Japanese fear Chinese assault. Situation in Japan is soon going to change. Japan is not demanding, Japanese Government is very friendly to US. SL Government is not that puppet. US soon will operate the base with cooperation of Japanese. Japan has a history of WW2, that Sri Lanka does not have. Removing US base from Japan means Japan has to have self-reliance which may result in China attacking. Dont underestimate Sri Lankan patriotism. If a faction of SL army attacks and if China retaliates China will sink in deeper mud. Wait China to settle down then use popular sentiment. SL government can be forced to change their agreement anytime.
Best is to declare openly as a matter of policy that constructing a base there will be considered an act of war by China and the Lankans. If the chinks still decide to construct the base, bomb the shit out it and declare that any retaliation by either side will be countered with full array of nuclear deterrent. Lankans will have nobody to blame but themselves given the advance warning.
