I think it illogical to use BMs for conventional warheads as just deploying BM can spark nuclear war as there is always fear of nuclear warfare. If someone deploys BM you can destroy that with nuclear weapons as you can say they deployed nuclear weapons. BMs are considered WMD.. Isn't it?
