Helium is very expensive. I expect that gas in that balloon is not recovered. It will also take fuel to keep that "airship" in position unless anchored via cable to the ground. Why not just a petrol powered high endurance drone ? The drone will not need that heavy and expensive winch vehicle.

Shouldn't the report be classified ? Why give an overview of programs to our hostile neighbors ? Though of course it provides a morale boost to the domestic audience.
