First of all the Indian Navy is not going the operate around the globe as the US navy and hence it is the Americans who need the pact more and has been instisting on since early 2000s for us to sign. Then if you allow American defence personel on our ships they will be snooping around sensitive equiments like Sonars and radars which is a result of indegeneous developement in face of tech denial. We have been operating in IOR region for the last 50 years and we don't need them to provide logistics. Next they will force us to sign CISMOA and BECA in the name of interoperability and very soon after that they will be spying on every military communication of our forces.

There is also another point which Indian Navy is doing..which is supporting our merchant vessels.
which will put them all over the globe in the near future when our logistics pushes up, be it for our export economy or oil exploration vessels or oil imports.
The more India goes global the more need for a powerful Indian navy to protect our assets..
India can never be just in the Indian ocean.
Look at all our shipyards and ship builders with bulk order books. Tells that India with its vast land out into the sea has its economy more and more linked to the sea and is going to use that potential for economic growth.

So this agreement was looking at the future and signed a deal when US needed it the most and when India had the bargaining chip.
If we had set to sign this agreement AFTER India achieves an economic behemoth status and Indian assets are becoming more and more a potential economic target, USA will never allow India to sign such a treaty with India's clauses in it.
Plus
These economic lifelines will be the India's fault line at sea if we were not better prepared by that time.

SO this agreement is a product of a future Indian vision and a most needed one signed when India was in favorable condition for some terms. In foreign relations, we wont have an open condition forever
IMO, The deal is struck when it was HOT

Seems like you have a case of being anti-American by default. The logistic pact is just to allow both nations' militaries to exchange fuel/ammo/supplies without having to deal in cash. That also includes emergencies and repairs. US navy ships in the IOR will be repaired/refurbished by Pipavav in India. Big bucks for India.

And no, US personnel won't be coming onboard for checks, not unless we operate their equipment (Jalashwa case), which we don't!!

And you're right, the USN needs this more, which means more dollars for us. On a side note, this also enables us to comfortably operate in the persian gulf and the Eastern Pacific, thanks to the USN bases there. Thus, we secure both our flanks, secure our oil routes from the gulf and can, if required operate on war tempo in SC Sea. Where's the disadvantage in this?
