I've travelled on old Shatabdi several times, maximum it can achieve is 120 kmph according to the ticket collector.

The bhopal shatabdi achieves around 140 at its max speed.The trains can go faster, but they are limited by the old rails and bridges.

Same problem in US; AMTRAK runs on tracks owned by freight lines, who have no interest in upgrading rail beds.
