Russia delivers four Mi-35M helos to Pakistan, says report
Russia has completed delivery of four Mil Mi-35M 'Hind E' attack helicopters to the Pakistan Army Aviation Corps (PAAC), Brigadier General Waheed Mumtaz, spokesperson for the Defence Export Promotion Organization of Pakistan, was quoted by Russian news agency RIA Novosti as saying on 25 August.

"The contract was signed, we received all four [helicopters], and now we get new equipment," Brig Gen Mumtaz told reporters at this year’s Army-2017 defence exhibition, which took place from 22-27 August near Moscow.

The spokesperson said that Pakistani pilots are now becoming acquainted with the new equipment. Based on the PAAC’s experience with the helicopters, Islamabad will now decide whether to place an order for additional helicopters as well as for other Russian military equipment and platforms, he was quoted as saying.

Pakistan and Russia had agreed to the Mi-35M deal in August 2015 in a move that was considered a breakthrough between the two countries. Pakistan's minister for defence production, Rana Tanveer Hussain, was quoted by local media last December as saying that Islamabad paid a total of USD153 million for the four helicopters.

Mindful of Indian concerns, Moscow had for years opted against engaging in any military co-operation with Pakistan.

However, in 2014 Russia decided to lift its self-imposed arms embargo against the South Asian country.

India-Russia relationship has already been downgraded from a strategic one to a transactional one.

India was looking to build an airforce base in Tajikistan.

India is very serious on the Ayni air base project to gain a strategic foothold in Central Asia and improve its C3I (Command, Control, Communications and Intelligence) network to fortify its operations in Afghanistan and keep a close eye on Pakistan. Ayni is located just 10 km west of the Tajik capital Dushanbe and had served as a major military base of the Soviet Union during the Cold War.

The Russian “Net” has prevailed that was reflected in an on-record statement by Tajik foreign minister Hamrohan Zarifi in January 2011 who ruled out deployment of Indian or American forces at Ayni. Zarifi’s statement coincided with Tajikistan officially launching negotiations with Russia to discuss possible deployment of Russian military at Ayni.
Recently, when India was bidding for Iran oil fields, even Russia pitched in their own bid. A country that is already oil rich is bidding on an oil field in Iran, to get more oil. It has resulted in Iran refusing to give the oil field to India because of 'other bidders'. Russia has made matters worse for us. Worst case, we may lose the oil field. OR, even if we eventually get it by winning the bidding process, Russia will act like a fake bidder to raise prices until India gets it at the highest price and Iran and Russia can use that Baniya money to buy cookies for themselves.

Indians accord an exalted position to Russia in their minds, but the Russia of today is not the Soviet union of 1971. Whatever help they gave us during Bangladesh liberation, they have also extracted a massive price for it since then, in the form of preferential weapons deals. That goodwill has worn out now. They can sell SU35 to Pakistan, and we can buy Rafale. These are two independent events. Any correlation to realpolitik is purely Putin's fault. He has already ticked off India by doing a joint military exercise with Pakistan and raising their stock right after India was reeling under the Uri attack and was looking to isolate Pakistan. Russia has invited the situation with its cheap thug-like bargaining. They have stalled us on S400, and TOT for other systems. They deliberately stalled our aircraft carrier to squeeze more money out of us.

What world are Indians living in? The era of cold-war groupism is gone. Cuba is warming up to the US and UK is moving away from their white friends and warming up to China. Israel is friends with Saudi Arabia. The world has changed. India must fit itself into the world order without seeing itself as a member of this camp or that camp. Eventually, the new world order will be exactly like what we had during the British, where Afghanistan was a buffer state to keep Russians out of the Indian subcontinent. Russia knows that, so it's trying to break the jinx by warming up to Pakistan. If an opportunity arises for India to bulldoze our way into Afghanistan in alliance with NATO, even at the cost of Russian interests, we must do it. Russia is nothing more than a weapon's seller to us now. There is very little people-to-people contact and almost no cultural overlap.

When India declared international Yoga day at the UN, Russia had blocked Yoga events in their country. Putin had even asked :

“Does Narendra Modi do yoga?” asked Russian President Vladimir Putin when he was informed that the Indian Prime Minister started a Ministry of Yoga.

He was incredulous that a ministry of yoga could be set up, and then smilingly asked why anyone would do that. He wondered if Narendra Modi practised yoga himself. He was told that it was likely, though he had not publicly said so.

We buy weapons from Russia, so the West gives USAID subsidized weapons to Pakistan to impose a cost on us. And we complain that the US is being anti-India. If everything in politics is reciprocal then India will only have a bargaining chip with the West if it has a leverage over the West in the form of arms deals, which we can use to wean them away from Pakistan. At the same time, as we ourselves move away from Russia, we must expect Russia to start supplying increasingly strategic weapon systems to Pakistan with the same logic the West used to arm them : Everyone wants to be friends with India's primary enemy to gain a leverage over India's policies. We should anticipate their moves and use it to our advantage.

The US wants to use Af-Pak to fan insurgencies upwards towards Russia. No matter what allure Russia offers to Pakistan, the US will use its levers to prevent Pakistan from falling in the Russian camp, especially after the billions they have invested in their campaign. So, whatever the Russian plans might be, their role in Pakistan will be limited by American pressure. Russia cannot use Pakistan as a bargaining chip against India. These helicopter sales and 'leaked news' about Russian discussions with Pakistan is a Russian bluff to get India's attention. India should brazen it out and let Russia boil in its own juices. Russia cannot afford to make enemies now. The US is gnawing at them from the West and a belligerent China is encroaching on their soft underbelly. Russia needs India more than vice versa.

