There had been no official word on the true CEP of Tochka-U... now we now it is 30 metres.

Troops of the Far Eastern Military District on Oct. 15 made a successful missile launch "point" in the framework of tactical exercises, RIA Novosti reported with reference to the statement spokesman FEB. He said the missile deviated from the target a few tens of meters, which can be considered an excellent result.

Launching of rocket complex "Point" is produced once a year, added the agency. According to him, this is due to high cost of testing. One such rocket is worth several million rubles. In the press service of the Far East also noted that ended the military exercises carried out a number of tasks that take into account peculiarities of the recent armed conflict in southern Russia.

Complex "Point" was officially accepted into service in 1976. He can perform missile launches at a distance of up to 70 kilometers. In 1989, the armament modernized missile entered "Point-U, the maximum range of 120 kilometers.

Russia's troops used a set of "Point" in August 2008 during the armed conflict in South Ossetia.. According to some sources, the positions of the enemy were running at least 15 such missiles.

Well, when Russian forces used Scarabs on Grozny (Chechnya), 4 out of the total six fired landed on a Mosque, Market, Hospital and Post-Office.

So it could be either of the two following things.
1. The missile (previous model to this) CEP was very very poor and people firing it had to pray where it should land.
2. It was deliberately targetted on civilian population centres as a punitive measure, to send across a stern and clear message.

True Vladimir, I had thought of this but the point is that even in that case, the use of such lethal force should not be used in areas where there is chance of civilian casualties. Anyways, this is derailing the thread. Lets stick to the topic.

The previous model had a CEP of ~100m, how did they bring about such major improvement? But the question is, wy was the CEP so large in the case of such a short range missile?
