Xi, Putin back India on UN terror charter against Pak

BEIJING: In a significant development, China and Russia on Monday decided to back India for moving a proposal at the United Nations that essentially goes against Pakistan on the issue of terrorism.

In order to corner Pakistan for sheltering and facilitating terrorists involved the 26/11 carnage and other attacks in the country, India seeks to move a resolution in the UN to punish those who shelter and finance terrorism. And on Monday, it enlisted the support of China and Russia for the same. "I see this as a major achievement," Exteral affairs minister Sushma Swaraj told newsmen after a summit of the foreign ministers of Russia, India and China (RIC).

This is a rare occasion when China, a close ally of Pakistan, has taken a stand on an issue that is bound to rattle Islamabad. Beijing's move not only reflects the importance it accords to New Delhi, but is also an acknowledgment of its own problem of terrorism in Xinjiang province. China has often said that 'foreign forces' are helping terrorists in Xinjiang.

After the RIC summit - attended by Chinese foreign minister Wang Yi, his Russian counterpart Sergey Lavrov and Swaraj - a joint communique was issued which "underlined the need to bring to justice perpetrators, organizers, financiers and sponsors of terrorist acts".

The three foreign ministers called for early conclusion of negotiations on the Comprehensive Convention on International Terrorism. India had moved this resolution 19 years back that has since remained inconclusive, Swaraj explained.

"The ministers reiterated that there can be no ideological, religious, political, racial, ethnic, or any other justification for acts of terrorism," the resolution said.

Russia and China also agreed to support a larger role for India in the United Nations, Asia Pacific Economic Coperation (APEC) and the Shanghai Cooperation Organization (SCO).

There are clear signs that China and Russia are making an extra effort to sway India towards them after the new-found bonhomie between New Delhi and Washington in the wake of US president Barack Obama's recent visit to India. Among other things, Obama had agreed to back India's membership in the APEC and the Nuclear Suppliers Group.

"China and Russia welcomed India's application for full membership of SCO and supported India to join the SCO after completing all necessary negotiations and legal processes," the joint communique said. Incidentally, Pakistan is also seeking a membership of SCO but it was not mentioned.

The joint statement also said, "China and Russia would welcome India's participation in APEC." But it did not specify if India would be considered for full membership. Prime Minister Narendra Modi had earlier refused to attend the APEC summit in Beijing after Chinese president Xi Jinping invited him as an observer.

However, China and Russia did not specifically commit themselves on India's demand for a seat in the UN Security Council. "RIC has reaffirmed the need for a comprehensive reform of the United Nations, including its Security Council, with a view to making it more representative and efficient, so that it could better respond to global challenges," the communique said, and further added: "Foreign Ministers of China and Russia reiterated the importance they attached to the status of India in international affairs and supported its aspiration to play a greater role in the United Nations."

Pakistan has to come to terms with the Gospel Truth that there can be no ideological, religious, political, racial, ethnic, or any other justification for acts of terrorism.

But can Pakistan?

It is too far gone into the cancer of fundamentalism to retract to political sanity.

Maybe @Neo can give some cooing soft noises to prove how Pakistan is the first nation that is the victim and is fighting hard with the financial doles given by her sponsors for 'services' rendered.

Didn't you see in the other thread where Americans have changed their definition of terrorism?

Apparently Taliban are not terrorists anymore.

I think that statement was a fallout of this support.

Not to mention now US is singing Pakistani tunes.

Think about it; Taliban, AQ, ISIS or whatever you call Islamic terror, is a problem not just for us but also the Chinese and Russians, more than the Americans who have been in cahoots with AQ and Taliban since the beginning.

They are never going to be affected by these terrorist attacks.

How is it that these scumbags always do terrorist attacks against our three countries maximum when there are so many targets in Europe that are not even half as capable as us in the security and military theatre?

Commentary in the Chinese press casts aspersions on the US government's anti-terror credentials ahead of an anti-terror summit hosted by the White House this week.

The Chinese state news agency Xinhua has published a commentary which casts doubts on the ability of the US to "find and eliminate the root causes of terrorism and extremism," owing to its "secret identity as a terrorist breeder."

This week the White House is hosting a 'Summit on Countering Violent Extremism,' which aims to "highlight domestic and international efforts to prevent violent extremists and their supporters from radicalizing, recruiting, or inspiring individuals or groups in the United States and abroad to commit acts of violence," according to the US Department of State.

The US government says it has invited ministers and senior officials from the United Nations and other multilateral organizations, as well as representatives from civil society and the private sector to "review global progress since the call to action President Obama issued at the 2014 UN General Assembly (UNGA) in New York for all countries to do more to address violent extremism within their borders and region."

"The Summit will also serve as a platform where governments, nongovernmental actors, civil society, and the private sector can announce the concrete steps they intend to take, leading up to the 2015 UNGA and beyond, to stem the spread of violent extremism," said the Department of State in its announcement last week.

The Chinese state news agency, however, advises that the US government should address the part it has played in the rise of violent extremism: "It is high time that Washington take the opportunity of Thursday's conference to discuss with global partners and review past counter-terrorism strategies and policies, so as to reflect upon past mistakes and improve the ability to address such threats."

In a commentary entitled "Uncle Sam: Anti-Terror Leader or Terrorist Breeder?" Xinhua raises the issue of the US's own role in fanning the flames of extremism in the Middle East with its foreign policy: "Washington paid little attention to exploring the root causes of terrorism, which should be deemed intriguing, as the latest villain on its black list, the Islamic State (IS) extremist group, originated not in Iran or the DPRK, both 'enemies' of Washington, but in Iraq, a state 'freed' and 'democratized' by the U.S. itself."

"To admit it or not, Uncle Sam has effectively played the role of a terrorist breeder, when the war in Afghanistan, Iraq, Libya and Syria turned the region into a burning battleground with no peace, security and stability in sight."

The long-awaited conference had originally been scheduled for October, but was postponed without explanation until a White House announcement on January 11, shortly after the Charlie Hebdo terror attacks, set the date for February 18. The White House press secretary said in the press statement that efforts to counter violent extremism "rely heavily on well-informed and resilient local communities," and that "the summit will highlight best practices and emerging efforts from these communities."

USA has not tendered a response yet. Seems like China is putting pressure on US to close its shops in Pak.

Huh - China should be the last country to open their mouth.

They were the ones who gave nukes to the Pakis. Today the entire world is on tenterhooks because of that Chinese misadventure. The day Paki govt. is overthrown and taken over by Taliban/ISIS/etc., the world will shit in its pants. Thanks a lot China!!
