Such revolutions can be put down using multiple means, which can potentially change the opinion of the people, and guns can play a decisive role.
Naxals are Jungle mafia, who have been looting our natural resources under the garb of "fighting for the poor".

Those who side with the state must be rewarded with development and employment, rest must be put down.
