That upgrade was done recently! The video was shot during the 3rd Elam war (1995-2001)
MI 24 for SLAF was first brought in 1995 from Ukraine those are not brand new ones rather second hand types.
Also SLAF was not aware about the LTTE's anti aircraft capability until several air crafts including an An 12 and Hs748 transports were lost. However LTTE's anti aircraft capability was severely degraded during the 4th Elam war that no aircraft was lost for AA defenses of LTTE.

Sri Lanka do not need any upgrade currently. However when SL economy grows some upgrade would certainly occur to defend the Sri Lankan IMBL from International harassment (not only in Palk strait).
