The first scud had a range of about 4km and terrible CEP. The suds as we know today
Started production in early 1950's.

Scud was a missile. And it was an evolution of the V-2, not a version.

The range wasn't 4 km. It was closer to 300. The CEP was 4 initially, and it improved by a long way.

How did you conclude that Pakistan's missiles are Scud modifications from China? From what we now, China has missiles in the Minuteman-III class, and not to be taken lightly. If we conclude that Pak's missiles are from China, how can they be Scud?

Since we are talking about tracking BM tests, it would be worthy to note that the best tracking data of the test is available to India, not Pakistan. Then there is also a fairly significant amount of telemetry data that we pick up.

This is done in two ways

Firstly, the LRTR/Swordfish and the THD-1955 radar systems track the flight of the missile throughout the time of flight. If the test is conducted over the Oceans, the naval assets provide the Ship based Radar tracking for the purpose. This web of radar signals is now also supplemented by spy-Sats, which are repositioned so that it is on point when the test is being carried out.

Its double the bonanza if the spy-Sat also has a Synthetic aperture radar.

Secondly, the R&AW ELINT AC ( and the IAF ELINT Assets) intercept the telemetry data being beamed back to the control room. This allows us to have inside information about the functioning of the missile and particularly that of the flight control systems.
