Pakistan's Denial Mode over terror intact



Mr Sartaz Aziz is a responsible man in Islamabad. He is Adviser to Prime Minister Nawaz Sharif on National Security and Foreign Affairs and his words carry the weight of the Pakistani government. So when he speaks, he is affirming and reaffirming what the Prime Minister thinks.

The other day, weeks before the Peshawar attack, he held that there were terrorists who were `friendly` and terrorists who were not and that Pakistan would target only the latter variety and leave the former intact. Then the attack in Peshawar killed over 135 young school students. The attack left at least some of the Paksitanis shocked and they said so in the social media and on television channels. Prime Minister Sharif said the days of making distinction between `good` and `bad` Taliban were over. His adviser, Mr Aziz, must have heard it too.

But he seems to have a short memory. Or must be reflecting what his `boss` is thinking? It is difficult to know in Pakistan. Not even a month after the Peshawar tragedy, Aziz now comes out with this theory India is behind all that is happening to Pakistan. He goes even to say that the Taliban is an Indian creature and all the terrorist attacks inside Pakistan has been an Indian conspiracy. The facts that Mr Aziz spoke this in a public interview to Dawn TV in January 2015 tell us that this is the official position of the Nawaz Sharif government. Unless of course, the Prime Minister himself issues a denial.

Mr Aziz should be aware that the first thing his army chief did on hearing about the Peshawar attack was to fly to Kabul and not to New Delhi. He wanted help in Kabul to find Mullah Fazlulah, head of a faction of Tehrik-e-Taliban Pakistan (TTP) which claimed responsibility for the attack. Blaming India for such attacks, is Mr Aziz telling us that TTP is an Indian creation and Fazlulah an Indian agent? Some one should perhaps let him know that Fazlulah was once, not long ago, an agent of Pakistan Army in the tribal areas and his father-in-law, Sufi Mohammad, a key supporter of Pakistan Army's Taliban project.

Mr Aziz should have seen the videograb of five TTP attackers who carried out the Peshawar carnage. Did they look like Indians? They were all Pakistani citizens of Pashtun ethnicity. Does Mr Aziz think otherwise and in that case he should enlighten the world about Indian connection to the tribal areas. He also said that the Taliban was an Indian creation. If it were so, why would, one of his senior Generals, a few years ago, hailed TTP leader Baitullah Mehsud, a Pakistani tribal leader, as a `patriot`.

The question is why is Mr Aziz, a responsible bureaucrat, saying this when others, in Pakistan, equally responsible citizens, are pointing fingers at the state's abject failure to tackle terrorism. By no stretch of imagination is Mr Aziz a senile person. He could be a clever man but is loyal to his political masters. Therefore there must be a `method` in his `madness`. What could be the rationale behind these statements?

One reason, perhaps the most obvious, would be that the Sharif government is totally clueless and inept in dealing with the formidable challenge the Peshawar attack had posed to the government? Rhetoric alone would not wish away the problem which has led to the death of over 30000 persons in the last seven years in the country. So Sharif and his advisers need an excuse they can sell to the people. They can't take the responsibility for their colossal failure in protecting their people. They also dare not put the blame on the military, not after the Generals put the fear of coup by staging a `siege` of Islamabad with the help of their protégés—Imran Khan and Tahir Qadri a few weeks ago.

Then of course there is this abject surrender of the Sharif government to the military by allowing the setting up of military courts to try terrorism cases. No democratically elected government worth its salt would have allowed this to happen. By accepting the army's demand, the Sharif government handed over the rule of law to the Generals in Rawalpindi. Now they have the power to decide who is a terrorist and what punishment he or she deserved. Their decision cannot be challenged in any civilian court of law. It also gives the army the power to dismiss all cases registered against military officers including the former chief, Pervez Musharraf. Prime Minister Nawaz Sharif and his advisers did not even think for a moment the army has the propensity to label political leaders as terrorists. Sharif for one was set to be tried for treason before he could wrangle freedom, and expulsion, with the help of his patrons in Riyadh.

And of course, as everyone else, Mr Aziz, an experienced bureaucrat, knows well that military courts can at best punish those caught and not those who live in the `protective custody` of the army itself. So how will these courts stem the tide of terrorist violence sweeping across Pakistan if the army continues to make the suicidal distinction between good and bad terrorists. Mr Aziz is acutely aware of this existential dilemma his country faces today. He has therefore chosen to redefine the good and bad terrorists. Those targeting India are the good ones and those targeting Pakistan are doing so with the help of India and are the bad guys.


Will this lie, Mr Aziz, save Pakistan?

One can only be incredulous at the extent to which Pakistanis are prepared to delude themselves and attempt to deceive the world. This is simply unbelievable.

