They will be on our side of the border. I don't think they are being used at the borders as of now. They are being used only at the coastal lines of India to monitor smuggling and infiltration.

Aerostats equipped with proper cameras and radars are a cheap way of monitoring your coastal lines, borders and sensitive areas from infiltration to smuggling to all other illegal activities. Its just a cheap alternative of spy satellite but with more dedicated focus on small sensitive regions.
