Whether or not China can protect them & their prey, provide them properly maintained habitat, remains to be seen.

China talked about creating a 20000 km² big reserve along her Russia-N.Korea border. Any news on that?

I guess 90% of the tigers in the world live in India, India probably is the last hope for those big cats, one thing always puzzles me, India has a huge population like China, How come you have so many tigers and leopards？and some even ventured into big cities for food.Simply incredible! Beijing was plagued by tigers 200 years ago but now the only animals you can find here are stray cats and dogs.

Chinese government from last few decades unfortunately did not have the political will to invest in anything other than money making, otherwise south & central China (IndoChina too) is full of huge untouched wildernesses. You could have 5 times our a tiger numbers if your govt actually tried.
Unlike poorer small Southeast Asian nations, an economy like China could easily afford to pay compensation to villagers for livestock killed by tigers.
Most of the poached animals over the world, end up in China. They aren't even trying to stop it.
We are actively promoting tiger safety program in village's and government sometimes even gives money to people if tiger's destroyed their property.
Whole tourist places are build around tiger parks which provides employment to tons of people hotels and drivers etc. These national parks are like big jungles just created for tiger's so that they can live in nature. And many people getting money from tiger reserves also make sure that more people have interest in saving tigers on a local level. And they are far away from average person's home.
Tiger's also have some place in our spiritual values.
And india also working to get all the international help to save tigers

Now we are realizing it, but it's a bit too late for the south China tigers, who used to be so numerous all across China 30-40 years ago and were regarded as the bigges pest, government of all levels organized hunting teams to hunt them down, provinces often worked together when tigers ran away from one province to another, now they are all gone in the wild. Dozens of south China tigers live in the zoos in China and scientists are trying to reintroduce them to the wild, but it's not a easy jobs, those tigers are even afraid of sheep.
In Xinjiang a decades ago some people claimed spotting a Caspian tiger which werre also so numerous 100 years ago, the government pledged 1 million￥ prize for whoever can provide evidence which can confirm the tiger's existence, nothing new was heard ever since.

Your tigers are eating a lot of livestock in Manchuria, which means there's not enough prey in the forest. It's very much needed as quickly as possible.
Local governments all have compensation offices, amount will be determined after investigation of the damage. Many new areas that had never heard of tigers in their regions had their livestocks eaten by tigers, meaning tigers range is expanding, they also set up special offices for tiger protection.Tigers are coming back strong and fast, the anti poaching law is becoming even harsher, locals are pretty wealthy now and no longer need to risk their lives to poach wild animals, so the prospect for tigers in China is very optimistic.
Exactly the opposite of the right way to do it... as India found out the hard way!
If they're killing livestock regularly, that means the local forests are too degraded & they don't have enough natural prey animals left. Unless you can ensure enough food for tigers in the forest, they will keep coming to the villages after a point of getting used to people, some will start killing people. Once that happens, then you won't be able to stop them other than killing off many of your already rare tigers.
You need to create patches of medium-sized parks all over the place & breed deers/pigs in zoos to release there, like we do.
Over 250 spotted deer to be released in Mukundara forest for tigers.
Also they need to hold regular workshops to train locals on how to behave in tiger occupied area...
...otherwise it's only matter of time before some fool does something foolish.
Those tiger roaming areas in China are sparsely populated and human tiger encounters are extremely rare, I agree it's a stupid idea the local governments herded livestocks into the mountains to feed tigers in China, tigers may grow dependent on livestocks if they keep doing so, how to fast increase the population of natural prey animals is what they need to do.
