Border Roads Organisation completes defence road to China border

Itanagar (Arunachal Pradesh) [India], Sept.5 (ANI): The 14-year-old 71.3-kilometer-long Sarli-Huri Road in Kurung Kumey district, a defence road, leading to the China border, has been completed by Project Arunank of the Border Roads Organisation (BRO).

The project was taken up by 85 RCC/756 BRTF of Project Arunank in May 2006. Since then, relentless efforts have been made braving inhospitable terrain to achieve the goal of linking Pipa, Damin, Huri and other remote villages.

This would facilitate the movement of defence forces for reasons of national security and boost socio-economic development of villagers, BRO sources told ANI.

Indian Air Force helicopters airlifted heavy construction plant and machinery in slings after dismantling them to number of parts from Ziro to Damin. They were reassembled at the remote base before being pressed into service.

A new road from Huri-Taliha in Upper Subansiri district and a new 155-km green field alignment was also completed recently.

As directed by the Defence Ministry last year, Project Arunank marched forward from Ziro to Jeevan, ahead of Koloriang in April last. Three additional dozers were dismantled at Ziro, and inducted by air to 44-km base where they were reassembled.

These efforts facilitated earth cutting of a 10-kilometer-long road a year, which is an unprecedented achievement, the source said, adding that the achievement has justified the BRO’s motto of “Creates, Connects, and Cares”, particularly in border and hilly states like Arunachal Pradesh. (ANI)

Thanks for this great news.
2007 when I visited this sector, I do remember undertaking a trek for 2 to 3 days to reach some of the sites. Wonder what is the status of road buildup from Lemiking to Taksing and Maza. Lemiking is the last point upto which we had motorable road at the time after crossing Taliha. Work was still at progress at that time.

Engineering marvel: India’s highest tunnel to see light of day in October
The tunnel in Himachal Pradesh will bring down the distance between Manali and Leh by 46km.

The horse-shoe shaped road tunnel will be functional for emergency vehicles through this winter but will get fully operational by August 15, 2019.(Aqil Khan/HT)

Running three years behind schedule, the strategic 8.8-km all-weather Rohtang Tunnel, the highest in the country, will open to emergency traffic in October. Being built under the Rohtang Pass at an altitude of 13,050 feet in the eastern Pir Panjal range of the Himalayas on the Leh-Manali highway, the horse-shoe shaped road tunnel will be functional for emergency vehicles through this winter but will get fully operational by August 15, 2019.

At 9.2km, the Chenani-Nashri Tunnel, also known as Patnitop Tunnel, that links the Kashmir Valley with Jammu on National Highway 44 is the country’s longest road tunnel built at a height of nearly 4,000 feet.

STRATEGIC LINK

The tunnel in Himachal Pradesh will bring down the distance between Manali and Leh by 46km. At present, the distance between the two towns is 474 km that takes six to eight hours to cover. The tunnel will reduce the travel time by two-and-a-half hours. The speed limit in the tunnel is 80km/h or 50mph.

This will help accelerate troop mobility to the strategic frontiers in Jammu and Kashmir besides providing a road link to Lahaul and Spiti in winter. At present, people in the tribal district are dependent on government-run helicopter services in winter. “If emergency vehicles start plying this winter, it will be a big relief. It will put an end to the harsh life people are forced to lead half the year round,” says Lahaul and Spiti legislator Ravi Thakur.

Engineers used the drill and blast technique for excavation as part of the New Austrian Tunneling Method (NATM). (Aqil Khan/HT)

HITTING ROADBLOCKS

Two portals of the tunnel, the south portal at Dhundhi and the north at Sissu Nullah, will be connected by October-end. “Only 250 metres of digging is left. We will work on electrical fittings and ventilation after that,” says chief engineer NM Chandrana. A defence ministry team, led by joint secretary Bharat Khera, took stock of the project in August. The project missed its 2015 deadline due to geological challenges since work started in 2010. The water ingress from Seri Nullah, a glacier-fed rivulet, above the tunnel was a challenge. In 2012, it took engineers almost a year to plug the seepage. The delay in permission for quarrying construction material slowed down work at the north portal. The ban on environmental clearances to mining also led to the shortage of construction material.

