    What are you talking about? Russia uses the PS-90 engine. It is way more powerful than the old D-30.

    Everything is held back by AVIC's failure to develop turbofans. These old Russian engines are not powerful enough to carry the heavy obsolete PESA radars of PLAAF. The fuel load for refueling wouldn't even be worth going airbourne.

    I don't see any reason why China couldn't make a heavy transport, except the engines. But they can easily import that.
