SRINAGAR: A little known terror outfit, al-Qaida Mujahideen, has issued pamphlets in South Kashmir's Shopian district criticizing the panchayati raj institution as "un-Islamic" and setting an ultimatum for all sarpanch and panchayat members to resign within a week.

The hand written pamphlets, bearing the outfit's stamp, appeared in Shopian's villages of Tehlipora, Krenz, Turkiwangam, Mool Chitragam.

The panchayat members have also been asked to issue public apology in mosques during coming Friday's prayers for associating with panchayati raj. The outfit has also directed the sarpanches to retain clippings of newspaper advertisements that make their resignations public, and these have also to be produced on demand by militants.

Kashmir police dismissed the threat as mischievous. A senior police officer said, "It could be mischievous action of come bad elements."

On June 8, terror group Jaish-e-Mohammad had warned panchayat members of Pulwama and Shopian in south Kashmir to resign or face attacks. Although the police had dismissed that too as a trivial issue, more than 20 sarpanchs and panchs of the area resigned and had advertisements inserted in Urdu press offering apology. Curiously, officials in block development office later said that no formal resignation was received.

The panchayati raj elections, which were non-political, were held in J&K after more than three decades last year and the state government has empowered panchayats with powers of 14 vital departments.

Anything that is not the flavour of the one who wants to be the head honcho in Islam, is termed as unIslamic.

In fact, if one observes the flip flop and contradiction comes rapid fire.

Islam, they claim, is a most democratic religion and yet power to the grassroot is unIslamic!

Islam empowers women and yet they cannot move independently and must wear a shroud!

Islam is as good as any other religion.

Any other religion is as good as Islam.

It is the adherents who make the difference.

few days ago I was listening a lecture on YT by a retd. IAS officer Mr.Wajahat Habibullah. he was telling the solution to the Kashmir is Panchayati Raj system! I think the separatist are feeling that that with PRI thier HOLD on KASHMIR will diminish! ITS THE ONLY REASON WHY THEY ARE exploiting Islam

Militants warn women in Kashmir not to use mobiles in public
Srinagar: Hitherto unknown militant outfits have asked women in Kashmir to observe 'purdah' and not to use mobile phones in public. "People should ensure that girls observe purdah in public places. If we spot any woman without purdah we will sprinkle acid on her face," handwritten posters of 'Lashkar al Qaeda' and 'Alqaeda Mujahideen' warned.
The posters, appearing at many mosques in militancy-hit Shopian district a few days ago, threatened, "If we spot any girl using mobile phone, she will be shot dead."
Police officers in south Kashmir range are, however, tight-lipped about the posters.

"We are investigating the matter and it is too premature to say whether these posters are genuine or just a prank," a senior police officer said today on condition of anonymity.
Warning sarpanches and panches in south Kashmir to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers.
Official sources said many grassroot-level representatives have announced their resignation during the Friday prayers but have not put in their papers before the authorities concerned.
Similar posters had surfaced in south Kashmir's Tral township earlier this year, prompting some panches and sarpanches to quit.
The names of the militant outfits, which have purportedly issued the posters, have surfaced for the first time in the two decades of turmoil in the Valley.

I completely agree with your first 2 lines.

But if only adherents makes the difference, then today all the religions should be equally enamored with the accusation of terrorism.

Gullible people are there in all the religions. What went wrong there?

^ This was a False threat . . . It was Two School Drop outs with Stolen SLRs

Alqaeda 'threat' resolved in Kashmir, school boys arrested

Alqaeda 'threat' resolved in Kashmir, school boys arrested

SRINAGAR: A day after a 'militant group' calling itself 'Lashkar Al Qaida' and 'Al Qaida Mujahideen' put up handwritten posters in Shopian threatening women with acid attacks if they were found without veil or carrying a cellphone, the police Monday said that no such group existed and it was a handiwork of two school drop outs.

The two school dropouts Waseem from Hadipora village and Arshad of Pahlipora village in Shopian, have no militant links, The Indian Express reported.

The report quoted the police saying that the duo had stolen two SLR rifles from a police post in May earlier this year. Since the two belong to well-to-do families, the police are trying to find out what prompted them, the report said.

The posters had appeared at a few places in Shopian and though the group called itself 'Lashkar Al Qaida', the stamp on the posters said 'Al Qaida Mujahideen'.

The police have asked the boys to surrender or they will be arrested.