WORK IN PROGRESS

Engineers used the drill and blast technique for excavation as part of the New Austrian Tunneling Method (NATM). Defence road construction agency Border Roads Organisation (BRO) is excavating the tunnel with Strabag-Afcons, a joint venture between India’s Afcons Infrastructure Limited and Austria’s Strabag SE. The BRO will continue working on the north portal even after mid-November. Usually, work is halted in winter when the Rohtang Pass is cut off from the rest of the world due to snowfall.

COST AND DELAY

The estimated cost of the project in 2010 was Rs 1,700 crore. It was revised to Rs 2,000 crore in 2015 and now the projected cost by 2019 is Rs 4,000 crore. The project was to be completed in February 2015 but water ingress from Seri Nullah, ban on rock mining, delay in allotment of land needed for quarrying, and loose rock strata in the middle led to a slowdown.

MILESTONES

Conceived in 1998, the project was announced by then prime minister Atal Bihari Vajpayee on June 3, 2000. The work was entrusted to BRO on May 6, 2002. United Progressive Alliance chairperson Sonia Gandhi laid the foundation stone of the project on June 28, 2010.

Nirmala Sitharaman inaugurates Pratham-Shyok bridge in Leh

LEH: Defence minister Nirmala Sitharaman on Saturday inaugurated the Pratham-Shyok bridge that will link Leh to Karakoram, providing connectivity on the strategically important Darbuk-Shyok-Daulat Beg Olde axis for military transport.

Addressing the officers and personnel of the Border Roads Organisation (BRO), the defence minister, who is on a two-day visit to Jammu and Kashmir, said the construction of bridges and roads at such high-altitude terrain was nothing short of a miracle.

"Jawans from different states, which have varied weather conditions, come and serve the nation in such high-altitudes and it is applaudable," Sitharaman said.

The state-of-the-art bridge is a major development on the Shyok Gong river which will enhance travel of locals as well as the Army in this strategic region. It will increase travel and communication for strategic transport, the minister said.

She said Prime Minister Narendra Modi and the central government fully supported the jawans who protect the nation under all circumstances.

"We are committed to spending time with the jawans and do whatever is possible for them," she said.

Recalling the Prime Minister's visit to Siachen where he spent time with soldiers, she said the goverment wanted to understand the conditions the jawans live in.

"I assure you that the government is with you all the time and in all circumstances. We are not only sensitive to your needs and demands but also to those of your families," the minister said.

While lauding the BRO and its men for working in a difficult terrain and hostile circumstances, Sitharaman said the organisation not only connected people of remote hamlets, but also provided connectivity for the Army in strategic locations.

She said constructing roads and bridges in difficult terrains would help in development and progress of the nation and its people.

Read somewhere that new roads on NE front are of very shoddy quality. How true is this?
very true

engineers don't have capability to build solid roads as per the climate there. Main reason is cheap quality material sanctioned. To reduce cost.

It's indeed a important feat by the BRO , it still doesn't explain the necessity of RM to visit it and inaugurate it. its quite unfortunate that this similar act is followed by every politician across our country. i'd rather have RM visit some of the obscure LABS under DRDO , which are never in the lime light and get a status update. Enough of this business of inaugurating bridges, roads etc.. She has to understand that all she got is 2 yrs to prove. 2019 is not a cakewalk for the BJP either. So 2 yrs is all she's got to speed up some of the important procurement's .

My apologies for digressing from the topic.

Do you think she is on two day visit just to inaugurate the bridge? More over this bridge is in use much before inauguration. Its just a formality which she carried out.
Although act like these are useless, but when its done in some sectors around, it do sends a signal to your opponents. Its been a tradition to have structures like these in LAC or concerned with LAC to be inaugurated by Army officers in past. But whenever a politician does something like this, its a sign of political willingness to venture into a uncharted territory which has been since not long ago considered to be taboo.

Coming soon: Winter access to Lahaul-Spiti

MANALI: Digging work for the strategic 8.8km tunnel at Rohtang pass in Himachal Pradesh, which will give all-weather access to the Lahaul-Spiti region, will be almost complete on Wednesday, after a delay of about three years.

