India tells Russia to continue with the Su-57 program as it may join the program at a later stage.

India has conveyed to Russia that it will not be part of the project now to develop a fifth-generation fighter aircraft (FGFA) and may join the programme at a later stage, Defence Minister Nirmala Sitharaman said today.

“It was conveyed to Russia that they can go ahead with the project and we may join it at a later stage,” the defence minister told reporters.

India’s decision came after years of negotiations between the two countries could not yield a concrete result on various contentious issues including sharing of cost of the project which was estimated at around USD 30 billion or Rs 2 lakh crore.

India and Russia had signed an inter-governmental agreement for the mega project in 2007, vowing to take the military ties between the two strategic partners to the next level.

However, the project has been stuck for the last 11 years as there have been serious differences between the two sides on sharing cost of developing the jet, technologies to be used in it and number of aircraft to be produced, sources said.

To a separate question, Sitharaman said the government is adopting a layered approach to achieve the final goal of theatre command and that the thrust was on a bottom-up approach.

She also said that a high-level committee has been set up to recommend cost of military platforms being developed by various defence public sector undertakings.

She said the panel will initially take up development of Tejas Light Combat Aircraft which is being developed by Hindustan Aeronautics Ltd (HAL) and the report is likely to be submitted in two months.

Replying to another question, she said the government was going to unveil defence procurement policy soon.

A prospective ground attack aircraft (PSH) is designed to improve the quality of the army aviation connections to the theater of operations and to solve the main combat missions: direct support of troops over the battlefield in defense and offensive, combat with armored vehicles and helicopters, maneuvering and landing groups , destruction of prepared tactical units and engineering structures, command and rear systems of the enemy on the battlefield and in tactical depths up to 200 km from the line of combat contact of troops, in the conditions of the enemy's fire counteraction with the help of the universal missile system "Hermes-A", unguided aircraft weapons, guns and airborne complex defense (BKO).

The effectiveness of the PSN aircraft in comparison with the main combat helicopters is provided by:
- a mass of combat load greater by 2 ... 3 times;
- Less than 3 ... 4 times the response time to the call;
- Less than 5 ... 10 times the time spent in the area of enemy fire;
- a wider range of weapons;
- the availability of the BKO (EW station, IR traps).
- wider coverage of the war zone.

Combat stability of PSN is ensured by the use of built-in modular reservation, a complex of combat survivability, constructive screening of vital units of less important, airborne defense complex.

Constructive, aerodynamic, instrumental simplification, the application of "ersatz" technologies in the project of the PSC is not provided, because The given combat effectiveness of the aircraft in this case is not preserved.
The cost of the aircraft PSH is estimated no more than 0.3 ... 0.4 of the cost of the main combat fighter 4+ generation (Su-35S). The formation of the cost of a PSN aircraft is significantly influenced by the cost of opto-electronic and electronic components of the MSA and the BIU, these components provide the required combat effectiveness of the application.

The redeployment of PSN connections must be ensured by:
- distillation from the PTB;
- transportation of BTA (Il-76, An-22, An-124);
- transportation by railway transport (with removed consoles and plumage);
- transportation of an auto trailer (with removed consoles and plumage).

The PSH aircraft is a commercial product and can be offered for sale on the international tactical aviation market in the "battlefield plane" segment.

The biggest failure of the NDA government, apart from MMRCA/Rafale deal and MTA cancellations. Indian aviation industry crashed before it had a chance to take off. :tsk:

Russia, India Engaged in Talks on 5th Generation Fighter Jet - UAC

Moscow and New Delhi are going ahead with discussions on the fifth generation fighter aircraft (FGFA) project despite media reports on India’s withdrawal, Yury Slyusar, the president of the Russian United Aircraft Corporation (UAC), said on Sunday.

"We have not closed the topic, we continue to discuss with India the joint development of the fifth generation [aircraft]. The topic is not closed. It was reported quite intensely that the Indians are exiting this project – they are not withdrawing from it, they just ask a really large number of questions, to which, in our opinion, we give exhaustive answers. As before, we proceed from the premise that the amount of technology that we are ready to transmit to India, no other country is not ready to transfer," Slyusar told the Rossyia 1 broadcaster.

In April, Director for International Cooperation at Russia's Rostec Viktor Kladov told Sputnik that Moscow had not received any notification from India on New Delhi's alleged withdrawal from FGFA, thus denying media reports about India's intention to leave the project.

The project implies that India will not only acquire new generation fighter jets, but will also launch their licensed production, according to the executive. Slyusar expressed his hope that the sides would switch to the design stage soon.

Under the Russian-Indian FGFA project, both sides would invest $4 billion each at the developmental stage, while the total cost of constructing 127 fighter jets is estimated to amount to $25 billion. In the project, the Russian side is represented by the Sukhoi aircraft manufacturer and the Indian side by Hindustan Aeronautics. The initial FGFA agreement was signed in 2007, the final agreement, which will include the project's financing conditions, is yet to be signed.

WITH A NEW ENGINE, RUSSIA TO RE-PITCH SU-57 STEALTH FIGHTER PROJECT TO INDIA

MOSCOW: United Engine Corporation (UEC), Russias sole Aero-engine manufacturer, has confirmed that the proposed "second stage" engine for the Su-57 stealth fighter jet will have a super-cruise feature which will form a part of the aircraft's stealth functionality.

Super-cruise is a key requirement for a stealth aircraft. Delay in its development is being cited as one of the main reasons for India reportedly halting its participation in the Fifth Generation Fighter Aircraft (FGFA) project with Russia, which involves developing a new aircraft based on the Su-57 development. The aircraft was previously called the PAK-FA.

"Super-cruise means an ability to cruise at supersonic speed without after-burners which translates into a lower heat signature besides enormous fuel savings," head of marketing of UEC, Anton Chechukov, told this correspondent.

The second stage engine, internally known as Izdeliye-30, marked its first test flight in December 2017 on board a Su-57 fighter jet and further developments are going on, said Chechukov. He, however, refused to divulge any technical information or details of the development schedule, stating that the project was classified.

He added that the Izdeliye-30 was the most advanced aircraft engine project ever to be conceived in Russia and would surpass its peers in performance.

Sources in United Aircraft Corporation, which is building the Su-57, and Rosoboronexport, the Russian arms export agency, separately told this correspondent that the stealth fighter programme had not been abandoned and that Russia will take it forward with New Delhi when the engine and other technologies sought by the country in the FGFA were ready for export.

The Su-57 features include six internal weapons hard-points to sharply reduce radar signature, top speed up to Mach 2, X-band Active Electronically Scanned Array (AESA) radar for situation awareness, L-band AESA radar for target identification, infra-red search and track (IRST) system to identify objects through their heat signature for targets beyond the radar's range.
