ISLAMABAD: The record of 70 million Pakistanis is not available with government agencies, the Senate Standing Committee on Finance and Revenue was informed on Wednesday.
Out of Pakistan’s population of 196 million, data of 70 million people is missing and record is not available with the Pakistan Bureau of Statistics and National Database and Registration Authority,” Chief Statistician Asif Bajwa said while briefing the senate panel.
The chief statistician added that complete information regarding the country’s population can only be gained by performing a census.
Bajwa further said census is essential in gauging the number of refugees residing in Pakistan.
“Our department is fully prepared to hold census in the country, however, the army is not ready to provide the required number of personnel,” stated Bajwa.
“Due to the ongoing war on terror, the army is unable to release its personnel for the census and it is impossible to conduct the census without their help.”
Bajwa also informed the committee that 166,000 workers are required to conduct the census, which excludes armed forces personnel.
“We have no plan to conduct population census without assistance of Pak Army,” Bajwa said.
Members of the committee have expressed their concerns over the delay in census due to the non-availability of military personnel and suggested the government to make an alternate plan for the job.
Earlier in July, the federal government told the Supreme Court it was not possible for them to propose a fresh schedule for conducting the population census due to the non-availability of around 167,000 armed forces personnel, who are to be deployed at a man-to-man level.
The population census is the biggest logistic exercise in peacetime, involving the mobilisation of around 200,000 people, including 167,000 enumerators, one for each block — an exercise that will incur an expenditure of Rs14.5 billion.
Censuses conducted
In Pakistan — the first four censuses i.e. 1951, 1961, 1972 and 1981 — were held on time by the Population Census Organisation, in collaboration with staff from the provincial governments.
The fifth census was due in 1991 and the House Listing Operation carried out in 1990 showed abnormal population growth in some parts of the country, which not be justified by normal demographic indicators.
Consequently, the government decided to postpone the 1991 census, it said, adding that another effort was made in 1994, which could not mature due to pressure by from political and ethnic groups.
Finally, it was decided that the 1998 census would be held with the support of the armed forces, which was broadly accepted by all political parties and appreciated internally.
The sixth Population and Housing Census was due in 2008, but could not materialise due to the law and order situation in the country, a paucity of staff and financial constraints.

All the money goes into playing and enjoying great strategic games, hunting down Hindus, Afghans, Americans and at times Chinese by their thug Military establishment and crook politicians.

It perfectly make sense as the population unaccounted is used as pawns and cannon fodder.

And they make no bones about it; as they call it 'collateral demage'.

Top statistics body fails to fix census timeline
ISLAMABAD: The governing council of the Pakistan Bureau of Statistics (PBS) on Saturday failed to come up with a timeline for holding the much-awaited population and housing census in the country.
The last census was held 17 years ago.
The council had earlier given a deadline of March but it was missed because of non-availability of army personnel to escort the staff conducting the census.
A meeting of the council presided by its chairman Finance Minister Ishaq Dar reviewed preparations for holding the census. Chief Statistician Asif Bajwa gave a presentation on the preparations.
The only directive that came from Mr Dar was that all options for holding the census at an early date be examined.
According to an official statement, the minister told the council that the government was committed to conducting a credible and transparent census. It has allocated the required funds, procured the data processing equipment and made logistic arrangements.
However, he added, the only limitation was availability of army personnel keeping in view the current security and border situation.
The meeting was told that the PBS had started updating the urban and rural area frames by dividing geographical areas into small blocks. Urban blocks in 653 localities have been digitised with information regarding socio economic variables in the blocks.
The PBS is currently working on updating the rural area frame and has completed the job in around 60,000 of a total of 115,000 blocks. The process will enable the PBS to conduct census and sample surveys on digitised block boundaries and will enhance accuracy of data collected during its surveys.
The progress on the change of base of National Accounts from 2005-06 to 2015-16 was also presented in the meeting. It was told that the PBS had completed the field work of surveys on rent, construction, small scale and household manufacturing industries and household integrated income and consumption and their reports were in progress. Field work of five more surveys will be launched in the current month. The chair expressed satisfaction on the pace of work.
The meeting was informed that the bureau was going to switch over from paper questionnaires to electronic data collection. Agriculture census 2017 will be conducted and data on price statistics will be collected through Android technology using tablets, which will significantly curtail the time lag in data processing.
Unable to count population, still they claim they have better poverty ratio and near GDP per capita of India.
Unable record of 36% population, their per capita income must stand around $1000 in nominal and $3000-3500 in PPP, poverty ratio around 30-35% and HDI 0.500 because undocumented population is basically constituted of poor and destitute population.
Irony over that India's poverty alleviation rate and GDP per capita growth, is nearly double of theirs.:bounce:

Apna hisab toh hm laga sakte hain, because have record of population, but what we can expect from a country who can't Even count it's population?:D
For toilets, we nearly halved it an year, and soon Will be Free of it till 2022 (meanwhile Pakistan is also stung by it).
For children, we are already a much better country here.
Moreover, pak will be found more pathetic even, if the undocumented population is included.:D