The project, conceived in 1983, was launched in 2010 and has a completion date of 2019. Less than 4 metres are yet to be excavated in the middle of the tunnel, which starts at Dhundi in Kullu district and ends at Gufa Hotel, near Sissu, in Lahaul-Spiti district.

Both sides of the tunnel will be joined after the remaining portion is excavated. At least one metre will be excavated in presence of defence minister Nirmala Sitharaman at an official ceremony on October 24.

"Less than 4 metres of tunnelling is still to be done. It will take one or two more blasts to achieve the breakthrough, a moment which we are waiting for years," a Border Roads Organisation (BRO) engineer said.

Both the portals of the tunnel, in Kullu and Lahaul districts, are on a right axis and will join without any fault and deviation, according to the engineer.

The Rohtang tunnel, expected to be opened in 2019, will be the longest tunnel in India.

The tunnel will cut the distance between Manali and Keylong, the district headquarters of the Lahual district, by 48km and vehicles will not have to cross the Rohtang pass.

The road to the tunnel will divert from existing Manali-Leh highway at Palchan, 9km from Manali, and will again join the highway near Gufa Hotel in Sissu.

Tribals in the Lahaul valley will now be connected to the rest of the country during winter months. People would be allowed to cross the tunnel this winter season in cases of medical emergency, but the tunnel will open for general traffic after detailed work, like security points, fire safety, complete ventilation and telephone booths at regular intervals, is completed once the digging is done.
Recommended By Colombia

The Centre wants to construct three more tunnels along the Manali-Leh highway to make road access to remote areas possible during winter months too.
The Rohtang tunnel will provide all-year road connectivity to Lahaul and Spiti district of Himachal Pradesh, and the project is of immense importance for Indian Army as it will get easier access to areas near Pakistan and China. The tunnel will also boost tourism in the area.
Kargil war hero, Brigadier Khushal Thakur (Retd), said this is an important milestone for defence personnel. "I've personally experienced the
importance of year-round road connectivity during the Kargil war. Both Zojila pass of J&K and Rohtang pass of Himachal remain blocked in winters. This tunnel will not only cut the distance, but also provide all-weather connectivity. Three more tunnels are needed to make the Manali-Leh road an all-weather one, but the most crucial tunnel is almost done," he said.

"We are eagerly waiting for the moment when we shall drive across the tunnel," Lahaul Hoteliers Association president Bir Singh said, adding it will be a r draw for tourists to see the snow-covered Lahaul valley

Four mountain passes in Uttarakhand to be connected by road by 2020: Army

NEW DELHI: The Indian Army will connect four mountain passes in Uttarakhand by road by 2020, a senior Army officer said on Friday.

The top Army brass discussed the infrastructure along the India-China border at an ongoing Army Commanders Conference here and decided there would be a concerted heft towards road construction activities, Director General Staff Duties Lt General Vijay Singh said.

"To that end, four passes -- Niti, Lipu lekh, Thang La 1, and Tsangchokla -- will be connected by 2020 on priority," Vijay Singh said.

It has also been decided to allot additional funds to the Border Roads Organisation for development of roads and infrastructure, he said.

He said organisational changes of some of the Army formations were also examined for capability enhancement.

The Army Commanders' Conference organised here from October 9 to 15 comes after a 75-day standoff between India and China in the Doklam Sector in Sikkim, which ended on August 28.

The standoff and the situation along Indian borders are key issues for discussion at the conference.

Army chief General Bipin Rawat, in his inaugural address at the conference, had stressed on priority to arms, ammunition, and equipment.

India begins implementation of motor pact with Bangladesh, Nepal
NEW DELHI: India has embarked on implementation of the BBIN motor pact with Bangladesh and Nepal, Union Minister Nitin Gadkari said today.

India in June 2015 had signed the major sub-regional transport project, Bangladesh-Bhutan-India-Nepal (BBIN) Motor Vehicles Agreement (MVA), for seamless transit of passenger and cargo vehicles among them. However, Bhutan could not get public and parliamentary support for it.

"We have initiated action for implementation of BBIN MVA by Bangladesh, India and Nepal. This has been taken up with the Ministry of External Affairs for coordinating with other two countries," Road Transport, Highways and Shipping Minister Gadkari told PTI.

