Recent reports suggest that the underworld figure with terrorist links is a bigger threat than ever before.

Dawood Ibrahim is perhaps the most notorious "underworld don" in South Asia, involved in everything from supporting terrorist organizations like Lashkar-e-Taiba and now Boko Haram to organized crime and even fixing cricket matches. Dawood's connection to al-Qaeda, allowing the use of his smuggling routes out of Afghanistan into Pakistan, made him a U.S. Treasury Department's Specially Designated Terrorist in 2003. He is also wanted by INTERPOL. Most recent reporting has Dawood and his criminal syndicate D-Company headquartered in Pakistan under the protection of the Pakistani ISI.

The U.S. has not involved itself in any military action to take down Dawood or D-Company, but has restricted itself to placing Dawood and his leadership on Treasury Department sanctions lists. The threat D-Company poses to U.S. national security is not often discussed domestically; rather, the focus is on the terrorist groups financed by D-Company. But with the recent announcement by al-Qaeda leader Ayman al-Zawahiri that the terrorist outfit is creating an India branch, and with the proliferation of jihad throughout South Asia, will the U.S. now finally act to take down Dawood Ibrahim?

Unlikely. U.S. President Barack Obama has had no problem sending in special operations forces or conducting UAV strikes to take out major terrorist leadership, especially in a country like Pakistan that hosts more terrorists than any other country in the world. The list of figures killed in U.S. strikes includes Osama bin Laden, Abu Yahya al-Libi, Anwar al-Awlaki, and Hakimullah Mehsud, the former leader of the Tehrik-e-Taliban Pakistan. Even though Dawood Ibrahim in on a par with these figures in terms of lethality and influence, his support of terrorism has not directly reached the U.S. homeland. It will not be until there is a major attack in India with direct evidence of Dawood's involvement that the U.S. will become more involved.

The U.S. economic and security relationship with India is of increasing importance, as evidenced during Indian Prime Minister Narendra Modi's recent visit to the U.S. The joint U.S.-India statement mentioned the goal of, "dismantling of safe havens for terrorist and criminal networks, to disrupt all financial and tactical support for networks" for groups like Lashkar-e-Taiba and D-Company. It was also reported that the FBI and India's Intelligence Bureau will begin swapping intelligence on asset sharing by D-Company in the hope of dismantling the organization. Still, it is unlikely that the U.S. action will go beyond this cooperation, at least for the time being.

An Indian official reported that India plans to seek U.S. assistance in extraditing Dawood from Pakistan. Similar statements have been made in previous years, without U.S. response. In fact, it seems unlikely that Washington would push Pakistan on Dawood's extradition, for fear of inflaming already tense relations with Islamabad and the U.S. desire to continue counterterrorism operations after it exits Afghanistan.

Clearly, India will need to continue to build and grow its own apparatus if it is to take down D-Company. Over the past 20 years, Dawood has wreaked havoc in India, through direct support for proxy militant groups that have killed hundreds of people and cost the state millions of dollars. And now with intelligence reports of an imminent attack on India's airports and the potential for a combined AQIS-SIMI attack during the holiday season, it is time for India to consider action against D-Company. Pakistan, which still denies that the underworld leader is operating within its borders, will not provide India with any intelligence or assistance and the U.S. will continue to act in a limited secondary support role. Still, however difficult it may be to take down Dawood Ibrahim, it has never been more in the interests of India's national security to do so.

he is a terrorist to begin with and criminal underworld don who controls all sorts of illegal activities in india and he is working with the enemy country's Spy agency and sponsor of terrorism and terrorist like Hafiz syed and JUD....... need i go on....... don't you feel stupid to ask such question................ @iqra6500

Dawood ibrahim was a son of an Indian police constable, who later became a gangster and then a DON and then a citizen of pakistan. Since 1993 he has become a traitor of INDIA and he has been given a safe heaven in pakistann by the ISI and other terrorist organisations.

I understand your frustration. This guy has been evading India since before you were born. That must hurt your pride. Claiming to be superior to pakistan and not being able to catch a gangster in pakistan... dont worry, the 56-inch PM can take care of this.
Yeah, your posts and thoughts are being analyzed and conclusions are being drawn. Your language and sentiments clearly indicate that you are a Paki. The fact that you are posting from Chennai (confirmed by @Singh) makes us realize how distrustful and wary we must be, of the likes of you.

As per your post, it doesn't hurt your pride, it doesn't frustrate you, you don't feel India is superior to Pakistan and try to do some kind of "equal-equal" between the two nations when there is actually no comparison. You are a Paki. The rest of us forumers would have assumed you to be a false-flagger and left it at that. But your insistence that you are from India, and @Singh's subsequent confirmation, are making us realize what sort of snakes we are cultivating in India. It just makes us more suspicious and wary of the likes of you.

Way beyond time. I would call it a long overdue. Punishing a home grown terrorist would send a good signal back home, that we don't tolerate murderers - be it a Pakistani (Afzal/Kasab) or an Indian (Dawood).
But I also want to remind us all that he is just a person and a pawn at best. We have others as enemies who take priority as high value targets.
GoI should (and I hope they do already) havea hit list of its own.

