The MoU was signed on May 11 & 22, 2017 at Bangalore and The Hague respectively.

Cabinet apprised of the Joint Declaration of Intent between India and Germany on Indo German-Centre for Sustainability

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has been apprised of the Joint Declaration of Intent (JDI) between Department of Science & Technology (DST), India and the Federal Ministry of Education and Research (BMBF), Germany on Indo German-Centre for Sustainability (IGCS). The JDI was concluded on 30th May, 2017 in Germany during the fourth Inter-Governmental Consultations (IGC) between India and Germany between Prime Minister of India and the German Federal Chancellor in Berlin. The JDI was signed by the Union Minister for Science & Technology and Earth Sciences, India, Dr Harsh Vardhan and Germany’s Minister for Education & Research Prof.Dr. Johanna Wanka.

Cabinet apprised of MOU between India and Spain on India-Spain cooperation in renewable energy

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has been apprised of the Memorandum of Understanding (MoU) between India and Spain on India-Spain Cooperation in renewable energy. The MoU was signed on 30th May, 2017 at Spain.

The MoU will be signed on behalf of the two countries after its approval by the two Governments. The MoU would be for a term of five years.

Cabinet approves MoU between India and Belgium on Cooperation in the field of ICT&E

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has been apprised of the Memorandum of Understanding (MoU) between India and Belgium on Cooperation in the field of Information Communication Technology and Electronics (ICT&E). The MoU was signed during the State Visit of King Philippe of the Belgium to India on November 7, 2017.

The MoU intends cooperation between India and Belgium including sharing of best practices in the area of ICT&E policy; Digital agenda technology and research with special emphasis on developing ICT&E manufacturing and services; e-Governance and e-Public Service Delivery, participation in conferences, study visits and exchange of experts, cyber security and to resolve issues of data adequacy, market access, trade and services.



Background:

Ministry of Electronics and Information Technology (MeitY) is collaborating with number of countries for fostering bilateral and multilateral ICT cooperation. ICT, in the present knowledge era, has the potential to play an important role in fostering economic growth, as well as in other dimensions of economic and social development of a country. MeitY has entered into MoUs/Agreements with counterpart organizations/agencies of various countries to promote close cooperation and exchange of information in the area of ICT. To further enhance cooperation with various countries, particularly in view of the new initiatives taken by Government of India like "Digital India", "Make in India" etc., there is an increased need for exploring business opportunities and attracting investment in the technology sector which are of interest.

India and Belgium enjoy close and friendly ties. Belgium is India's second largest trade partner with the European Union (EU). Belgium has expertise in the Communication Technology sector especially in the field of e-Governance and electronic ID card and Tax on web etc. During Prime Minister's visit to Brussels in March 2016 to attend the EU Summit and bilateral dialogue with Belgium, it was proposed to sign an MOU in IT and Electronics sector between India and Belgium. Thereafter, Minister for Electronics and Information Technology (ME&IT) had a meeting (on February 7, 2017 in New Delhi) with the delegation led by H.E. Mr. Alexander De Croo, Deputy Prime Minister and Minister for Development Cooperation, Digital Agenda, Telecom and Postal Services of Belgium on areas of mutual interest. During the meeting, both sides affirmed their commitment to work together for digital empowerment of people on Digital India and Digital Belgium.

Cabinet apprised of the MoU between India and Italy on cooperation in the field of renewable energy

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has been apprised of the Memorandum of Understanding (MoU) on India-Italy Cooperation in Renewable Energy between India and Italy. The MoU was signed on 30th October, 2017 at New Delhi. The MoU was signed by Shri Anand Kumar, Secretary, Ministry of New and Renewable Energy, Government of the Republic of India and H.E. Mr. Lorenzo ANGELONI, Italian Ambassador to India.

India and Italy aim to establish the basis for a cooperative institutional relationship to encourage and promote technical bilateral cooperation on new and renewable issues on the basis of mutual benefit equality and reciprocity. The MoU envisages establishing a Joint Working Committee to review, monitor and discuss matters relation to areas of cooperation. It aims for exchange of expertise and networking of information and helps in strengthening bilateral cooperation between the two countries.

प्रधानमंत्री मार्क,


और उनके साथ आए शिष्टमंडल का भारत में हार्दिक स्वागत है। मुझे विशेष रूप से प्रसन्नता है कि प्रधानमंत्री मार्क के साथ उनके 4 कैबिनेट सहयोगी, हेग के मेयर और 200 से अधिक business प्रतिनिधि भी भारत आए हैं। Netherlands से भारत आने वाला यह सबसे बड़ा business प्रतिनिधिमंडल है। और यह साफ़ दर्शाता है कि हमारे trade and investment संबंधों में कितना डाईनामिस्म है। कितनी संभावनाएं हैं। 2015 में प्रधानमंत्री रूट पहली बार भारत आए थे। 2017 में मेरा Netherlands जाना हुआ था। और हमारा तीसरा summit आज हुआ है। ऐसे बहुत कम देश हैं, जिनके साथ हमारे संबंधों में high level visits का इस प्रकार का momentum है। और इस momentum के लिए, भारत के साथ संबंधों को निजी रूप से प्राथमिकता देने के लिए, मैं मेरे मित्र मार्क का ह्रदय से अभिनन्दन करता हूँ।

आज हम दोनों ने अपने द्विपक्षीय संबंधों में प्रगति का review किया। क्षेत्रीय और वैश्विक developments के बारे में अपने-अपने आकलन साझा किये। और हम दोनों देशों के प्रमुख CEOs से भी मिले। पिछले वर्ष जब मैं Netherlands गया था, तो मैंने मेरे मित्र मार्क से आग्रह किया था कि वे International Solar Alliance का सदस्य बनने पर सकारात्मक रूप से विचार करें। सौर उर्जा के क्षेत्र में Netherlands के पास जो technology है, जो experience है, और जो महारत है, उसका लाभ पूरे विश्व को मिलना चाहिए। और मुझे प्रसन्नता है कि आज Netherlands International Solar Alliance का सदस्य बन गया है। इस निर्णय के लिए मैं प्रधानमंत्री रूट का आभार प्रकट करता हूँ। UN Security Council से ले कर Multilateral Export Control Regimes तक, भारत और Netherlands के बीच बहुत अच्छा और क़रीबी सहयोग और समन्वय रहा है। अब International Solar Alliance अंतर्राष्ट्रीय मंच पर हमारे मजबूत सहयोग का एक नया आयाम होगा।

भारत Dutch कंपनियों के लिए नया नहीं है। बहुत वर्षों से सैंकड़ों Dutch कंपनियां भारत में काम कर रही हैं। Netherlands भारत में अब तक हुए कुल Foreign Direct Investment के लिए पांचवां सबसे बड़ा स्रोत है। और पिछले कुछ समय में तो तीसरे सबसे बड़े स्रोत के रूप में उभरा है। उसी प्रकार भारतीय कंपनियों के निवेश के लिए भी Netherlands बहुत आकर्षक destination है। और इसलिए, दोनों देशों के CEOs से मुलाकात काफी उपयोगी है। मुझे प्रसन्नता है कि Netherlands के business समुदाय में भारत में बन रहे अवसरों के प्रति उत्साहपूर्वक भावना है। मैंने भी उन्हें आश्वस्त किया है कि भारत में economic reforms के प्रति मेरा मजबूत commitment बना रहेगा। कृषि और food processing के क्षेत्र भारत के लिए विशेष रूप से महत्वपूर्ण हैं। ये विषय हमारी Food Security से जुड़े हुए हैं। साथ ही, भारत के किसानों की आय को दोगुना करने के हमारे लक्ष्य के लिए भी इनका अहम महत्त्व है। इन क्षेत्रों में Netherlands को महारत हासिल है। पिछले वर्ष World Food India में Netherlands ने Focus Country के रूप में हिस्सा लिया था। और मुझे विश्वास है कि 2019 में इसके अगले edition में Netherlands की भागीदारी और भी अधिक होगी। मुझे प्रसन्नता है कि बारामती में सब्ज़ियों के लिए पहला Indo-Dutch Centre of Excellence शुरू हो गया है। इस प्रकार के अन्य केन्द्रों पर भी हम साथ मिल कर काम कर रहे हैं। इसी प्रकार शहरी विकास में भी हमारा सहयोग गतिमान है। वड़ोदरा और दिल्ली में waste water management के projects अच्छी प्रगति कर रहे हैं। Science and Technology में हमारे सहयोग के 10 वर्ष पूरे हो रहे हैं, और 2019 में भारत में आयोजित होने वाली Tech Summit में Netherlands द्वारा Partner Country के रूप में भागीदारी से इस सफ़ल साझेदारी को और भी मजबूती मिलेगी।

मेरी सरकार की विदेश नीति की एक बड़ी प्राथमिकता रही है विदेश में रहने वाले भारतीय समाज के विषयों पर हमारा ख़ास ध्यान। September 2017 में सिंट मार्टन में आए Hurricane के समय भारतीय नागरिकों को सुरक्षित निकालने के विषय पर सहयोग के लिए मैं प्रधानमंत्री रूट और Netherlands की सरकार का विशेष रूप से अभिनन्दन करता हूँ।

Prime Minister of Netherlands Inaugurates Indo-Dutch Ganga Forum at a Function in New Delhi

Use of Innovative Dutch Triple-Helix Model Contemplated for Barapullah Drain Project in Delhi
Prime Minister of Netherlands Mr. Mark Rutte inaugurated the Indo-Dutch Ganga Forum to take forward the Memorandum of Understanding (MoU) signed between the Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India and the Ministry of Infrastructure & Environment of the Netherlands in June last year.

Addressing the gathering, Mr. Rutte appreciated the efforts being made under Namami Gange programme and acknowledged the vastness of the task at hand. He said that local governments, the financial sector and the private sector as well as communities will need to join hands with the Indian and the Netherlands governments. He also advocated waste-to-wealth approach to encourage sustainability of projects.

Minister of Water and Infrastructure, Netherlands, Ms. Cora van Nieuwenhuizen also advocated trash-to-cash approach. She expressed the Netherlands government’s keenness to work closely with National Mission for Clean Ganga (NMCG).

Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation, Shri U.P Singh said that there are more than 2,000 aquatic species in river Ganga and around 2 million people bathe in it every day. He also said that cleaning river Ganga is a continuous process.

Director General, NMCG Mr. Rajiv Ranjan Mishra gave an overview of the Namami Gange programme and said that the work is being done expeditiously to achieve the herculean task of Ganga cleaning. He added that more innovations are being brought-in to have more efficiency and transparency and also to keep in mind life cycle costs.

The inauguration of the Indo-Dutch Ganga Forum was followed by a technical session on “Innovative Financing Models for Indo-Dutch PPP Projects” during which a detailed discussion on Hybrid Annuity based PPP mode took place. NMCG shared with the Dutch delegates the efforts made by NMCG to start two projects under Hybrid Annuity mode in Varanasi and Haridwar which was appreciated by Netherlands government. NMCG expressed its willingness to adopt proven international experience and technologies in waste water treatment sector.

Executive Director (Projects), Mr. Hitesh Kumar S. Makwana briefed the gathering about the status of various projects under Namami Gange programme and the challenges ahead. Mr. Makwana apprised the audience with innovative models like Hybrid Annuity based PPP model and One-City-One Operator concept and explained that the funds for the projects under Hybrid Annuity are given through a Special Purpose Vehicle (SPV) formed for individual project to build confidence.

The subsequent sessions saw discussions on themes “Dutch Approach to Partnership in Public Utilities in India” and “Innovative Dutch Solutions for Urban Water Challenges” and Techniques like Dutch triple-helix model were contemplated for Barapullah drain project as well.

The Netherlands government also shared the experiences of their collaboration with Uttar Pradesh government to reduce water consumption and employ cleaner technologies in tanneries in Kanpur.

One narrative we could use to explain our stand on russia

There would be a fundamental difference of world view on geo political matters between a country which is preparing for defending itself from two adversaries simultaneously on it's own, and countries who intend to defend themselves as a bunch against one adversary.