The minister said that Bhutan has suggested that Bangladesh, India and Nepal may consider implementation of the MVA.

Bhutan which had inked the pact could not get public and parliamentary support for ratification of the agreement while India, Bangladesh and Nepal have already ratified the pact.

The four SAARC countries had in June 2015 signed the Motor Vehicle Agreement.

The pact aims at allowing motor vehicles of all categories registered in three countries to move freely in the region.

The government has earlier said that the pact will realise the ultimate objective of free movement of people and goods in the region and said that this would be supplemented through building and upgrading roads, railways and waterways infrastructure.

On bus services with Nepal and Bangladesh, Gadkari said proposals to start such services on Kathmandu-Bodhgaya, Janakpur-Patna and Dehradun-Mahendranagar routes are underway.

Bus services between Delhi and Kathmandu, Varanasi- Kathmandu, Delhi-Mahendranagar and Delhi-Pokhra have already been started. India and Nepal Bus Service pact was signed in November 2014.

"Between India and Bangladesh, bus services on Agartala- Dhaka, Kolkata-Dhaka, Guwahati-Shillong-Dhaka and Kolkata- Agartala via Dhaka are operational," he said.

BRO opens another bridge to boost connectivity to China border

LEH: Working towards improving road connectivity to areas close to the Line of Actual Control (LAC) with China in Ladakh region, the Border Roads Organisation (BRO) on Sunday opened a newly-constructed bridge to the people of the cold desert region in Jammu and Kashmir.

"Continuing its development work in the strategic Ladakh region, Project Himank of the BRO today dedicated another bridge to the people of the cold desert, the third such bridge in a month, for efficient connectivity to China border," a spokesperson of the BRO said.

The chief engineer of Project Himank, Brigadier D M Purvimath, inaugurated the 30-metre heavy bridge over the Linche river on Leh-Loma road.

Appreciating the engineers and workers of the organisation, Brig Purvimath said Project Himank would accomplish development of Leh by providing modern bridges and roads to enhance connectivity.

He emphasised the need to expedite completion of all bridges falling on all the strategically-important road communications on Indo-China axis.
Brig Purvimath said this bridge on the Leh-Loma road would enhance travel of locals as well as the Army in this strategic region.
"Such connectivity shall enhance travel and communication for strategic transport and tourism development."
He said that all bailey bridges were being replaced by modern heavy permanent bridges in the sector of Project Himank.

The Leh-Loma road is the main connectivity to various link roads along the Line of Actual Control and is being developed to National Highway Double Lane (NHDL) specification owing to its strategic and operational importance as it is the closest route to China border, the spokesperson said.

Construction begins for 150km road that will make it easy for armed forces to reach China border

PITHORAGARH: The work on the all-weather road in Uttarakhand has begun with the construction of the 150-km Tanakpur-Pithoragarh stretch which will make it easier for the armed forces to mobilise troops and armaments to the India-China border, officials said on Monday.

The section is a part of the 'All-Weather Roads Project' launched by Prime Minister Narendra Modi during the state assembly polls earlier this year.

It is likely to be completed by 2019. Mobilisation of forces and their armaments to the last posts on the India-China border in times of emergency will be much easier from the Tanakpur rail-head after the 150-km stretch is completed, officials associated with the project said.

"Construction of the 150-km long Tanakpur to Pithoragarh road is being carried out on war footing to meet the set time the 2019 deadline. The deadline is likely to be easily met as the route has no over bridges or tunnels," said LD Mathela, executive engineer of NH 125.

The cost of the road, will be approximately Rs 1,065 crore, which excludes the cost of three bypasses, he said.

Unlike Garhwal, the nature of soil in the Kumaon region as well as the costs involved are not suitable for building tunnels and over bridges, the official said.

"Non-availability of non-rocky hill portion along the route is also a reason why no tunnels or over bridges are being built on the stretch," he said.

The road is being constructed under the 'Engineering Procurement and Construction (EPC)' module in which the designs of the project, outlines by experts, will be availed by the construction company, Mathela said.

