Time has come to launch an effort similar to the ''Integrated Guided Missile Development Program'' for Land and Sea systems, only this time we will have better results as the industrial infrastructure has matured from that 1980's when the IGMDP was launched. Buying is a waste of time and resources, i would like to stress that no foreign system will be 100% suitable for Indian conditions and the different terrains in which the Indian Armed Forces operate. Program similar to the IGMDP will help in indigenous capability building not to mention the hi-tech jobs and nation currency saving.

Its good i think no hesitations better buy it instead of waiting for something "indigenous" unless we have something reliable and equally good from Indian companies. (excl DRDO)

DRDO is a research institute not production facility..

In my view we already have something rugged & better suited for such warfare in India but not amphibious ..

This is VERY interesting! I don't think this is purely due to UN missions. I don't see the IA procuring such quipement and in such numbers purely for UN peacekeeping. And it's also interestign that it was reported the IA was interested in a similar number of Strykers not long ago, now this.

Ukraine plans to sell India 100 BTR-4

Ukraine plans to sell India 100BTR-4 with an Indian companypartner Shrilakshmi Defence Solutions Ltd. . Bronetrnapsotery designed for the needs of the armed forces to provide special operations under obedinennyh UN forces. Note, currently Ukraine is seeking totake a leading position in the global market of light armored vehicles. This was said Defense Minister Dmitry Salamatin. The basis for leadership of Ukraine has become the new BTR-4E, which from now enters the Ukrainian troops. It is designed "Kharkiv Machine Building Design Bureau of the AA Morozov. "
The machine is equipped witha 30-mm automatic cannon ZTM-1 of Kamenetz-Podolsk factory precision mechanics, anti-tank missile system Kyiv Design Bureau "Luch" grenadeKBA-117 KB "Armament" gun Kiev plant "Mayak". Presented arms merged into a single firecontrol system, created as Ukrainian developers.
According to the Ministry of Defence, the BTR-4E is available on the world market. So, the car is already purchasing a number of countries in the Middle East. The Ministry of Defence expects that in the future, and other countries will be interested in the BTR-4E. To meet the global demand for such equipment Ministry plansto let bids in different versions and trim levels, allowing it to be a universal platform. According to analysts, the global market forlight armored vehicles now stands at more than $ 10 billion. However, none of the Ukrainian company is not included in the twenty largest manufacturers of armored vehicles. Because the implementation of the expansion of Ukrainian designto the world market is very competitive due to the already busy market. Currently, Ukraine has agreed to supply its technology to Ethiopia (delivery in 2011, 200 modernized T-72), Thailand (supply of 50 tanks "Hold "and 121 BTR-3E1), Kazakhstan (supply 100 BTR-4), Kuwait (awaiting a political decision on the purchase of Ukrainian BTR-4), India, China, Algeria, Iraq.

I wonder why we are purchasing this ?
they must have offered really handsome kickbacks

I doubt that explanation. The BTR-4 is not well suited for peace-keeping missions.
I support. The BTR-4 an army APC. For the UN missions better use MRAP.

No such reports published yet ..
We, too. APC's were not adopted on the "political reasons" - saying that they are old and rusty. But can not a priori new BTR - to be at once old. BTR-3 and BTR-4 are collected on the same technology and differ only in the shape of the hull. Thailand was pleased with the quality of the BTR-3., Iraq has constantly claim.

Frankly, it's about time we designed and made such class of vehicles in India.
The government needs to approve that to be made in India.

We don't have any private firm authorized to make APCs. While we get the MPVs done, we still do not have any single APC program at hand.

Not even an ARV based on Arjun chassis.

The Army and the IAF are really behind their mark.

We have FICV program which comes in both wheeled and tracked and Project is going on..
There has been absolutely no information except 'in development' and 'in discussion' like words circulating around the web.

Usually, our military developers boast about programs with 3D diagrams or models' screenshots released while not even that has been started.

Looking at the history of development projects, do you assume that this would be completed in time that it is needed? If the program is not scrapped off halfway.

That is because they never intended to induct these, The whole FICV program is again re-launched coz of silly typing mistake from some clerk at MOD ..

In between they are upgrading rusty outdated BMP-2 with millions, When opportunity find they will make a huge import just like T-90 case ..

All these will surely discourage PVT companies, No wonder why no one wish to come forward ..

