We really need to find an innovative idea to tackle pakistan, as mentioned by Singh, India aligning developed parts of pakistan, but ISI wont let that do(remember eating grass but built missile concept of pakistan) so ISI(army's think tank) is the biggest hurdle in developing peace between two nations...why don't we try to weaken ISI- split them into groups, within fights, block their finances, creating unrest among pakistanis against ISI citing they are the main reason for present devastation in pakistan and other such things.
Eating grass comment was made by ZA Bhutto who was later executed by the Army. The present FM of Pakistan, a follower of ZA Bhutto, said that they would not conduct another nuclear test if India choses to do so.

ISI is already split into 2 groups the rouge who are fighting with the Islamists and the others who are fighting against the Islamists. ISI is also deeply resented by a good section of the Pakistani middle class.

Since its an army institution so for the Pak govt to act against it decisively it needs to have massive public mandate and a weakened PA leadership.

Again we have to find a path which is most beneficial for us and not the
most hurtful to Pak. And another important point that we must keep in mind the election results post 26/11.

because it could afford to in the past.
In the foreseeable future, we would be too powerful and nonchalant and they would be too weak and desperate
They couldn't afford many things but they still managed with their resourcefulness even at the cost of their sovereignty. Examples of nukes and missiles comes to my mind to make the point.

PA's stranglehold on Pakistani govt and society is diminishing.
Its only a illusion. The Pakistani govt. is still unable to punish Musharraf because he has the backing of Army. The day when Pakistani govt. is able to punish Musharraf, then I will accept that PA has lost its stranglehold over Pakistani govt.

Regarding the PA's stranglehold on society, if one has to go by PEW research's Pakistani public opinion survey, Pakistani military got the highest marks much above the media, courts and politicians. Here is an excerpt.

Fully 86% say the military is having a
good influence on the way things are going in
Pakistan,
up from 68% in 2007. More than
three-quarters (77%) also see the media as
having a positive impact, and somewhat smaller
majorities say the same about religious leaders
(64%) and the court system (58%).

Islamists are against the Army, the landlords and middle class are pro-democracy.
It keeps changing, see the above point. The day when there is war or war hysteria against India is whipped up, all of them will back their army.

In Pakistan's history never has a dictator been removed under pressure (Lawyer's movement, foreign pressure etc.), and today the PA bends over backwards under US pressure, is targeted by the islamists and has to agree to defence budget cuts dictated by IMF. It was severely criticised for Lal Masjid operations, deeply resented in Bstan, supplanted by LeT during Kashmir earthquake and is fighting a bloody insurgency against its own people with massive collateral damage.
PA bends over backwards to US only when it concerns Afghan Taliban while it doesn't give a squat to its pressure when it comes to India. Look at Hafeez Saeed's case.

Budget cuts might be there officially, but unofficially they are funded very robustly and they already have military supplies from US and their USAID being used generously to buy military hardware. Here is a latest example

U.S. eyes military equipment in Iraq for Pakistan

PA never cared for their people. They ended up killing their own men by doing a Kargil. Look at swat, they don't care about their people, they can turn the artillery and gunships against their own men.

Despite fighting their insurgency they never significantly reduced their troops on their eastern borders against India.