That these remarks are from the official mouthpiece of the Pak PM does not inspire confidence. What is worrying is that the people ruling Pakistan choose to delude themselves to this extent and that they have nuclear weapons. One can only hope that the assorted fools and idiots that rule Pakistan don't do anything stupid that could cause a nuclear war. :(

Energy-starved Pakistan has convinced Iran to step back from demanding $200m a month from January 1 to compensate for Islamabad's failure to begin receiving gas from Iran's South Pars gas field.

Pakistan has in the past said the Iranian gas is the cheapest option available as its own reserves in the country's south and southwest dry up. However, officials have complained of continuing US pressure on Islamabad to keep the arrangement with Iran on hold until US-led international sanctions on Tehran are lifted.

The "new understanding" between the countries revealed by Minister for Petroleum and Natural Resources Shahid Khaqan Abbassi removes for now a "take or pay" obligation on Pakistan to compensate Iran whether or not it receives anything under a contract linked to the pipeline.

"We have a new understanding with Iran," Abbassi told the Financial Times. "There will be no penalty applicable from January 1." Pakistan produces about 4bn cubic feet of gas per day but officials say the country needs at least 8bn cu ft. The country's worsening energy supply shortfall has been highlighted in recent days with anxious consumers complaining of gas shortages while the winter chill sets in. The problem has forced Pakistan to halt the sale of compressed natural gas at petrol stations so the gas can instead be diverted for household use.

A Pakistan foreign ministry official speaking on condition of anonymity said the agreement revealed by Abbassi was important to keep relations intact between Islamabad and Tehran because the neighbours needed to co-operate in fighting Sunni-Muslim militants who have sought to launch operations against predominantly Shia Iran from Pakistan's southwestern Balochistan province.

Since last week's Taliban attack on a school in the northern city of Peshawar, officials have spoken of renewed efforts to improve security ties with Iran.

Energy experts said gas from Iran would form a substantial part of Pakistan's energy mix. Sakib Sherani, a former adviser to the finance ministry in Islamabad, said gas from Iran was "a very significant source of future gas supplies to Pakistan. We can't give up this project."

Abbassi said a planned terminal for converting imported liquefied natural gas to gas near Karachi would be "up and running" by March 2015.

Iran rejects claim of new agreements with Pakistan on IP gas pipeline - Tehran Times

The Iranian Oil Ministry has rejected the claim by some Pakistani media that Iran and Pakistan have reached new agreements on the Iran-Pakistan gas pipeline project, the Shana News Agency reported on Tuesday.

On December 27, the Financial Times quoted Pakistani Federal Minister for Petroleum and Natural Resources Shahid Khaqan Abbassi as saying that Pakistan has convinced Iran to step back from demanding $200 million a month from January 1 to compensate for Islamabad's failure to begin receiving gas from Iran's South Pars gas field.

Pakistani minister said: "We have a new understanding with Iran. There will be no penalty applicable from January 1."

A statement released by the Iranian Oil Ministry's Public Relations Department said although Iranian and Pakistani officials have negotiated on the IP project, they have not still come to an agreement in this regard.

Iran and Pakistan signed an agreement over the construction of the gas pipeline in 1995.

Iran has already built its 900-kilometer share of the pipeline on its own soil and is waiting for the 700-kilometer Pakistani side of the pipeline to be built.

Pakistan had invited bids but no company participated in it. Iran committed two tranches of $250 million each to lay Pakistan's portion of the pipeline but later it declined to provide financing, saying it was ready to provide gas but would not provide funds for Pakistani portion of the project.

Pakistan ranks fourth in world as IT service provider to overseas clients


ISLAMABAD - Services Trade Development Council (STDC) during its maiden meeting noted that Pakistan is the fourth largest IT service provider to the overseas clients ranked only behind US, India and Philippines with over 200,000 Pakistani professionals working in this field.

First meeting of the Services Trade Development Council took place in the Ministry of Commerce, which was chaired by the Engr. Khurram Dastgir Khan, Minister for Commerce. The Minister said that Ministry of Commerce would put in place the regulatory framework necessary for enhancing the exports of services from Pakistan. The Council will consult the State Bank of Pakistan to devise a suitable mechanism to facilitate these IT professionals to bring the wages of their work to Pakistan directly.

In order to effectively market the Pakistani Technology industry, the Ministry of Commerce will enhance the participation of Pakistani IT companies in the international trade fares and exhibitions. The Government will also take measures to enhance the capacity of the free lancers working from their homes and small offices providing IT services to foreign clients. The Minister said that the Ministry will train its trade officers abroad to effectively market the Pakistani Technology industry.