"Four companies have been assigned the task of constructing the road. These companies have been enlisted after their experience in constructing all-weather roads was scrutinised," the engineer said.

The 12-meter wide road would be constructed by 2019 for which time and cost has been fixed by the National Highways Authority of India (NHAI), sources said.
"According to the design submitted by the construction companies, the protection of sliding portions on the road will be given equal significance to make it weather resistant," Mathela said.

The official said that 7,000 trees would be uprooted for the construction of the road.
"Once built it will be able to bear the weight and width of all defence armaments required at the time of an emergency at border posts along the India-China border which is 200km from the tail of the all-weather road in Pithoragarh town," he said.

The foundation stone of the 12,000 crore project was laid by PM Modi during the state elections earlier this year.

Shri Mansukh Mandaviya says Government to push Road Safety through amendment of Motor Vehicles Act

Shri Mansukh Mandaviya, Minister of State for Road Transport and Highways, Shipping and Chemicals & Fertilizers, in a written reply to the Lok Sabha today informed that Government has introduced Motor Vehicle (Amendment) Bill, 2017 in the Parliament, which has been passed by Lok Sabha and is currently before Rajya Sabha for passing. The Bill contains the provision of setting up of National Road Safety Traffic Management Board (NRSTMB) which will work as the lead agency for the Government of India for road safety. The Hon’ble Supreme Court has also directed all the States to frame State Road Safety Policy and establish lead agency in all States / UTs.

The Government has also made it mandatory for the fitment of speed governors on certain category of transport vehicles with maximum pre-set speed of 80 kmph and for transport vehicles like dumpers, tankers, school buses, those carrying hazardous goods with maximum speed of 60 kmph. However, keeping in view the non-availability of speed governors for certain models of motor vehicles, the Ministry has issued advisory to all the States/UTs to exempt specific models of transport vehicles from the requirement of fitment of speed governor till the time the speed governors of at-least two or three manufacturers are available at competitive rates.

To ensure the safety of passengers, the Government has issued notification for manufacturers of Motor Vehicles to comply with additional safety features like seat belt reminder, manual over-ride, speed alert system vehicle reverse gear sensor etc. for the vehicles manufactured on and after the 1st of July, 2019.

In a separate written reply, Shri Mansukh Mandaviya informed the House that to curb the menace of vehicular pollution, the Government has taken proactive steps to promote environment friendly vehicles. Furthermore, steps have been taken by notifying alternate fuels like ethanol, biogas, electric hybrid etc. and mandating mass emission standard for BS-VI throughout the country w.e.f. from 1st April, 2020.

Gadkari says No More Shrinkage of Majuli Island

Union Water Resources Minister lays Foundation Stone for Protection Work of Majuli Island from Flood and Erosion in Assam

Union Minister of Water Resources, River Development and Ganga Rejuvenation, Road Transport & Highways and Shipping Shri Nitin Gadkari has expressed the hope that on successful implementation of various scheme under protection of majuli island from flood and erosion there will be no more shrinkage of Majuli island and rather, it will be possible to reclaim the lost land which can be added to the main land area of Majuli with proper land management system. Laying the foundation stone of protection work of Majuli island from flood and erosion at Majuli in Assam today the Union Minister expressed the hope that the work would take off as planed and completed in two working seasons.

He said Brahmaputra Board started the work to protect the island from flood and erosion in January, 2004 in various phases as per the recommendations of the Standing Committee of Experts constituted by Union Water Resources Ministry. These works involved construction and strengthening of embankments, laying of RCC porcupine screens, construction of spurs and dampeners in various locations to train the river away from the bank and also as pro-siltation measure.

He said due to unprecedented floods which occurred during the monsoon in 2007, massive land erosion took place in lower Majuli. On the recommendations of the Standing Committee of Experts, Brahmaputra Board constructed and laid RCC porcupine screens and dampeners. The outcome of the works till 2007 were satisfactory and erosion could be contained in the most vulnerable reaches.

The Minister informed that from 2014 onwards, Brahmaputra Board undertook several works. Construction of four boulder spurs has been completed. Construction of the Spur No. 2 at Salmara is also nearing completion. The bank revetment have been completed. Both the tie-bunds were also completed. Construction and laying of RCC porcupine works are also mostly completed. All the five raised platforms have been handed over to the District Administration after completion. An amount of Rs. 189.07 crore has been incurred till November, 2017 on these projects.

