Subtext of Zhou Yin's claims on Brahmos

Is Zhou Yin predicting a naval conflict with India? Or is he trying to deter Vietnam from buying the missiles?

Neither, I think. It was his opinion of two weapon platforms.

Btw Vietnam is gonna produce missiles on their own.

Russia and Vietnam are planning to start in 2012 joint production of a modified anti-ship missile, head of the Federal Service for Military-Technical Cooperation Mikhail Dmitriyev said on Wednesday.

"We are planning to build facilities in Vietnam for the production of a version of the Russian Uran [SS-N-25 Switchblade] missile in a project that is similar to joint Russian-Indian production of the BrahMos missile," Dmitriyev said.

Why do you have such an conclusion? Does either country even consider it? or maybe you do?
Vietnam is going buy and going to "co-produce" as Indian does now. Some of you claimed you want sell brahmos to vietnam, either you don't know Vietnam or you don't know yourself.