Even as the deadlock continues over the National Security Advisor (NSA)-level talks between India and Pakistan, New Delhi is preparing a damning dossier to nail Islamabad's denial over the use of the country's geographical territory in terror activities against India. The agencies also have documents that show that Dawood's family members travelled between Pakistan and Dubai. They also have evidences of Dawood's Pakistani passport. With passport numbers, flight and passenger manifest details available with Indian agencies, there is enough evidence that Dawood and his family stays in Karachi. His latest photograph, released by Hindustan Times, indicates that the 59-year-old underworld don has a receding hairline, is clean shaven and has not undergone any facial cosmetic surgery. According to Hindustan Times reports , Dawood Ibrahim's whereabouts in Pakistan was nailed by his wife's phone bill.

The dossier on Dawood and his reported dens has been made on the basis of intelligence inputs that say there are four new safe havens in Pakistan, including two each in Islamabad and Karachi. Three years ago, New Delhi had tracked three locations of Dawood and the same was communicated to Islamabad. But all the efforts to repatriate him went in vain.

How Dawood escaped Doval in 2005

Dawood Ibrahim was the undisputed kingpin of the Mumbai underworld before he fled India in the 1980s. He was behind the 1993 Mumbai bombings that killed several hundred people.

In 2003, the US Department of Treasury designated Ibrahim as a Specially Designated Global Terrorist under E.O. 13224. It is widely believed that Ibrahim is living in Karachi, Pakistan, from where he runs his underworld empire. Speculations are rife that he's undergone numerous plastic surgeries and regularly travels outside of Pakistan on forged documents.

In 2005 Dawood's Daughter wed Pakistani Cricketer Javed Miyandad's son. Their reception was attended by about 250 people and was held on July 23 (2005) at the Grand Hyatt hotel in Dubai, UAE. Interpol had earlier issued a "red corner" notice against him. After the Dubai reception, TOI reported that Ibrahim had earlier travelled incognito to Mecca for the July 9 nikah, the solemnization of the marriage. The newspaper claimed that Ibrahim entered Saudi Arabia with a false identity and a Pakistani passport.

None of the relatives/friends of Dawood went to Dubai out of fear of being too closely identified with Ibrahim in public.


In early July a group of Mumbai policemen travelled to Delhi to stake out Vicky Malhotra, supposedly a right hand of Chhota Rajan (a fierce rival of Ibrahim) and also a sharp shooter. Some believe this operation (by the Mumbai Police) was done without the know of Delhi Police. For that matter obviously the IB operation was also done without communicating with any police department- which although a standard practice for intelligence agencies, led to a confusion and sabotage of the entire mission. In a dramatic turn of events, on July 11, the Mumbai police arrested Malhotra while he was driving through central Delhi.

Allegedly, accompanying Malhotra was Ajit Kumar Doval, former head of the Indian Intelligence Bureau (And now the National Security Adviser under Modi Government). Rumours went rife that this was an operation where IB was to leverage the gang rivalries to take out its nemesis.

Although Doval's reputation and his fear among underworld thugs speaks for itself, his involvement in any degree with the said mission, or such plan of IB, cannot be confirmed or denied. However if there was indeed a plan, it was sabotaged in the confusion that ensued between departments.

In the days following the arrest, Mumbai Police Commissioner A.N. Roy fired senior police inspector Aslam Momin.

Suspecting that Momin may have been the leak, the IB gave the Mumbai police evidence documenting Momin's underworld connections. Momin was supposedly an 'encounter-specialist' who was working in connivance with the Ibrahim Gang. Roy said wire-tapping had revealed that Momin indeed had links with Ibrahim and Ibrahim's two brothers. Ibrahim had used Momin to tip off the Mumbai police to arrest gangster Malhotra in Delhi, thus foiling Doval's probable plan to nab him, Ibrahim. Police officials never commented whether these were just rumours or otherwise.

Revealed: PM Modi's Mission Dawood in UAE

According to exclusive details available with India Today, counter-terrorism will also be on Modi's agenda and he is also likely to urge UAE to seize properties belonging to wanted underworld don Dawood Ibrahim.

Sources told India Today that National Security Adviser (NSA) Ajit Doval, who is accompanying the PM on the tour, is carrying a confidential list of Dawood's properties in UAE. Doval's dossier on Dawood also includes all the latest information available with India about him.

Modi, during his meeting with UAE authorities, is expected to urge them to seize all benaami and other properties registered in the name of Dawood, who is wanted in 1993 Mumbai serial bomb blasts case. Indian agencies would also provide list of Dawood's shares in many companies and details about his hotel business across UAE.

Know About Modi Govt's New Plan To Nab Dawood Ibrahim And Destroy D-Company
New Delhi: In an attempt to nab one of the most wanted man of India, Dawood Ibrahim, the Modi government has prepared a new blueprint to nab the underworld don and destroy his D-Company.
According to a report published in India Today, the government has formed five investigative teams to keep a track on Dawood and his henchmen.

Around 50 officials from Income Tax Department, Enforcement Directorate, Research and Analysis Wing (RAW) and Interpol wing of the CBI are a part of the five teams.

Besides tracking Dawood's movement in Pakistan, the officials are entrusted with the duty of keeping a close eye on underworld don's close aides and relatives back in India, who are handling his business.

The probe agencies have identified 11 men who are running 1993 Mumbai serial blasts mastermind's business across the world.

The report further states that Dawood is seriously unwell and has confined himself to his home in Pakistan's Karachi, where he resides with the name of Sheikh Ismail Merchant.
CBI has sent a judicial request to Pakistan seeking information about Dawood's alleged Gutka business set up there with help from Indian businessmen after filing a chargesheet against the most wanted terrorist.
