Vietnam requests Indian Navy to train personnel
In what will strengthen defence ties, Vietnam has requested the Indian Navy to help train Vietnamese naval personnel on Russian-built kilo-class submarines. Vietnam has already been extending special privileges to Indian naval warships to berth at their ports. The two countries have shared close ties for decades and both have been the victims of Chinese aggression in the past. India recently held defence secretary-level talks with Vietnam. India is also keen to sell the BrahMos supersonic cruise missile, jointly developed with Russia, to Vietnam. India could also offer its experience in ship-building to Vietnam, which currently has a small Navy.
China, meanwhile, has been increasingly nervous about growing Indo-Vietnamese defence ties since it is anxious about the presence of the Indian Navy in the South China Sea which China considers its own backyard. China and Vietnam also have maritime disputes over the oil-rich Spratly and Paracel islands in the South China Sea. The northern part of Vietnam is also not far from the Chinese island of Hainan where China is reportedly stationing some of its submarines.
India had earlier taken the first tentative steps towards establishing a "sustainable maritime presence" in the South China Sea, not far from the Chinese mainland. Vietnam had allowed Indian naval warships to drop anchor at its Nha Trang port during naval goodwill visits.
At the time, the Indian Navy was perhaps the only foreign Navy to have been given this privilege.

Vietnam Takes Delivery of First Kilo Attack Boat
Vietnam has taken delivery of the first of a planned six Project-636 Kilo-class submarines from Russia, according to several local press reports.

The ship — HQ-182 Hanoi — is reported to arrive at the Cam Ranh Bay in January. The second Kilo — HQ-183 Ho Chi Minh City — is expected to follow shortly thereafter.

HQ-182 Hanoi completed sea trials in July and Vietnamese crews have been training in April, according to a July release from the Admiralteiskie Verfi shipyard in St. Petersburg, Russia.

I think the statement meant 'since' April.

I also think training might have been included in the package they are paying for their Kilos.

Turning to India might signify that Russians are charging higher fees for training or Vietnam wants to train addl. personnel on Kilo platform.

India, having operated Kilos for a long time is a natural choice outside Russia and Vietnam has a defense understanding with us under which we have committed regular exchanges for personnel of other fields also.

Could it be because of distance and money?

It could also be that India has greater experience in warm waters.

The "training assistance" news is quite vague to comment on with any acceptable form of accuracy. The first and foremost question is what type of training do they want?

A) Do they want training to operate and maintain the subs?
B) Or Do they want training in operational tactics for these silent killers?

Depending on the answer, we might or might not be able to assist them. If it is A they want then sure, we could arrange for it if we have the political will. In fact I'd expect this training to already be imparted to the crews whilst in Russia.

If it is B they want, then well, we have a problem.

No navy, however close they are, shares with the others its standard operating procedure or tactics (even NATO has only a general SOP setup). Every country must learn it alone. And in any case, we can't risk out tactics being monitored and deciphered by the Chinese or even the USN due to incompetence or inexperience of a foreign crew. Our entire fleet of sub surface assets could be rendered ineffective if the PLAN understand our tactics.

The Vietnamese have just acquired a sub. It will be many years, even decades, before they can put up a proper sub warfare strategy. And then, they also need to build up the acoustic database of the PLAN ships, which in itself is a very painstaking process.

NEW DELHI: India now seems all set to help Vietnam with "intensive" submarine and underwater warfare training as part of its expanding military ties with the East Asian country, both of whom are concerned with China's "increasingly assertive behaviour" in the region.

Defence ministry sources on Wednesday said a top-level Indian military delegation, led by defence secretary Shashi Kant Sharma, had left for Vietnam to discuss ways to bolster bilateral defence cooperation, as part of the overall move to counter China's strategic moves in the larger Asia-Pacific region.

The proposed training programme for Vietnamese sailors at Indian Navy's submarine school INS Satavahana in Vishakapatanam, which is equipped with advanced training aids and simulators, will figure high during the bilateral talks at Hanoi this week, said sources.

