You have Afghanistan and Tajikistan for competition now who I am sure, 10 years down the lane will be way ahead of you.
As for Russia "tried it", keep living in that dreamland. In 1979 when the Soviet war began, Russian economy was weak and growing at under 5%. The war made it worse. Lack of innovation, corruption and competition from West in terms of innovation and new technology further strained their already weakening economy that they didn't focus on. This forced them to overspend on military weakening their economy even more. Soviet Union was long dead before they started fighting the Mujahideens extensively.
The Russians wanted to control Afghanistan as opposed to destroying it. But now they won't want to control it anymore with your case. Where did Russia lose? The independent Soviet states now are still under Russian pockets. Russia controls the new leaders of the Central Asian provinces and even east European states that chose independence. CISTO, SCO and CIS form the basis of controlling the politics of these countries even today. Each of these countries have puppet regimes that are managed by Czar Putin.
And on top of it, they don't even have to incur the liabilities of these nations since they are officially 'independent'. Russia is today one of the 4 fastest growing economies on this planet. Lets see what
