Secondly, the world can anticipate a preemptive attack by United States and/or Israeli forces on the Iranian nuclear installations. The risks attendant on a military intervention are, however, far higher than those of an embargo on Iranian financial transactions.

Makes sense. It will be tough for EU to convince Germany on another financial sanctions. If they succeed Iran will take real hit. Maybe considerable chance to make Iran drop nuclear plans. As far as China is concerned, sure it will prefer nuclear-capable Iran when it engages US more in Gulf than East Asia.