Ok, so let's do the math.

One SU-35 costs a whopping $70 million or Rs 800 crores PKR. Even one squadron consisting of 20 aircraft would cost 800X20 = Rs 16,000 crores PKR. Add to that infrastructure, training, weapon systems and life cycle costs and the amount would reach a staggering 25,000 crores PKR just for just one squadron!!

Seeing the financial black hole Pak is in with a mind boggling external debt of $75 billion Rs 800,000 crores PKR and climping at a dizzying pace slated to touch $100 billion by the end of 2018, this delusion of buying these aircraft is nothing but a pipe dream. They need to wake up and smell the coffee (which needless to say is imported from India!! :tongue2: )

Pakistan in Talks With Russia on Buying Air Defense Systems – Defense Minister
Pakistani Defense Minister Khurram Dastgir Khan has discussed with Sputnik the issues of Moscow-Islamabad cooperation and the purchases of Russian hardware by Pakistan.

Purchases of Su-35 Jets, Air Defense Systems and T-90 Tanks

MOSCOW (Sputnik) – Khurram Dastgir Khan confirmed to Sputnik that Islamabad was in talks with Moscow on the issue of purchasing air defense systems, adding that Pakistan was interested in such weapons.

"Air defense system is a different kind of weapon we are interested. We are very much interested in a very wide range of the Russian weapons technology. We are in negotiations [on air defense systems] and once we conclude negotiations, we will be able to announce them," Khan said in an interview.
Pakistan and Russia may reach an agreement on Islamabad purchasing Russian Su-35 jets "in the next few years," the talks on the issue are in their early stages,Khan told Sputnik.



Last February, a high-ranking military official in Pakistan told Sputnik that Islamabad had no plans to buy the Su-35.

"Concerning fighter aircraft Su-35: may be in the next few years we will be able to reach that point, we are in the beginning of negotiations now," the minister said answering a corresponding question.

Pakistan is interested in acquiring Russian T-90 tanks as a long-term commitment instead of a single purchase, Pakistani Defense Minister Khurram Dastgir Khan told Sputnik in an interview on Thursday.

"We are interested in tanks T-90 and it is not going to be a one-time purchase but it is going to be a long-term commitment," Khan said.

Situation in Afghanistan

Both Islamabad and Moscow are interested in a stable and democratic Afghanistan as it will positively contribute to security in Central Asia, the minister said.

"We respect Afghanistan's sovereignty. Stability in Afghanistan is important for Pakistan to be able to develop its own prosperous future, to access to the Russian market, for example, by land route. Democratic and stable Afghanistan is in deep the interest of both Russia and Pakistan," Khan said.

Pakistan supports Russia's efforts to bring stability and peace to the region and called on other regional and global powers to jointly devise a plan to end violence and defeat terrorism in Afghanistan, according to the official.

"We are supporting the Russian regional approach to Afghanistan and we hope that not only Russia but also China, Iran and of course the United States can sit together at the table and devise a way in which we can achieve internal peace and reconciliation within Afghanistan," he added.

The minister also praised a new approach by the Afghan leadership when it comes to ending the prolonged conflict in the country.

"One positive step that has happened recently is a genuine approach by President [Ashraf] Ghani when he had said that he no longer wants to win the war, but to end the conflict. To win the war was militarist American approach but now the Afghan approach is closer to Pakistan's position on the matter. Pakistan's highest priority regarding Afghanistan is to have a peaceful democratic stable neighbor," Khan underlined.



Afghanistan has long been suffering from political, social and security instability due to the activity of the Taliban radical movement and the Daesh* terrorist group. To address this issue, Moscow has hosted a number of conferences to achieve peace in the war-ravaged country.

Islamabad, Moscow Agreed to Enhance Defense, Intelligence Cooperation

Islamabad looks forward to expanding defense cooperation with Russia in all areas, including military training, procuring equipment and sharing intelligence, Pakistani Defense Minister Khurram Dastgir Khan told Sputnik in an interview on Thursday.

"In the defense field, we signed a historical unprecedented Pakistan-Russia defense agreement in 2014. As a result, we have been able to conduct joint exercises, Pakistan has purchased Russian helicopters Mi-35 and now we are looking at much wider range of defense cooperation. In terms of training, Pakistani officers are coming to Russia and Russian officers are going to the Pakistani facilities for training. We are also now discussing a wider range of military exercises, we are looking at a wider range of military equipment and intelligence sharing," Khan said on the sidelines of the Moscow Conference on International Security (MCIS).

The official commended the current level of defense industry cooperation, noting that in the future Islamabad hopes to expand the variety of military equipment sold by Russia to Pakistan.

"We are looking towards a great future in certain areas, in which Russia has excellent expertise, such as the tanks and air defense systems," Khan noted.



Even though Pakistan and Russia had differences in the past on the Afghan crisis, the countries have now achieved mutual understanding on regional and international issues, according to the minister.
"Of course we have a history of Afghan war in which we have been on the opposite sides but now as a second decade of the 21st century ends, we will be able to look at world realities with a different eye and I am delighted to say that Pakistan and Russia are largely in agreement on major international issues like Afghanistan, like fighting drug trafficking, situation in the Middle East. We are now looking now at almost all aspects of defense and there is excellent goodwill between our leadership," Khan underlined.



The official went on to say that Islamabad is grateful to Russia for supporting its accession to the Shanghai Cooperation Organisation (SCO).
