(Strike 1 is encirclement initiative, almost complete)

The US is starting to assert itself against Chinese dumping habits. US is studying imposing import tarrifs to heavily subsidised Chinese solar panels. China Rejects U.S. Ruling on Solar Imports - Bloomberg
this is not something new. it was decided almost a month back and EU is also with USA to stop dumping of chinese solar products . also thet have slashed price to compete with chinese.

preventing dumping is a "strike"?

'Blocking' your dumping is 'striking' your economy.

India too imposed 5% tariff on power equipment some weeks back.

This should be done more often. Chinese government is directly subsidising Chinese businesses, it's already acting like a monopoly.