The meeting also agreed to take necessary steps to enhance tourism especially religious tourism in the country as Pakistan hosts remains of various ancient civilisations and religions for example Indus Valley Civilisation, Gandhara, pertaining to Hindus, Sikhs, Buddhists and other religions. The Council suggested taking measures to enhance intra-SAARC trade of services which is currently very low.

Meeting was also attended by the representative of Ministry of Information Technology and Telecom, Secretary Trade Development Authority of Pakistan, representatives of Pakistan Software Houses Association for Information Technology, Pakistan International Freight Forwarders Association, Travel Agents Association of Pakistan, Insurance Association of Pakistan and Constructors Association of Pakistan.

Pakistan's ranking dropped 14 places to 102 in a year out of the 142 countries in the Global Information Technology Report 2012 of the World Economic Forum with most pillars deteriorating.

The ranking shows the government's lack of efficiency and poor governance, reads a statement released by WEF's local partner Mishal Pakistan.

The report indicates challenges and opportunities on 10 different pillars, where Pakistan has not been able to show any remarkable improvements in the previous year.

The only positive from the report was that Pakistan stood the fourth cheapest mobile cellular tariffs, showing the cut-throat competition in the telecom sector.

Cellular tariffs came under affordability in the ten pillars which had an impressive rank of 26 among the total 142 countries.

Pakistan lost its competitive advantage on the fixed broadband internet tariffs, where it dropped the ranking to 79 in from 36. The extent of information and communications technologies improving access for all citizens to basic services – health, education, financial services – also took a dip to 113, falling back 30 places from last year.

Pakistan also improved its competitiveness in certain areas including, efficiency of the legal system in challenging regulations, where Pakistan improved from 95 in 2011 to 79 in 2012 out of 142 countries. The judicial independence was also highlighted as one of the advantages in Pakistan.

The quality of education system and the capacity for innovation also shows improvement of 7 points each ranking at 79 and 51, respectively.

Sweden stood (1st) and Singapore (2nd) top the rankings in this year's report in leveraging information and communications technologies to boost country competitiveness. Switzerland (5th), the Netherlands (6th), the United States (8th), Canada (9th) and the United Kingdom (10th) also show strong performances in the top 10.

"Despite efforts over the past decade to develop information and communications technologies (ICT) infrastructure in developing economies, a new digital divide in terms of ICT impacts persists," sums up the report.

President Barack Obama's presence in New Delhi on India's Republic Day parade and the heavy tilt of Narendra Modi towards aligning his country's policies with Washington created unease both in China and Pakistan. President Xi's visit will be reassuring and will provide good optics reflecting the strong bonds that exist between the two countries who have stood the vagaries of time.

BEIJING: Chinese President Xi Jinping is unlikely to visit Pakistan next month to be the chief guest at the National Day military parade, but would go to Islamabad in the next few months, officials said.

While reports from Pakistan earlier said Xi has been invited to attend the March 23 parade, Chinese officials said it is difficult as he is tied up with over a fortnight-long session of the Chinese parliament, the National People's Congress (NPC).

"As of now, there has been no moment (in talks). There is no official request from the PCB (to play a series). We will look into the issue once we receive the request from the PCB," Thakur told The Tribune.

ISLAMABAD: An Indian spy drone has been shot down by Pakistani military forces along the Line of Control (LoC) in Bhimber, Azad Kasmir, according to Inter Services Public Relations (ISPR) statement.

According to the military, the drone had violated Pakistani airspace after which it was targeted by Pakistani forces and brought down for "violation of Pakistan's territorial integrity".

The military maintains that the 'spy drone' is used for aerial photography.

The Himalayan territory of Kashmir, which is the main contention, between the two countries, is divided between India and Pakistan by the UN-monitored de facto border of LoC. The territory is claimed in full by both the countries.

Army Denies Pakistan's Claims of Shooting Down Indian 'Spy Drone

New Delhi: The Indian military today denied the Pakistan army's claims of shooting down an Indian "spy" drone.

"Some reports of a drone crash in POK (Pakistan Occupied Kashmir) are being referred to. No drone or UAV crash of Indian Army has taken place," the defence ministry said in a statement. The army's Northern Command has also issued a denial.

The Pakistan army has alleged that the drone was being used for aerial photography near the Line of Control and was shot down in the Bhimber area of PoK. The drone was "brought down for violation of Pakistan's territorial integrity," it claims.

The incident comes days after Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif held talks in Ufa in Russia where the two leaders were attending a summit.

In a joint statement after the talks, the two countries decided to arrange meetings of senior military officials to reduce tension along the border.

Just days after Prime Minister Narendra Modi held bilateral talks with his Pakistani counterpart Nawaz Sharif in Ufa, Russia, tensions are on the rise in the India-Pakistan border with repeated ceasefire violations.

