However, once IRNSS is operational, ISRO will have to figure out a system in which both GLONASS and IRNSS are interoperational.

ISROs constellation will take a while before its operational. Then again we need another network just in case.
Glonass is a good deal vectoring in the current scenario.

Well..Its Russia..They never really care about what USA say.

Indian administration would never go for something thats not reliable during a contigency , especially in cases like these where we have limited options vs risk.

This is for the civilian market as well . Most devices have dual receivers and coverage for anyone system is hardy 100% reliable.
