Anyway, I don't guess, they won't be allowing unauthorized living (jhuggis) in New Mumbai and Kochi. We will start from there.
FYI, poverty ratio first declined to 12.4% from 21.9%, and then, from 12.4% to 7.7%.
Poverty is necessary for more and more slums.
Now, I say, India will classified as highly developed economy in terms in HDI in less than 10 years. Mark my words this time.

People who have no ethics of throwing garbage into dustbins no matter how literate they are, can create slums anywhere in the world. And they will create.

I have been living in India for 2 decades and I can safely say everybody doesn't have a $hithole mentality like this. Admit or not.No the education cannot change it.
I have spent my student life in hostel in one of the EU countries. And there were Indians too and fellow Pakis too. Well I came to know that all of them were called by hostel head and was told that you Indians and other south asians live like pigs. Well the majority were Indians only.
I had seen the rooms and kitchen of these people and literally it was no less than a slum.

I'm living in India (not EU) and can see the change. I know the shiny and rich Europe will make everyone to think it's beyond reach of India.
For your line, if there's a well planned network of nice cities in a decade and probably even better country (at par with East Europeans if not West Europe and America at least) in 30-35 years, you promise to never come back to India?

First problem is sanitation..Even Bangkok and some other places are much cleaner .I agree with you, but such people are in minority like not even 1% of the society.
Bangkok? even Dhaka is far cleaner than our Kolkata and Delhi. Kathmandu is paradise if we compare, Colombo will be west for us. Thimphu is on its way to have standard of living better than Geneva.First problem is sanitation..Even Bangkok and some other places are much cleaner .
Ofcourse India is chaging...there are some people trying make it beautiful ..but there are more ignorant people who give a sh!it about cleanliness.
EX: Labour Class...Of course many other Indian brothers.
