Explosion kills two Armymen in Assam

Guwahati: A colonel and a jawan were killed when suspected militants of the National Democratic Front of Boroland (NDFB) blew up a vehicle in which the Army men were travelling, in northern Assam’s Sonitpur district in the wee hours of Monday.

Defence spokesperson at 4 Corps headquarters at Tezpur, Colonel Rajesh Kalia, told The Hindu that the incident occurred at a place under the Chariduar police station of the district, about 10 km from Bhalukpung, on the Assam-Arunachal Pradesh border.

The two-vehicle Army convoy — a gypsy and an ambulance of a Field Ambulance Unit of 5 Mountain Division — was proceeding to Tenga in Arunachal Pradesh. He said electric wires about 40 metres in length were recovered from the blast site. This suggested that an improvised explosive device (IED) was activated manually with battery cells by militants who must have been hiding in the nearby jungle.

The deceased Army official, S.M. Perumal of the Army Medical Corps, hailed from Secunderabad in Andhra Pradesh. He had returned to Tezpur on Sunday from an official trip to Bangalore. The jawan, who was driving the gypsy, has been identified as Ashwini Kumar, who hailed from Bahadurgarh tehsil in Rohtak district of Haryana, Col. Kalia said.

Defence sources said the Army personnel in the ambulance saw Col. Perumal’s gypsy being tossed several feet into the air.

The bodies were brought to the Tezpur Civil Hospital for post-mortem.

Environment and Forest Minister Rockybul Hussain told the Assembly that it was suspected to be the handiwork of the anti-talks faction of the NDFB. In reply to a question, the Minister said 43 NDFB militants were killed in encounters with the Army, police and the Central paramilitary forces in the last four months. He also tabled a list of names of 27 of them. Sixteen were yet to be identified.

Earlier, Asom Gana Parishad (AGP) member Padma Hazarika, while drawing the attention of the government to the incident, alleged that the militants were running a parallel government in the Chariduar area of the district.

ATTF insurgent surrenders in Tripura

Agartala (PTI): An insurgent of outlawed All Tripura Tiger Force (ATTF) has surrendered to Assam Rifles at Dhwajanagar camp in West Tripura district and deposited a few ammunitions, police said on Friday.

The police said Ratan Debbarma (34) surrendered to the 38 battalion of Assam Rifles yesterday and deposited 20 rounds of live cartridges of AK-47 rifle.

Police said, paramilitary forces including Assam Rifles deployed in counter-insurgency operations intensified their search operation to maintain peace ahead of the three-tier panchayat elections scheduled to be held on July 20.

2 NDFB militants killed, 5 arrested

GUWAHATI: Two militants of the third battalion of the National Democratic Front of Boroland (NDFB) were killed in an encounter with the police in lower Assam’s Kokrajhar district on Friday. Security forces have also arrested five cadres of the outfit in northern Assam’s Sonitpur district.

The slain NDFB militants have been identified as the self-styled commander of NDFB’s third battalion M. Mudai and Howla Basumatary. The third battalion of the outfit is currently with the Ranjan Daimary-led anti-talk faction of the NDFB.

Two pistols (one Italian made and the other made in the United States), three magazines, one grenade and a cell phone were recovered from the slain militants.

The police said an encounter ensued between a police team and the two NDFB members at Basbari village under Bismuri police outpost in Kokrajhar district early in the morning. The police alleged that the militants had first lobbed a grenade which did not explode and later fired at the police team. The police retaliated, during which the two were killed on the spot.

20 buses damaged during strike in Manipur

IMPHAL: Over 20 buses were damaged and four auto rickshaws torched by groups of youths on the second day of the 120-hour general strike that began on Thursday midnight in Manipur.

The strike was called to demand the release of five students detained under the National Security Act in connection with the killing of Professor Mohammad Islamuddin of the Manipur University on May 25.

Reports said over 20 buses plying on National Highway 39 that connects Manipur with the rest of the country were intercepted near Kangpokpi and damaged.

Police could not confirm whether the miscreants were supporters of the strike or tribal students enforcing an indefinite economic blockade along the two national highways demanding an upward revision of the reservation in admissions and appointments. Kangpopki is a tribal area.

Stranded


Over 100 vehicles coming here from Assam or leaving Assam for Manipur and Meghalaya were stranded at Mao on the highway.

In the past, buses and other vehicles that did not carry commercial items were allowed to ply during economic blockade.

Chief Minister Okram Ibobi announced in the Assembly on Thursday that there was no question of revising the quota for tribals.

Police reports said over 150 vehicles were stranded along NH 53, which connects Manipur with Assam through Jiribam.

Vegetables scarce


All shops remained closed in other valley districts too due to the strike. Potatoes, onions, lentils and vegetables were scarce in the markets. They were sold in the black market in certain areas at exorbitant prices.

Though educational institutions functioned, the attendance was thin.

Two DHD(J) militants killed in encounter in Assam

Haflong (PTI): Two Dima Halam Daoga (Jewel) militants were killed in an encounter with security forces in Assam's North Cachar Hills district on Saturday, official sources said here.

Acting on a tip-off, the army launched an operation in remote Kobak area of the district. The militants, in a bid to escape, fired at the security forces which retaliated and an encounter followed.

Two militants were killed in the encounter which lasted nearly an hour.

Combing operations by security forces are on in the area, the sources added.

ULFA militant arrested; powerful explosives recovered

GUWAHATI: An ULFA militant was arrested and powerful explosives recovered from Gandhibasti area in the city on Sunday, even as one NDFB militant was killed and three others arrested elsewhere in Assam.

On a tip-off, a police team came across Improvised Explosive Device (IED) and Powerful Time Device (PTD), stocked in the house of one Bolen Medhi, and arrested the ULFA member Rahul Bania alias Indrajit from the place.

Bania, who hails from Tezpur in central Assam's Sonitpur district, was recruited in the ULFA last year and was specifically assigned the task to store the explosives for subversive activities on the eve of Independence day, DIG (central western range) G P Singh said here.

"We got specific inputs that the ULFA was planning subversive activities in the run-up to the Independence day celebration and worked out a plan last night following which an operation was launched in the Gandhibasti area where Bania was nabbed with the explosives," he said.

In Baksa district, one NDFB ultra was killed by security forces today, police sources said. In another incident in lower Assam, three Muslim ultras were nabbed and five crude bombs recovered from them in Kokrajhar district, the sources said.

Seven militants of PULF-Azad outfit arrested in Tripura

Agartala (PTI): Seven militants of Manipur-based outlawed outfit People's United Liberation Front-Azad (PULF-Azad), including its army chief and his wife, have been arrested, police said here on Sunday.

The arrest were made yesterday from Nagerjala bus stand after police suspected their movement. During interrogation, the militants admitted that they had gone to Bangladesh in March this year and crossed over to Tripura to enter into Manipur.

They were later produced before a local court which remanded them to two days of judicial custody.

Four mobile handsets and Rs 50,000 in cash were recovered from their possession, they said.

The arrested have been identified as PULF-Azad armed force chief Abdur Rahaman, his wife Shamima, Mohammed Jamir, Mohammad Nazir Ahmad, Abdul Kashim and Firoz Khan.

A special interrogation team from Manipur will arrive here on Monday.

Three militants killed in interior Manipur district

Imphal (PTI): Three suspected militants of Kangleipak Communist Party -Military Council (KCP-MC) were killed in an encounter with police commandos on Sunday in interior Bishenpur district of Manipur, official sources said.

The commandos, attached to Bishenpur police station, raided Chingnung Khul area, about 45 km from here, at around 12.30 p.m. following reports of movement of some ultras.

As they stepped up search operation, they were fired upon by suspected KSC-MC militants and in the ensuing encounter the three militants were killed.

Two 9mm pistols, five rounds of ammunition, one double-barrel rifle and two mobile phone hand sets were recovered from the spot, the sources said.

Near 300 persons have so far been killed in militancy-related incidents in Manipur this year.

NSCN (I-M) kills two rape accused

KOHIMA: The NSCN (I-M) has killed the two rape accused, defying repeated pleas from the district administration to hand over them to the police.



The bodies of the two were recovered on Saturday in Nagaland's Wokha district and the police has confirmed it.

The police said that the bodies of the two accused with bullet marks on their heads were recovered at a place between Wokha and Bokajan (in Assam) after an anonymous caller informed the Wokha police about the incident.

Two empty cases of AK 47 rifle were also recovered from the site and police also found a piece of paper by the side of the bodies where names of the deceased were written.

The Dimapur police had identified five suspects in the March 25 sensational dacoity and rape case and arrested two persons. While one was absconding, two others were apprehended by the NSCN (I-M).

Huge quantity of explosives and arms seized in Assam

Dibrugarh (Assam) (PTI): A joint team of the Army and police today unearthed a huge quantity of explosives, including TNT, along with a map of the Mohanbari airport from forest area in Dibrugarh district, official sources said.

Acting on a tip-off, the team seized the explosives along with five gelatin sticks, a grenade, a pistol, 55 live cartridges of AK-47 assault rifle, five battle fatigues, medicines and a map of the airport from Tingkhong area.

Police suspect that the proscribed ULFA had plans to blow up the airport, one of the busiest in the Northeast on the insurgent outfits 'Martyrs' Day' on July 28.

The arms kept buried in a polythene bag are suspected to belong to the ULFA's elite strike force 28th battalion, the sources said.

Three militants killed in Assam encounter

LAKHIMPUR: Three militants were killed in an encounter with a joint force of the Army and police in Assam's Lakhimpur district, official sources said on Monday.

Arms were also recovered from them after the encounter midnight yesterday.

The insurgents exchanged fire with the security forces at Harmoti before they were killed on the spot.

Three 9-mm pistols - two US-made and a Chinese one - three magazines, eight live rounds of ammunition and two mobile sets were recovered from the slain ultras.

The bodies had been sent for post-mortem and they were not immediately identified, the sources added.

More than 30 militant groups operating in Manipur

Imphal: Manipur Chief Minister O Ibobi Singh today said more than thirty militant groups, including major outfits such as United National Liberation Front (UNLF) and People's Liberation Army (PLA), were operating in the state.

Replying to a question in the state Assembly, Singh said Naga militant outfits such as National Socialist Council of Nagaland--Isac Muivah (NSCN-IM) and National Socialist Council of Nagaland-Khaplang (NSCN-K) were also operating in parts of state's hill districts.

After the state government had signed agreements with Kuki National Organisation (KNO) and United People's Front (UPF), the security forces have stopped operation against the two groups, he said.

While KNO was formed by eleven small militant outfits, including Kuki National Front-Military Council (KNF-MC) and Kuki Revolutionary Army-Unification (KRA-U), UPF was also formed by small outfits, including Kuki Liberation Army (KLA) and Zomi Revolutionary Army (ZRA), Singh added.

AFSPA to remain in force in Manipur

Imphal: The controversial Armed Forces (Special Powers) Act, 1958 (AFSPA) would not be withdrawn from Manipur because of continuing militant activities, Chief Minister Okram Ibobi Singh on Monday said.

Replying to a question in the House, Singh said that although the AFSPA was withdrawn from seven assembly constituencies in Imphal municipal area last year following protests from NGOs, the act would remain in force in all other areas in view of the militant activities.

On steps taken by his government to save the life of social activist Irom Chanu Sharmila, who has gone on a fast unto death demanding withdrawal of the Act, Singh said special facilities, including medical care and security, is being provided to her at the J N Hospital here.

Naga rebels gun down two Dimasa students

GUWAHATI: Suspected Naga militants on Wednesday night gunned down two Dimasa boys in Assam's North Cachar Hills where clashes between the two communities are on for quite some time.

Hundreds of people in Haflong, the headquarters of North Cachar Hills district, took to the streets on Thursday morning in protest against the killings.

This comes a week ahead of Union home secretary GK Pillai's proposed visit to the troubled district where over 60 people have died and scores of houses have been torched in ethnic violence in recent months.

Armed NSCN (K) militants, sporting uniform of Assam Rifles personnel, abducted three students on Wednesday, a police official said. Though Pranjit Khemprai (15) and Sandip Naiding (14), both Class X students, were shot dead with AK-47s, the rebels released the third boy as he was a Nepali.

Around 2.30 pm, a group of six boys at Demalik village, about two km from the Haflong police station, were playing on a nearby field when four unidentified men asked them to show the way to a mini hydel project being built in the area.

When the boys agreed to help the four, the rebels abducted three of them. The Nepali student, who was later allowed to go, returned to the village and told the locals about Pranjit and Sandip's fate. The villagers later found the duo's bodies.

"We (the Dimasas) are a scared lot. We are being targeted by the rebels almost everyday. It was a spontaneous reaction of the people to join the protest rally," said S Polong, organizing secretary of the Jadhike Naisho Hoshom, the apex organization of the Dimasas.

"For over a month, no Zeme Naga villager or any hamlet dominated by them has been targeted. But the attacks on the Dimasas are going on. They are trying to drive us away from our villages," he added.

Since February, 12 children belonging to the Dimasas and the Zeme Nagas have been killed in ethnic clashes in the district. The worst happened on June 16 when Dimasa militants had killed seven Zeme Naga children at Michidui village with the youngest victim being a two-year-old boy.

PULF militants caught in Tripura sent to Manipur

Agartala (PTI): The six militants of Manipur-based outlawed People's United Liberation Front - Azad (PULF-Azad), who were arrested from a bus stand here, was taken to Manipur in a transit remand on Friday, the police said.

A 20-member team of Manipur police arrived here on July 22 and submitted warrant against the militants to the court of Chief Judicial Magistrate on Thursday and the court allowed Manipur police to take them in transit remand.

Manipur police along with six militants including it's chief, Abdur Rahaman and his wife, Shamina on Friday left for Manipur.

The militants were arrested when found moving suspiciously at Nagerjala bus stand here on July 18.

Meanwhile, Director General of Police, Pranay Sahay said, "National Socialist Council of Nagalim (NSCN-IM) played a key role in raising the Islamist militant group to destabilise North-East."

"The ISI agents told PULF leaders that sufficient money would be pumped and arms for creating violence in the region," DGP told reporters quoting interrogation reports.

NSCN-IM helped form Muslim terror group in Manipur

Agartala: The Isak-Muivah faction of the National Socialist Council of Nagaland (NSCN-IM) was instrumental in forming a Muslim-based terror group in Manipur, a senior police official said Friday.

Tripura Director General of Police (DGP) Pranay Sahaya said here that the Manipur based People's United Liberation Front (PULF), having established links with Pakistan's Inter Services Intelligence (ISI) and trained in Bangladesh, was formed at the behest of the NSCN-IM.

"NSCN-IM had formed the PULF in 1995 and their cadre strength was 2,000, 90 percent of them Muslims," he said.

The NSCN-IM has been operating a ceasefire with New Delhi since 1997. The Tripura police last week arrested seven PULF militants, including their self-styled army chief Mohammad Abdur Rahaman, in Agartala.

"The PULF militants, including a woman cadre, were arrested after they entered Agartala from Bangladesh," the DGP said.

Quoting Abdur Rahaman, the Tripura police chief said: "The PULF supremo and his elder brother Mohammad Abdul Kalam Azad were killed by Manipur police in that state in February this year and after that the outfit become fragile."

Rahaman told the Tripura police that Indian militants in Bangladesh started fleeing that country following a stepped up offensive by Dhaka.

The PULF militants entered India through west Tripura's Sonamura border on July 15.

According to the Tripura police chief, the PULF has also forged links with Pakistan-based militant groups Lashkar-e-Taiba and Jaish-e-Mohammed.

The officer in charge of West Agartala police station, Subrata Chakraborty, said: "The PULF separatists have admitted during interrogation that they had gone to Bangladesh through Myanmar in March this year."

Rahaman reportedly said PULF cadres had held meetings with ISI representatives Rafiqul Islam and Mohammad Jafar at Cox's Bazar in south-east Bangladesh.

"The ISI agents told the PULF that they would provide sufficient money and arms to continue violence in India's northeast region," the arrested rebels told police interrogators.

"PULF was trying to destabilise the northeast in collaboration with other Islamic groups based in the region and in Bangladesh," Chakraborty told journalists.

Tension along Assam-Arunachal Pradesh border

Lakhimpur (Assam) (PTI): Tension prevailed in this district along Assam-Arunachal Pradesh border following destruction of standing paddy crop of Assamese villagers allegedly by officials of the neighbouring state.

Assam police officials claimed today that a group of men led by some officials of Arunachal Pradesh raided Milonpur village under Narayanpur police station and destroyed the paddy crop yesterday.

The villagers reported the matter to the district officials and the Naraynpur Circle Officer Pankaj Deka immediately rushed to the spot to take stock of the situation.

Police, CRPF and civil officials are camping in the village to prevent any untoward incident, sources added.

10 kg explosives dug out in Tinsukia

TINSUKIA: A joint police and army team on Sunday dug out 10 kg of explosives, enough to make at least six IEDs, from upper Dehing Reserve Forest at Lakhipathar in the district. The haul comes on the eve of ‘Martyr's Day', which is observed every year by the proscribed Ulfa with terror strikes.

The team also found a target sketch in the same area, which pointed towards the Tinsukia to Digboi rail line and its rail bridge. Colonel Ashok Mishra of the army's Dah division said, "Acting on a tip-off, a joint team of the army's 19 Kumaon regiment and Tinsukia Police launched a search operation between Lakhipathar and Makum in the morning and dug out explosives kept in a black polythene bag from the area. The bag contained 80 gelatine sticks, 25 detonators and 6 safety fuses. Earlier, our source had spotted suspected Ulfa cadres in the recovery area late on Saturday night."

This is the third recovery of explosives from upper Assam within a week. Earlier, troops of 318 Field Regiment had recovered a huge quantity of bomb-making material from Dibrugarh. The haul included over 5 kg of high-grade explosive powder, grenades and detonators, kept in a bag and concealed two feet beneath the ground.

"According to our information, Ulfa cadres took the Sivasagar-Duliajan route to enter the district and were planning to carry out sabotage activities here ahead of Independence Day. The recovery took place barely 300 metres from the rail line between Tinsukia and Digboi," Mishra confirmed.

Sunday's recovery assumes significance in the wake of terror threats in the run-up to Independence Day, with security forces across the state keeping strict vigil fearing strikes by the banned outfit.

Migrant worker shot dead in Imphal

IMPHAL: One migrant worker was shot dead here on Tuesday by two militants, while two persons were wounded in a grenade blast in a private nursing home, even as a grocer, who was shot on Monday night, is battling for life.

When Amit was delivering food packets to kiosks, two scooter-borne youths followed him.

Three bullets fired


One of them asked him why he was staying back in Manipur despite the warning to leave, while the other fire three bullets at him. Amit died instantaneously.

The grocer, shot on Monday, has joined a local tribe, assuming the name of Laldeva Kamei, after marrying a tribal girl.

He has been staying in the tribal village for more than 34 years.

Two youths lobbed a Chinese-made hand grenade at Langol View Clinic here, causing shrapnel wounds to two persons, who were attending to a patient.

Assam govt to provide ULFA commander medical treatment
Updated on Wednesday, July 29, 2009, 19:50 IST Guwahati: The Assam government will provide medical treatment and bear the expenses of the ULFA 'commander-in-chief' Paresh Barua provided he surrenders, Chief Minister Tarun Gogoi said.


''There is, however, no confirmed report available with the state government regarding the ULFA leader's illness as reported in a section of the media,'' he told reporters here today.

His comment comes on the heels of a report in a section of the local media that Barua is in Myanmar and is suffering from malaria.

Barua fell sick when he went to Myanmar to attend a meeting with Manipur-based militant group People Liberation Army (PLA) and is being shifted to a PLA base in Manipur in an area bordering Myanmar so that doctors can be taken to him for treatment, the newspapers reported.
