Who said we're not paying for them? Can you back up your claim with a neutral source?
We purchased 18 block 52 for $3.5 billion in a FMS deal woth $5.2 billion.
All 76 F-16's are operational now.
I understand point that you are trying to make. USA will not give anything for free and it is a fair point you are making.

Thats Pakistan problem to be frank on how that is calculated because like you are saying somethings are not measured in simple economics and a neutral source will be able to decipher that.

But also I might not be a economic noble prize winner but when USA pays Pakistan for terrorism and killing Pakistan nationals and sets it off with a F-16 (and there is no outflow of US$ foreign currency money from Pakistan) ... sure "somethings" are worth money (at the cost of Pakistan international law and customs status - "where OBL was killed" - "where predator drones operate without sovereignty issues" and "where israel is considered enemy" ... when it is labelled "free" it is with relative measurements

US Has Assured End-Use Monitoring of Security Aid to Pakistan, Says Center

NEW DELHI: The US has conveyed to India it has put in place an "effective oversight" and end-use monitoring system to ensure that security assistance given to Pakistan is used solely to combat terrorism.

In February, the US had proposed $860 million in aid for Pakistan, including $265 million for military hardware, which it said would help the country fight terrorists, secure nuclear weapons and improve ties with India.
The US has been giving financial aid to Pakistan, both for civil and military purposes from time to time.

"India has consistently conveyed its concerns and sensitivities to the US government regarding the US security assistance to Pakistan. The US government has conveyed that it has put in place effective oversight and end-use monitoring mechanisms to ensure that its security assistance to Pakistan is used solely for counter-terrorism related purposes," minister of state for external affairs VK Singh said while replying to a question in Lok Sabha.

Last month, the Obama administration had decided to sell eight F-16 fighter jets worth nearly $700 million to Pakistan. Reacting to the decision, India had said it will create "negative sentiment" in the India-US relationship.

Replying to a separate question, Singh said a total of 25,049 people of Indian origin died abroad since 2013. He said in 2013, a total of 7,433 people died while in 2014, it was 7,691 and in 2015, it was 8,312. In 2016, a total of 1,613 people of Indian origin have died.
To another query, he said 115 incidents of attacks, involving 276 Indian nationals, have been reported in 30 countries in last three years.

"As a result of these attacks, 57 Indian nationals lost their lives," the minister said.

Why is Russia trying to improve relations with Pak? What will they gain from it? India has been a long-time ally to them.
Nothing wrong with that. Russians are supplying transport helicopters and engine for fighter.
Relations is a very wide term. It does not seem Russians are doing a lot in Pakistan or planning to do a lot.
I do not think Russian's moves are a problem for India.

what about Su 35 and S 400 supply to China ,, is that pose any threat to India
You treat Russia as merely one of your suppliers:
You want Russia to give you the lowest price they can; You want every piece of tech you can get from them; when the conditions suit you, you just turn to other suppliers.

So what did you offer Russians to put you in the status above the ordinary customers.

So what did you offer Russians to put you in the status above the ordinary customers.
Kept away from the US and European weapons and catered Russian procurements with one of the largest import status.
