Now, that's a workable plan. Give them expat status in India, pay them insanely well.

Oh wait - the PSUs will not be able to do that. They just cannot execute such a plan. :(

So it comes back to - allow private participation in defence production. The private companies like Reliance, Tatas, Mahindra etc. will automatically poach people from the well known defence firms worldwide - they need no advice in doing such things. :)
So you are talking about an Indianised version of the famous Howard Hughes.....

The Indian companies are already involved in the businesss. We have L & T who is a major player then we have Bharat Forge, Mahindra (they are building a 5 seater plane...not a combat plane but then i guess eventually they might), Reliance has tied up with Dassault (I don't know what has happened after the announcement), then we have TATA one of the major players in vehicle field apart from UAV's, software, F-INSAS etc.

You see money is not the problem at the moment, when company can spend 40K cr to buy jets, another few thousand corers for aircraft carrier, another few corers to build submarines, then it can certainly employ someone knowledgeable. I guess they should really think on that lines along with concentrating on expansions and modernisations....

Buying weapons from foreign coutries is like dove laying gold egg daily and buying the company itself is like cutting its stomach.GOI aka congress would prefer first

Take the case of Tetra. We can't even copy a truck in 40 years. Why not buy Tetra itself?
Sevmarsh was bankrupt till we revived them with the Gorshkov order. Why not buy a controlling stake in Sevmarsh. Same with Dassault.

Look at what the Chineese do.
They have the world's largest deposits of rare earths(Used in gyroscopes). The Chineese bought the US company that made guidance systems. Learnt the technology. Developed a clone factory in Shangai and put curbs on exporting rare-earths to the US.

But all this requires balls. Something the so called PM doesn't have

What level of Scientist you meet ?

ISRO and DRDO have level and groups of Scientist, Which one you meet ?
I have met DRDO scientists(C to F) only. I was involved with them on some programs. One particular program had a budget of 300Cr. They couldn't make the component even after 4 years. They just cleverly worded their project proposal and final document to term it as a success.
It's all a giant scam. An old boys network. No independent review at all. Retired geriatrics who want to keep themselves occupied form an integral part of the so called review group.
Finally they just bought the component from someone after blowing up all the money.

Arms companies usually would not be sold to foreign companies by their governments

You can't buyout defence companies without the approval of their governments.