External affairs minister S M Krishna will of course co-chair, along with his Vietnamese counterpart Pham Binh Minh, the 14th bilateral joint commission meeting on subjects ranging from trade and investment to information technology and agriculture at Hanoi on Friday.

Vietnam, upset with China's repeated needling in the South China Sea, has taken to bolstering its self-defence capabilities in recent years. Towards this end, it's getting six Kilo-class submarines, apart from other military hardware and software, from Russia under a deal inked in 2009.

While the initial lot of Vietnamese sailors will be trained in Russia, the subsequent crews are expected to undergo basic and advanced submariner courses at INS Satavahana.

India has operated Russian submarines for decades, with 10 Kilo-class submarines joining its underwater combat arm since the mid-1980s. Vietnam, on its part, has offered India permanent berthing facilities at its Na Thrang port.

All this comes after defence minister A K Antony last year promised all support to Vietnam to upgrade the capabilities of its armed forces. India is already supplying spares for the Russian-origin Petya class warships and OSA-II class missile boats of the Vietnamese Navy, training its military personnel in information technology and English language skills, and holding joint combat exercises.

The high-level Indo-Vietnamese talks this week, incidentally, come soon after a Chinese warship "confronted" an Indian amphibious warship INS Airavat, over an open radio channel, even as it left Vietnamese waters in July, as reported by TOI earlier.

In an usually strong statement, given that India is always ultra-cautious about ruffling China in any way, New Delhi said, "India supports freedom of navigation in international waters, including in the South China Sea, and the right of passage in accordance with accepted principles of international law. These principles should be respected by all."

India kicks offs sub training for Vietnamese navy
NEW DELHI: India has kicked off the training of a large number of Vietnamese sailors in the intricate art of submarine operations and underwater warfare, even as the two countries have now resolved to further expand their bilateral military ties.

Both wary of China's assertive behaviour in the Asia-Pacific region, India and Vietnam have been slowly but steadily ramping up their cooperation in military training and "capacity-building" as well as in joint oil exploration in the contentious South China Sea that has riled Beijing no end in recent times.

During talks between Prime Minister Manmohan Singh and visiting Vietnam Communist Party general secretary Nguyen Phu Trong on Wednesday, it was decided that India will also transfer four naval offshore patrol vessels to the East Asian country under a $100 million credit line.

The ongoing training to Vietnamese sailors in "comprehensive underwater combat operations" at Indian Navy's submarine school INS Satavahana in Visakhapatnam, equipped with advanced training aids and simulators, is a major bilateral initiative in the emerging strategic partnership.

"Defence minister A K Antony has promised all help to Vietnam for capacity-building of its armed forces. There are already a couple of hundred Vietnamese officers and sailors, along with interpreters, at Vizag. Over 500 Vietnamese sailors will be trained in batches by the Indian Navy," said a senior MoD official.

China's aggressive behavior in the South China Sea, impinging on the territorial claims of countries like Taiwan, Vietnam, the Philippines, Malaysia and Singapore, has evoked concern in the region. Vietnam has taken to strengthening its military capabilities, which includes induction of six Kilo-class Russian submarines.

Indian Navy's long experience in operating Russian Kilo-class submarines, having inducted 10 of them since the mid-1980s, will help Vietnam in learning how to handle their new underwater vessels. In the past, India has supplied spares for the Russian-origin Petya class warships and OSA-II class missile boats of the Vietnamese Navy, apart from continuing to train its military personnel in information technology and English language skills.

"India will continue to assist Vietnam in modernization and training of its defence and security forces, including through the $100 million line of credit for defence purchases," said PM Manmohan Singh on Wednesday.

With Indian warships too being "confronted" by the Chinese Navy in the South China Sea, India has made it clear that all must respect the "freedom of navigation in international waters" and the "right of passage" in accordance with accepted principles of international law.
