Centre to set up Special Rhino Protection Force in Assam

GUWAHATI: The Centre will create a Special Rhino Protection Force in Assam to protect the animal from poaching and form a task force to enquire into encroachment of forest land in the state, Union environment and forests minister Prakash Javadekar said on Saturday. "We will have zero tolerance for rhino poaching. With the help of central funds, a Special Rhino Protection Force will be created in Assam," Javadekar told reporters here. Primarily local youths would form the Force as they knew both the forests and animals, said the minister, who was on a two-day visit to Assam for discussing the poaching and encroachment issues in Kaziranga National Park (KNP). The minister said that 22 rhinos had been killed this year, while 24 poachers were arrested and 20 others lost their lives in encounters with security forces. On encroachment of forest land, Javadekar said "we'll form a task force which will formulate a mechanism and enquire into the issue of encroachment in forests. It will talk to the state government on the issue. "I have told the state government that if there is any encroachment, then enquire it and take necessary action. In the next six months, we'll evaluate the work done by the Centre and the state," he said.

Dec'13 has gone. We have seen at least 15 deadlines in the past and still the line is dead. It is not surprising that every project in NE is moving in the same manner. The silchar lumding section (meter gauge) was built by the British India Railway in 1903 in merely 6 years and the Indian Railways is converting into broad gauge for 2 decades.

Even the NHAI projects are not exceptions. This is how govt looks into the east and framed a policy too, they are dreaming to connect with ASEAN. Govt. should name it as "Wondering East Policy"
Because Railway had no funds and projects kept getting delayed. Hope 100% FDI in Railways will turn the face of Indian Railways.

Centre clears Rs 90 crore for road projects in Arunachal Pradesh

ITANAGAR: The Ministry of Development of North Eastern Region (DONER) has cleared a total of about Rs 90 crore this fiscal for various road projects in Arunachal Pradesh. This would be part of the total Rs 120.41 crore for 17 road projects for which state shares were cleared and utilisation certificates submitted to the ministry. This was stated by DONER Secretary R Vijay Kumar, Joint Secretary A M Singh and NEC Joint Secretary V B Pathak during a discussion on various road projects with state PWD Minister Gojen Gadi in New Delhi yesterday. With hardly six working months in the state and one month gone, delay in release of funds is likely to escalate the project costs and would require re-submission of the projects, Gadi said to justify his plea, official sources said here today. Gadi had received assurance from Union MoS (Home) Kiren Rijiju for release of central share for 17 NLCPR projects after submitting the DPRs prepared by PWD (Highway) western and eastern zone chief engineers at Ziro in Lower Subansiri district on September 26 last. On Gadi's request, the officials of the DONER Ministry assured to find out the cause behind inordinate delay in sanctioning of the long pending 35-km Koyu- Ego road (Phase-II) for which a proposal worth Rs 96 crore was submitted. "We will take it up immediately," they assured. The ministry has already released 60 per cent of the total funds earmarked for Arunachal, Kumar told Gadi, sources added.

Northeast power grid system approved

Shillong, Nov. 20: The NDA government today approved the North Eastern Region Power System Improvement Project (NERPSlP) for six states of the region — Assam, Manipur, Meghalaya, Mizoram, Tripura and Nagaland — to strengthen the intra-state transmission and distribution system.

The approval was given at a cabinet meeting chaired by Prime Minister Narendra Modi in New Delhi.

According to an official communiqué, the project cost is an estimated Rs 5,111.33 crore, including capacity-building expenditure of Rs 89 crore. The scheme would be taken up under a new central sector plan scheme of the Union power ministry, and it will be implemented with the assistance of a loan from the World Bank and the budget of the power ministry.

The project will be funded on a 50:50 (World Bank: Centre) basis except the component of capacity building for Rs 89 crore for which the Centre will bear entirely.