Future Indian ICV Project » Indian Defence Review

The Future Infantry Combat Vehicle (FICV), intended to replace the Indian Army's 2,600 BMP-2 vehicles at an estimated cost of Rs 50,000 crore, slated to be India's biggest-ever indigenous project, faces an uncertain future. The Ministry of Defence (MoD) is contemplating scrapping the current tender and restarting anew. This comes after sitting for two years on the FICV proposals from three private sector consortia and one public sector entity. In early 2010, the MoD invited Tata Motors, the Mahindra Group, Larsen & Toubro and the Ordnance Factory Board (OFB) to submit proposals to develop an FICV. However, the Acquisitions Wing of the MoD wishes to cancel and refloat the tender as in the first place, it did not define the criteria by which the winners would be selected. Cancellation of the tender at this stage and re-tendering would mean further delay as also would result a serious loss of credibility apart from heavy financial loss to the bidders who have participated in the tender. India's private sector defence industry is not enthused by this development.

The government needs to approve that to be made in India.

We don't have any private firm authorized to make APCs. While we get the MPVs done, we still do not have any single APC program at hand.

According to Ukrainian media
42 Ukrainian BTR-4 that were heading to Iraq were arested by Indian court. Here is the information about:
V.K. Industrial Corporation Ltd initiated legal action against the vessel m.v. Se pacifica in the Bombay High Court under admiralty jurisdiction and have obtained an order of arrest of the said vessel.
The story looks as following (acording to Mr. Varvarenko, managing director of "Varamar" company that charted Se Pacifica):
42 BTR-4 for Iraq and some 70 000 (!) t of Ukrainian steel were loaded on the ship. It arrived to Iraq. And for three months it was not accepting APCs, so the ship went to India to unload steel. But, here it was arrested. Now, Iraq wants the APCs. But, they are under arest.

That's our side of info. What is heard in India about that? Thank you.
P. S. Since I'm not allowed to post links, URL address of the links are provided. But they are available.

Kharkov APCs are held hostage in India

http://gurkhan.blogspot.in/2013/09/blog-post_10.html

harkov armored personnel carriers, which six months ago were to be adopted in the Iraqi army, were prisoners in India. Price return them to the Ukraine or in Baghdad - half a million dollars.
International contract, which for so long dreamed of Malyshev Plant in Kharkiv, turned international scandal. Instead, the victorious march through the deserts of Iraq's 42 lightweight armored vehicle drifted three months in the Persian Gulf, and now arrested off the coast of India.

Zaruzka APCs in the port of Odessa. Photo blackseanews.net
Recall, back in late March, military vehicles arrived in the port of Odessa, and on April 26 cargo ship moored off the coast of Iraq, but in its port and not allowed: for the time that the ship was on the way, there was a change of government, as a result of our APCs refused to unload the mainland. "In the port of Odessa machines were adopted by the Commission, which included representatives of Iraq, - the" news, "the managing director of the Odessa Varamar, which leased the Singaporean ship Se Pacifica, Alexander Varvarenko. - But in Iraq did not start unloading. Pretext had defects in the body. Long days of negotiations resulted in three months of downtime in the Gulf. The vessel was not unloaded, and it sailed to the coast of India, to unload the Ukrainian Party of metal. " It claims presented Indians, to whom the goods, which is about 70,000 tons of metal, missed almost three months. Ultimatum customer metal face big penalties in the first instance to the shipowner. "Ukrainian military cargo became a hostage. Indian court seized the ship, we are required to forfeit 500,000 dollars - said Varvarenko. - The supplier of metal tells us to solve problems, and how can we do this? We lingered only because it was a question with armored personnel carriers. "
covers damage to the Indian side there are none, in fact, now the Iraqi side is ready to APCs as soon as possible, but when they will be able to leave the shores of India - is not known if in the near future none of the parties - "Ukroboronspetseksport" as a supplier of armored vehicles or Ukrainian supplier of metal - will not solve the issue, the entire cargo ship at all can be arrested and to be auctioned off to cover the costs. A value of one armored vehicle, according to our data - up to a million dollars. bargain of the century Recall: the contract between "UkrSpetsExport" and Iraq was signed back in 2009, then called the biggest deal in the history of independent Ukraine (except APCs anticipated production of tanks and planes for a total of $ 2.4 billion). The lion's share of the contract has been calculated on the Kharkov Plant. Malyshev - 450 BTR-4 units. Beginning in 2010, were shipped to the customer, albeit with a slight delay, several parties machines - only 100 pieces, the deal was done in normal mode. Now, at stake is not only the delivery of 42 armored personnel carriers, but the whole of the contract: Ukrainian side is very interested in its implementation.

