    SCRAM ruins your entire batch of expensive fissile fuel, so it's only used as an emergency stop, or when the reactor has to be stopped for critical maintenance. It's not financially viable to use SCRAM to stop a reactor at whim (when the Arihant is in its pen and not undergoing reactor maintenance.)

    No. As with every nuclear propelled vessel, its reactor ticks on until it runs out of fissile material. A nuclear reactor can't be turned on/off like a combustion engine. When a nuclear propelled vessel is decommissioned and struck-down a lengthy process follows to deactivate the reactor.