As the intra-state transmission and distribution system in the Northeast has remained very weak, the communiqué stated that the Central Electricity Authority (CEA) developed a comprehensive scheme for the Northeast in consultation with the Power Grid Corporation of the India Limited (PGCIL) and the state governments concerned.

The project would be implemented through the corporation, in association with the six states, in 48 months from the date of release of funds to the PGCIL. After commissioning, the project will be owned and maintained by the state governments.

"Currently, all the six states are connected to transmission network at 132KV and below. The 33KV system is the backbone of power distribution system in the six states. To reduce the gap between the requirement and availability of the intra-state transmission and distribution system, it is necessary to provide 132KV/220KV connectivity to all the six states for proper voltage management and lower distribution losses," the communiqué stated.

Similarly, it stated that the distribution system in all six states, which mainly relies on 33KV network, would be substantially strengthened.

Moreover, the communiqué stated that the implementation of this project would create a reliable state power grid and improve its connectivity to the upcoming load centres, and thus extend the benefits of the grid-connected power to all the consumers.

The project would also provide the required grid connectivity to villages and towns of the states, where development of distribution system at the downstream level has been taking place under centrally sponsored schemes.

"This project is a major step towards meeting the national objective of 'power to all' through enhancement in access of consumers to grid-connected power supply through improving its availability and reliability, thereby facilitating inclusive growth. This would also increase the per capita power consumption of these states, which are lagging behind the average national consumption and shall contribute to the economic development of the Northeast," the communiqué added

Software Technology Park of India to set up Technology park in Kohima and Dimapur

KOHIMA: The Software Technology Park of India (STPI) will set up more such park's in Kohima and in Dimapur. The Director General STPI Omkar Rai apprised about the decision to Nagaland Chief Minister TR Zeliang today, a release issued by CM Office here said. STPI has expressed interest to set up Software Technology Park in Kohima and Dimapur, the release said. Rai informed that the infrastructure available at present at Kohima is sufficient for the Software Technology Park to take off. Initially an incubation centre with provision for Business Process Outsourcing (BPO) will be set up at Kohima and later, a separate IT park will be set up at Dimapur, it said. The incubation center will provide the state of art facilities to help our local entrepreneurs in mentoring, nurturing and expanding their business to become export oriented software companies. Chief Minister said that setting up of STPI will not only provide opportunities to the educated unemployed youths but it will also improve the economy of the state through software exports and IT enabled services. Expressing faith in the youth of Nagaland, the CM said time has come for the state of Nagaland to act practically and professionally and for that he will do whatever is needed to pursue with various Ministries. Director General STPI was accompanied by Commissioner and Secretary IT Nagaland, KD Vizo and three other team members from STPI.

Guwahati: Assam government on Tuesday joined hands with Australia-based Curtin University for setting up of a centre for advancement in education and research in the state with active participation of the varsity. The Department of Higher (Technical) Education of the Assam government has signed three important MoUs with Curtin University in presence of the visiting state Chief Minister Tarun Gogoi, according to an official release. "An agreement has been signed for a collaborative programme of research and research training under which a Centre for Advancement in Education and Research will be set up in Assam with active participation of Curtin University," it added. The agreement was signed by Curtin University Vice Chancellor Deborah Terry and Assam Additional Chief Secretary (Education) Rajiv Kumar Bora in presence of Gogoi. Besides this, two more projects, which complement the ongoing project titled Improvement of Quality of Higher Education & Research in Assam, have also been signed. "The MoUs for these two projects titled Engineering Foundation Year Consultation Laboratory Setup and International Education Experience and Academic and Technical Staff are signed by the Vice Chancellor of Assam Science and Technology University P K Goswami and Deborah Terry," it said. The department is already in collaboration with Curtin University for a project on improving the quality of technical education in Assam.

2000MW Subansiri dam work to resume soon: Centre
Union Power and Coal Minister Piyush Goyal today said that work on the stalled 2000-MW Subansiri Hydro-electric Power Project is likely to resume soon. Goyal, who was addressing a press conference to highlight the achievements of his Ministry during the last one year, said the government was very conscious of its responsibilities towards the environment. Development of hydel projects was a sensitive issue, particularly in Assam, where some organisations were agitating, he pointed out.
“This government immediately called a meeting of all the agitating organisations in Delhi. At least 27 organisations and over 100 people were invited from Assam and two-day extensive discussions were held. As a responsible government we heard their concerns,” he said. “An oversight committee was set up with experts from the State government and Central government. Soon work on the Subansiri hydro-power project will start,” the Union Power Minister said.
As reported, an expert committee comprising eight members, four each representing the State and the Centre, was proposed to be constituted on December 11 last to study the project. The decision was reached at a consultative meeting convened by the Union Ministry of Power to break the stalemate over the Subansiri project, that has been stalled for the last three years. The meeting was chaired by Goyal and co-chaired by Union Minister of Youth Affairs and Sports Sarbananda Sonowal.
The meeting was attended by representatives of 29 organisations including AASU, AJYCP, KMSS, besides 23 ethnic groups. It was also joined by 10 MPs representing all the political parties.
The Subansiri hydro-power project suspended work in December 2011 following agitations. The National Hydro-Power Corporation Limited, which is executing the work, had completed about 60 per cent of the project work.

Heritage Study to Replace Alternative English in Nagaland

KOHIMA: To preserve and promote the tradition and culture of the indigenous tribes of the state, Nagaland will be replacing Alternative English with ‘Heritage Study’ from Classes 5-8 from the next academic session. The State Level Education Committee has approved of the change and would implement it from the 2016-17 academic session, Nagaland State Council of Educational Research & Training (SCERT) Director, Vipralhou Kesiezie said during the celebration of International Arts Education Week here yesterday. “This change has been necessitated because of the fact that Alternative English studied in schools in lieu of mother tongue although Alternative English is never a substitute of one's Mother Tongue,” he said. Introduction of “Heritage Study” will protect, preserve and promote the rich cultural values of the Nagas, he said. In Heritage Study, students will be given the opportunity to learn about their own culture and heritage relating to history, folk tales, legends, poems, dances, music, games and sports, tribal way of life, dresses/ attires, food, cultivations and all related heritage. Almost 90 per cent of the Naga students are taking Alternative English in lieu of Mother Tongue thereby depriving themselves of learning anything about the cultural values of the Nagas, including their own language, he said. “We hope and believe that by introducing this new subject Heritage Study, we will be able to inculcate the traditional and cultural values of the Nagas,” he said.

New Delhi: The Human Resource Development (HRD) ministry will bring out books on the contributions and sacrifices of freedom fighters from the North East. HRD minister Smriti Irani said this at an event organised by the RSS- linked body Vanvasi Kalyan Ashram to commemorate the birth centenary year of Rani Gaidinliu, a Manipuri political leader, who led a revolt against British rule in India. "Whether it is Rani Gaidinliu or Kanaklataji, all people from North East who sacrificed their lives in the freedom struggle, the HRD ministry will bring out books on them through the National Book Trust to ensure they do not get lost from the pages of history," Irani said at the event where Nagaland CM TR Zeliang was also present. The HRD minister said she would travel to the North East to launch them, beginning with the book on Gaidinliu. These books will be available in Hindi, English, Punjabi, Gujarati, Tamil, besides several tribal and other Indian languages, she said. Irani, in her speech, said she felt "pained" when somebody from the North East referred to the rest of the country as "mainland". She said she was as much the daughter of India as any daughter from the North East. Earlier speaking at the event, Zeliang said such events would lead to better understanding of the contribution of freedom fighter Gaidinliu's contribution to the freedom struggle and better integration of North East region with that of mainland India. Referring to the Vanvasi Kalyan Ashram, which primarily works in tribal areas, Irani said her maternal grandfather had been associated with it for a long time.