Ukraine threatens to stall half-billion military contract in Iraq

In Ukraine, the scandal erupted again around the export of military equipment: this time the ship Se Pacifica, on which there are 42 Ukrainian BTR-4 designed to Iraq for a few months can not unload special order . Rumor has it that the disruption of supplies could mean the collapse of the largest contract in the history of independent Ukraine on arms exports. Baghdad refuses to accept the official allegedly defective goods, which is why the ship is the fourth month in limbo.
As the "lead" the managing director of the Odessa Varamar Alexander Varvarenko (the company is the general agent of the international company, shipowner White Whale Shipping), for transportation of machinery company leased Singaporean ship Se Pacifica, which is loaded back in March, and April 26 is the ship came into the Iraqi port of Umm Qasr. However, the Iraqis have categorically refused to unload armored personnel carriers to the shore: "The Iraqi authorities have indicated that there are cracks in the buildings, just daubed with paint, and such goods are not accepted. Since April, the ship is in international waters. The crew of 15 people - it's Singaporeans, Indians and Arabs - the salary is received in time, the financial situation they had no effect, only the fourth month at sea in the extreme heat. " In March APCs loaded in the port of Odessa Photo: blackseanews. net BIG CONTRACT The contract between Ukraine and Iraq was signed in 2009, it provides for the export of 450 pieces of military equipment, mostly armored personnel carriers BTR-4, which produces the Kharkov Transport Machine-Building Plant named after Malyshev. However, starting from 2010, Iraq has received about a hundred cars and, according to media reports, a few times a contract in jeopardy because of violation of terms. So, in February of this year, the Arab media have published an interview with the representative of the Commission on Security and Defence of the Iraqi Parliament Shiva Mohammed Taha, who has accused Ukraine of supplying substandard BTR-4 Iraqi army and the late delivery. However, Iraq is now officially the situation has not commented. "Embassy of the Republic of Iraq shall not disclose such data. The official statements from the government about the situation have been reported "- told us at the Embassy of Iraq. At the same time Varvarenko believes that the problem is due to the elections that just took place in Iraq in April of this year, "before loading the ship passed the APC committee, composed of exactly included representatives of the Iraqi side. They are allowed to download, thus gave the green light to export products. " Moreover, the company said that the Iraqis, in fact, are right in their claims: "What kind of products delivers Malyshev Plant? They take beushnye armored personnel carriers, shpatlyuyut them, paint, fasten the new wheels and sold as new. " Unfortunately, at the plant declined to comment. The experts say that the charges are too harsh: most likely, the APCs were new, although the error is possible in the production: "The problem is that for the production of weapons, and especially of such a complex, requires a certain production standards. And now the corporate culture simply lost, although that contract came at an opportune Ukraine ", - says Associate Professor, Institute of Social Sciences ONU II Mechnikov Michael Pokas. Disembark in third countries Varvarenko Alexander said that exporters - "Ukrspecexport", "UKROBORONSERVICE" and the company "Progress" - do not pay demurrage shipowner. So the company is going to unload WWS war machines in a foreign port. "Company paid for a three-month lease of the vessel ship-owner a million dollars, then it can not continue. Any written explanations or suggestions on how to specifically address the question of "UkrSpetsExport" have been reported. Therefore, negotiations with a third country of unloading armored vehicles on its territory. Then the cargo will be arrested and, if the owner-exporter does not pay the amount of arrest, it will sell, "- said Alexander Varvarenko. However, he declined to name the country in which unload technology, but confirmed that the discharge can occur today. In "Ukrspecexport" said they would not comment on the details of the contract with Iraq "because of the confidential nature of the information." At the same time, the company was assured that the contract is performed in the normal mode, and "the completion of its next phase of the company official said." three scenarios Observers believe that this event can mean the failure of the contract: it is possible, so Iraq is trying to just smoothly Ukraine to impose its strategy. "In fact, the contract for armored personnel carriers was actually imposed on Iraq to the United States. Ukraine has received a "reward" for participation in the Iraq war, but not the fact that these armored vehicles to Iraq at all necessary. Naturally, the right of this Iraqi side will argue, but to abandon the contract carefully here so try to be "- says Michael Pokas. The second option possible developments - if indeed there is a crack, experts Malyshev Plant may eliminate the marriage in place, and will settle the conflict. The third option - the Iraqis will try to reduce the cost of armored personnel carriers, saying that a broken appliances is much cheaper (the sum of the contact as a whole is $ 457.5 million). Wanted for "Faina" Meanwhile, the General Prosecutor of Ukraine declared wanted by two businessmen who are suspected of fraud with cars on the ship "Faina", which were to be sent to the Libyan side, but have been sold before. According to the agency, it is a fraud amounting to more than $ 20 million has also been reported that on 1 August of Kiev Pechersk district court has issued an arrest of these people. Recall due to fiddling with the load "Faina" ship on July 17, "Ethel" with a crew of 19 Ukrainian citizens captured in the Libyan port of Benghazi. The hijackers of the vessel stated that they require to return the goods vehicle or pay the amount of their value, and keep the "Ethel" to this day. Source Gur Khan:
