You are wrong again. USA had nothing to do with our nuclear programme other than sanctions. There was no transfer of technology or a single design that we recieved from them.
Khan's network was based in Dubai and his partner was a German who had contacts all over Europe.

Only thing US was forced to do was to look the other way when the Soviets invaded Afghanistan and America had to waive the sanctions and embargo imposed in 1978 under Pressler Amandement. Pakistan recieved aid and weapons but as soon as the Soviets left Aghanistan the sanctions and embargo was on again. Delivery of newly ordered F-16's was blocked and the $600 million frozen which we had transfered as down payment.
