Hardcore criminal carrying Rs 1-lakh reward killed: Police

http://www.tribuneindia.com/news/na...ng-rs-1-lakh-reward-killed-police/521600.html

The Delhi Police on Sunday said that they have killed a hardcore criminal, who carried a reward of Rs one lakh on his head, in an encounter in Muzaffarnagar city in western Uttar Pradesh.

A policeman was injured in the encounter, carried out by a joint team of Delhi Police and Uttar Pradesh Police.

Shamim, 30, was killed and a constable of special operations group (SOG) of the UP police was injured in the firefight last night, said P S Kushwah, DCP (Special Cell).

He and his associates were sought by the special cell in connection with a September 2016 robbery in Daryaganj area.

The Delhi Police traced the location of Shamim and one of his associates in Muzaffarnagar and informed the UP police.

"The duo were asked to surrender but they opened fire on the police team," he said, adding the police also returned fire in self-defence.

Inspector Shiv Kumar of the Special Cell was hit on his bulletproof jacket, while SOG constable Ashok Khari was seriously injured in the exchange of fire, the officer said.

He said Shamim, who was injured in the firefight, was later declared brought dead by doctors at an area hospital. His associate managed to escape.

A 9 mm pistol was recovered from Shamim.

According to the Delhi Police, Shamim had been involved in criminal activities for 14 years. He carried a reward of Rs 50,000 declared by the Delhi Police and another Rs 50,000 for his arrest was announced by the UP police.

Shamim was arrested for the first time in 2007 and was booked for theft, robbery, Arms Act, and attempt to murder.

In 2006, he and one of his associates had opened fire on an inspector of Manglor police station during an encounter.

In 2007, they had opened fire on a sub-inspector of the anti-extortion cell in Muzaffarnagar. They were also involved in two robberies in the city, the officer added. PTI

The CID wing of the Haryana Police has become stronger as six more sniffer dogs joined the dog squad recently. With this, two dogs have retired from service. Now, the number of sniffer dogs with the police has risen to 18.

“The new dogs are Labradors. They underwent six-month training from the state-of-the-art centre of the Indo-Tibetan Border Police, Bhanu,” said Arvind Hooda, Assistant Director (Technical Wing), CID, Madhuban.

Punjab Singh, trainer of dogs, said: “The Labradors have several unique features. They have a calm and friendly nature, and mix up easily in the public.” There are three types of dogs in the police — one for the detection of explosives. They are under the CID wing of the police.

The second type is for tracking crime spots and the third type for the detection of narcotics. The second and third types are under the State Crime Branch, Madhuban.

“Earlier, there was single joint dog squad. In 2006, the dogs were divided as per their expertise,” Hooda said. “We have seven explosive-detection sniffer dogs at our office in Madhuban.

Trainers train them regularly,” the CID official said. Besides, a dog each is stationed at the CM’s residence and Secretariat in Chandigarh, Ambala, Rohtak, Hisar, Gurugram, Faridabad, Sirsa, Haryana Bhawan in Delhi and Rewari, he added.

Under the supervision of Anil Kumar Rao, IGP, CID, the dog squad has been proving its mettle. The explosive-detection sniffer dogs played a vital role during the Samjhauta Express blast in February 2007, and detected explosives in high quantity in a car parked outside the Ambala railway station in October 2011.

The explosive-detection sniffer dogs were also part of a team that handled two train blasts in Panipat and a blast in a bus near Pipli on National Highway 44 in 2017.

CHANDIGARH: Punjab Police on Thursday said the upgradation of its counter-terrorism capacity was high on its plans for 2018, as it was all set to press into operation a crack force, the Special Operation Group (SOG), which would be trained and equipped to be on par with the best special forces in the world.

Addressing a press meet, Director General of Police Suresh Arora said that taking note of the growing threat of radicalisation taking place on social media, Punjab Police was continuously augmenting its presence on such platforms.

“We intend to have our own Facebook, Twitter and You Tube accounts to interact directly with citizens, give timely responses to queries, provide a complaint-redressal mechanism, and showcase the good work done by the police. These accounts are all set to be launched this month,” he said.

Mr. Arora said during 2017, Punjab Police launched a sustained drive against terrorist elements and busted eight terrorist modules with the arrest of 47 persons and seizure of 43 weapons, including automatic weapons.

“Nearly 21 foreign handlers involved in providing logistical and financial support to these terrorist modules have also been identified. These modules were mainly being operationalised, networked and financed by operatives based in Europe, North America and West Asia, and were aimed at targeted killings of members of organisations associated with the minority community, in order to spread communal disharmony and revive terrorism in Punjab,” he pointed out.

Punjab DGP Suresh Arora on Thursday said that the state police has made “positive progress” in Maur blast case and was “close to a breakthrough”. It’s been almost a year since the blast targeting Congress candidate Harminder Singh Jassi took place in Maur just ahead of the Assembly polls.

The DGP also said that in view of the growing threat of radicalisation taking place on social media, the Punjab Police will have its own Facebook, Twitter and Youtube accounts to interact directly with the citizens, give timely responses to queries, provide a complaint redressal mechanism, and showcase the positive work done by police. These accounts are all set to be launched this month, he added.

According to the state’s top police officer, the Police will recruit about 4000 men and women in 2018. He said such recruitment drives would be undertaken every year henceforth. Gurdaspur, January 6

A Rs 4-crore pure grade heroin haul from a peon of the Gurdaspur Municipal Committee (MC) has shocked residents in this border district where such large-scale narcotic recoveries are often made near the wire fencing at the international border.

Peon Bharat Gill and his wife Anita Gill were nabbed around midnight after their car was searched at a check post on the Bariar bypass and the contraband recovered. The couple was coming from Amritsar.

SSP Harcharan Singh Bhullar said the couple had been under the scanner for quite some time. “DSP (Special branch) Gurbans Singh Bains was entrusted with the task of keeping a track on them after we received concrete information that they were bringing in a large consignment from Amritsar,” said the SSP.

Bharat told the police that his brother Amit Gill, alias Gori, ran a smuggling racket from inside the Kapurthala jail and he (Bharat) was just a small player in it. Amit Gill is serving jail term in an NDPS case. DSP Bains, who was following the movements of the accused couple for the last fortnight, said Amit Gill kept a mobile phone with him through which he used to coordinate with his colleagues over smuggling activities.

The Kapurthala jail authorities have been alerted over the matter.

“We are still investigating the extent of the smuggling racket run by the Gill family. Questioning of Bharat has revealed that he was bringing the consignment from Tarn Taran. As it happens in such cases, he was trying to dodge the police by taking a circuitous route to enter Gurdaspur. This is just a tip of the iceberg. We have indeed stumbled upon something big,” the DSP added.

Cops were keeping tabs on duo

Peon Bharat Gill and his wife Anita Gill were nabbed late on Friday night after their car was searched at a check post on the Bariar bypass and the contraband recovered. The couple was coming from Amritsar. SSP Harcharan Singh Bhullar said the couple was under the scanner for quite some time.

Our aim is to catch the criminals, if they attack, we will retaliate: Om Prakash Singh

Indicating that encounters of criminals will continue in Uttar Pradesh, the new Director-General of Police, Om Prakash Singh, said on Tuesday that there was nothing to overlook about the encounter policy followed under his predecessor Sulkhan Singh. “... Our primary aim is to catch the criminals, if they attack, we will retaliate,” the DGP said.

Over 30 persons with criminal cases and four policemen have been killed in police encounters in the State since March last year when the Yogi Adityanath government took over. Raising concerns over the spurt in encounters amid allegations that they were staged, the NHRC even issued suo motu notice to the government.

"Encounters keep happening because we try to catch the criminals. And whenever the police come face to face, we have two options left. Either you arrest them or if they fire at you, in self defence you fire at them," Mr. Singh told reporters here in his first media interaction after taking over.

Mr. Singh defended the encounters taking place in UP, saying several policemen had also been injured during crossfire with criminals.

"We have opened fire in self defence. That factor has to be kept in mind. Our primary aim is to catch the criminals if but they attack, we will retaliate," the DGP said.
