As investigation continues in San Francisco, China calls on the US to enhance security

An arson attack on China's consulate general in San Francisco on New Year's Day was not the work of terrorists, the FBI said.

Federal Bureau of Investigation spokesman Peter Lee said on Thursday the bureau is not investigating the incident as an act of terrorism and that the fire was caused by using a gas-based liquid with accelerants.

The Chinese Foreign Ministry said on Friday that the attack is still being investigated.

Ministry spokesman Qin Gang said at a daily news briefing that no individual or organization has been confirmed as being responsible for the attack.

Surveillance cameras inside the consulate showed a person getting out of a minivan in front of the building, splashing the front gate with two buckets of gasoline and then setting it on fire at 9:25 pm on Wednesday.

Qin said on Thursday in Beijing, a few hours after the attack, "The Chinese Foreign Ministry and relevant diplomatic missions in the US have lodged solemn representations with the US side, requiring it to solve the case as soon as possible."

China also asked the US to bring the perpetrators to justice, take effective measures to enhance the protection of Chinese diplomatic missions and staff members in the US and prevent the recurrence of similar incidents, he added.

The consulate said no casualties have been reported, but the building has been seriously damaged.

Chinese diplomatic missions overseas are rarely attacked, but the San Francisco consulate was also targeted five years ago when an unidentified person set fire to the visa office.

Wang Chuan, spokesman for the consulate, said in San Francisco on Thursday: "We have initiated emergency security procedures and are in close contact with the San Francisco police. No visa application or non-visa services have been affected.

"There were no casualties, as the arson attack happened out of working hours. But this despicable act caused severe damage to consulate facilities and posed a threat to the safety of the consulate staff, their family members and the neighborhood."

The steel-encased wooden door and the windows in the main entrance were charred and damaged in the fire and will not be repaired any time soon, as they are being held as evidence, Wang said.

US State Department spokeswoman Marie Harf said it is too early to judge whether security at the consulate is adequate.

"We take this incident very seriously, and the Bureau of Diplomatic Security is working with the FBI and local authorities to investigate and apprehend the perpetrators," she said.

Zhang Jie, a Chinese lawyer and visiting scholar from Chicago, told China Daily he drove an hour from his hotel to show his support for the consulate.

"I don't think this arson attack will influence the Sino-US relationship, but the US government must take this incident seriously and find out who committed the crime," he said. "They must give an answer to the Chinese government."

Visa applicant Leo Young said the US government should condemn the case as a terrorist attack.

"Terrorism, right, it's terror ... the same as any group attacking the US embassy and consulates in foreign countries," Young was quoted by ABC News as saying.

One wonders why the Chinese Consulate was attacked.

There are no real antagonising between China and the US, so who could have done it?

The Consulate, it is said, has been severely damaged, but the report says a chap chucked gasoline on the gate and set it on fire.

There is a sizeable Chinese population in the area.

But one wonders if they would do such a thing!

There is a sizeable Asian population in California, both Chinese and non-Chinese. The Japanese would probably not do it. The Filipinos, can't say for sure, but possible. PRC has strict control over evangelicals visiting PRC, and it could be a handiwork of some fundamentalist evangelical. One should also not rule out the Uighurs.

The possibility of what you state is very plausible.

Would it affect the Sino US equation?

The US does support (very subtly though) Rubiya kadeer.

And the US is no stranger in promoting the evangelists world wide.

Apart from uighurs, maybe some radical tibetan could haveve done it too in a fit of rage?

SF has a large Chinese-origin community, which is so big that they even have triads operating there. So any competing organized criminal faction could have done this attack as a means to send a message to the Chinese community.

But saying that this is "not a terrorist attack" is horseshit, and an insult to China. The US classifies every similar attack on its facilities abroad as "acts of terror."

If you've been to Hong Kong, you'll find that the door to the US Consulate General (which is walkable from Victoria Peak cable-car station), is just as accessible.

Because USA wants security at its embassy and consulates overseas even if that means blocking of a complete road. But it's commitment to provide that in it's soil is a question which should be asked here.

I saw big cement blocks in front of entrance to the US Consulate Chengdu years ago.

anyway the US govmt has agreed to pay the bill for repairing SF Consulate.

Chengdu isn't as prosperous as Hong Kong, and so it calls for increased security. US embassy and consulates had similar concrete barricades in India, but thanks to a certain over-enthusiastic district attorney in New York with a big mouth and small penis (inferiority complex), we removed those barricades and gave our friends at nearby Irish, Swiss, and Swedish embassies free extra security.

'Voices made me set consulate on fire', says Chinese suspect who confessed to arson attack

A Chinese man arrested in connection with the arson attack on the Chinese consulate in San Francisco started the fire because of "voices he had been hearing", according to the FBI.

Authorities identified the suspect on Monday as Yan Feng, a 39-year-old Chinese native who has permanent residency in the United States.

US prosecutors have charged him with arson and damaging the property of a foreign government, after officials decided not to treat the incident as a terrorist act. If convicted, he faces up to 13 years in prison.

Feng called a police station in Daly city, south of San Francisco, to surrender himself on Friday, according to a court affidavit by a federal agent.

With the help of a Putonghua-speaking interpreter, Feng said he was the person responsible for the fire on New Year's Day that had seriously damaged the building's main entrance.

Feng said he targeted the consulate "because all the voices he had been hearing were in Chinese and the Chinese consulate had to have been involved".

He drove to the consulate in a green minivan, then left for a nearby filling station to fill three containers with petrol before returning to the compound, according to the affidavit.

He tried but failed to use his passport to ignite the fuel he had poured on the doorway and steps. Instead, he used a lighter to ignite one of the three containers.

Firefighters quickly put out the flames and no injuries were reported. The mission was open for business the next day with an increased police presence.

In a statement released yesterday, the mission called on the US to prosecute the arsonist and "prevent similar incidents".

"We will follow up closely with the US side on the trial," the statement said. "We urge the US side to learn lessons from this incident, take effective measures to ensure the safety, security and dignity of Chinese diplomatic and consulate missions and staff in the US."

Restoration work has begun. Officials said the US government has pledged to pay for repairs.

A similar arson attack occurred prior to the Beijing Olympics in 2008. Flammable liquid was poured on a metal door at the consulate amid controversy over Beijing's crackdown against protesters in Tibet.

The FBI has said the two attacks were not linked.
