saying union budget includes state budget is absurd... Is state budget included in union budget of India..?