Shri Gadkari said the works implemented by Brahmaputra Board has reversed the trend from erosion to siltation. The area of land mass of Majuli Island, which was 502.21 sq km in 2004 stood at 524.29 sq km as in November, 2016 as per satellite imagery. He said under the present Scheme Brahmaputra Board executes the scheme as recommended by a team of Experts – called the Technical Advisory Committee of Brahmaputra Board constituted by Union Water Resources Ministry. The Committee extensively toured the island in March, 2017 and suggested measures for further implementation. Based on these suggestions, Brahmaputra Board prepared a DPR for an amount of Rs.233.54 crore. Shri Gadkari said “ My Ministry cleared the project and it is my pleasure to mention here that the Ministry of Development of North Eastern Region (MoDONER) has agreed to allocate an amount of Rs.207 crore and the balance amount is to be funded by Brahmaputra Board”.

The Minister informed that the scheme envisages four components, construction of geo-bag bank revetment works for a total length of 27 km. in the vulnerable reaches of Majuli, construction of RCC porcupine screens at 41 locations from, construction of a Pilot Channel and construction of a sluice at Birinabari.

Shri Nitin Gadkari also laid the foundation stone of the Brahmaputra Board office complex at Majuli to be constructed at an estimated cost of 40 crore. The Minister thanked the Chief Minister of Assam Shri Sarbananda Sonowal who was also present on the occasion for all out cooperation and assistance received from Govt. of Assam.

Majuli Island is surrounded by the mighty Brahmaputra River on the south, Kherkatia Suti, Luit Suti and Subansiri Rivers on the North and is susceptible to both floods and erosion almost every year. The geographical area of Majuli Island was 733.79 sq. km. in the year 1914 as per the Survey of India Map. The twin problems of flood and erosion reduced the geographical area to 502.21 sq km in 2004. In the sixties, Government of Assam constructed embankment to protect the island from floods, however, these embankments could offer marginal protection from flood as breaches occurred in many places. Erosion continued every year eating away precious land mass and shrinking the area of the island. On the request of Government of Assam, Union Water Resources, River Development and Ganga Rejuvenation Ministry entrusted the Brahmaputra Board the task of ‘Protection of Majuli Island from Flood and Erosion’ in 2003.

Cabinet approves Zojila tunnel project in Jammu and Kashmir

NEW DELHI: The government today approved the strategic Zojila pass tunnel project in Jammu and Kashmir to provide all-weather connectivity between Kashmir valley and Ladakh, which remains cut-off from the rest of the world during winters due to heavy snowfall.

Zojila pass is situated at an altitude of 11,578 feet on Srinagar-Kargil-Leh National Highway which remains closed during winters (December to April) due to heavy snowfall and avalanches cutting off Leh-Ladakh region from Kashmir.

"Cabinet approves Zozilla tunnel project, Jal Vikas Marg project," an official source said here after the meeting of the Union Cabinet, chaired by Prime Minister Narendra Modi.

IL&FS Transportation last year in July had said it has emerged as the lowest bidder for Rs 4,899 crore Zojila pass tunnel in Jammu and Kashmir.

In 2016, the road transport and highways ministry had ordered "rebidding" for the project awarded to IRB Infrastructure.

"We wish to inform that the company has emerged as the lowest bidder for the aforesaid (Zojila tunnel) project. The company had quoted an amount of Rs 4,899.42 crore to be constructed in a period of 2,555 days (7 years)," IL&FS Transportation has said.

Road Transport and Highways Minister Nitin Gadkari had earlier said, "We understand the plight of the people in Leh and Ladakh region who face severe crisis during winters when they are cut off from the rest of India for six months. We are committed to undertaking the project."

On March 1, 2016, the transport ministry had ordered "re-bidding" for the project, which had been awarded to IRB Infrastructure.

The decision was taken at a high-level meeting, chaired by Gadkari, after Congress leader Digvijay Singh alleged that guidelines were violated while awarding the contract.
