well d u people think rural population can afford 32000 rs to make home , i doubt. i think it more targeted towards 3 tier cities

I agree, but that's why I think things like the CoreWall would help homes built in 3rd tier cities, because then they could be upgraded more easily when external infrastructure like power lines eventually reach them.