After the Pakistani Rangers fired at BSF outposts in Jammu on Wednesday in two separate incidents, there were reports of an alleged Indian drone infiltrating Pakistani airspace later on the same day. The Pakistan army shot down the drone and claimed that it was aimed at 'spying'.

What Pakistan said

The Pakistan army shot down the said drone and claimed that it was a 'spy' which was being used for aerial photography near the Line of Control. The Inter Services Public Relations (ISPR), in a brief statement, said the Indian drone was brought down near the Line of Control in Bhimber area of Pakistan occupied Kashmir.

What India said

The Indian Army, however, rejected the claims of any spying and said that drone didn't belong to India. A spokesperson of the Indian Army said: "Some reports of a drone crash in PoK are being referred to. No drone or UAV crash of the Indian Army has taken place." An Indian Air Force spokesperson also denied that any of their drone has been brought down.

According to an IBNLive report, Intelligence sources have said that the drone in the picture is a Chinese made DJI Phantom 3, and that India doesn't buy any drones from China. The source also called Pakistan's claim bizarre and said that India would respond through appropriate diplomatic channels.

What Congress said:

Even the Congress stepped in to term Pakistan's act as ‘vengeance’ and added that the agreement between Prime Minister Narendra Modi and his counterpart Nawaz Sharif has not been accepted by the army or the people of the country, over the recent ceasefire violations in Jammu and Kashmir.

“Pakistan is acting with vengeance. The agreement arrived between the Prime Ministers of both the countries has not been accepted by the army the people of Pakistan,” said Congress leader P.C Chacko.

Diplomatic reactions

On Thursday, Pakistan summoned India's High Commissioner to Foreign Office in Islamabad and lodged strong protest over "air space violation" by the alleged Indian "spy" drone near the Line of Control and "ceasefire violation". High Commissioner TCA Raghavan was called to the Foreign Office by Foreign Secretary Aizaz Ahmad Chaudhry to lodge the protest over air space violation at Banchirian Sector near LoC yesterday, said a statement issued by the Foreign Office.

This summons come on the back of India lodging a protest with the Pakistan High Commission after another violation by Pakistani Rangers in Jammu on Thursday, which lead to further exchange of fire between them and BSF jawans.

According to TV reports, the Indian envoy has made it clear that Pakistan was the first to shoot and that the Indian forces responded to their initial firirng.

The IBNLive report states that, "pressure groups and Army including the ISI seem to be putting pressure on the Nawaz Sharif government not to go ahead with talks." It also quotes sources in the Indian government saying that the attacks by Pakistan are not a coincidence but a deliberate attempt to derail the peace process.

Meanwhile, there are certain reports that allege that the spy drone belonged to Pakistan and not India. Media reports claimed that such drones are used by the Pakistan Police to monitor traffic, thereby opening up the possibility of the Pakistan Army having shot down one of its own drones.

A report in Zee said Phantom drones can be bought off the shelf by anyone, including civilians – it's of little use for the military.

In July, another drone had crashed near the working boundary in Shakargarh sector, which was taken into custody by Pakistani security forces. The drone was operated by Pakistan Rangers, it was later clarified.

Earlier in May, a pigeon which crossed the Indo-Pak border into India's Pathankot area was captured and detained for being a 'suspected spy'.

Chinese Company DJI Denies Selling Drones to Indian Government
The Chinese company DJI which manufactured the drone that was taken down by Pakistan said that the drones were not sold to any government bodies. DJI in a statement given to Delhi-based English daily said that the drone is meant for weddings, films and other commercial events only.

“We do not sell directly to government bodies, though it is possible for them to buy from our website or via local sellers. DJI is focused on the creative and innovative uses of drones. We are proud that our products have been used for a wide range of applications including film making, agriculture, wedding photography, real estate, firefighting and search and rescue… That said, military and security applications are not a focus for us,” Spokesperson for DJI, Micheal Perry said.

There are only two authorized dealers Mayank Chachra and Ameet Nichani selling DJI’s products and both of them said that the Indian Army never approached them for buying a drone.

According to Mayank whose based in Delhi suggested that the drone was just a ‘toy’ and its specs is not suitable for military operations. Its total battery life is just 15 minutes and has a line-of-sight range of 200-300 metres.

Pakistan summoned the Indian envoy yesterday to Foreign Office claiming violation of its territory by an alleged Indian “spy” drone which was being used for aerial photography near the Line of Control (LoC).

The Indian Army as well as the Indian Air Force, however, denied that any of their drone has been shot down or crashed.

Days after India and Pakistan agreed to re-engage, fresh strains surfaced in the ties yesterday after Pakistan Rangers violated the ceasefire twice by resorting to firing and mortar shelling in the Akhnoor sector in which a woman was killed and six others, including two BSF jawans, were injured.
