    In first cabinet meeting of Modi sarkar 2.0, PM Modi approves changes in scholarship scheme

    On assuming office, the first decision that PM Narendra Modi took is approval to a major change in the Prime Minister's Scholarship Scheme under the National Defence Fund.

    Major changes approved in PM’s Scholarship Scheme under the National Defence Fund including enhanced scholarships for wards of police personnel martyred in terror or Maoist attacks. http://nm-4.com/rdp8

    According to the prime minister, the changes in the scheme include: "The rates of scholarship have been increased from Rs 2,000 per month to Rs 2,500 per month for boys and from Rs 2,250 per month to Rs 3,000 per month for girls."

    The other changes made are "ambit of the scholarship scheme is extended to the wards of state police officials who are/were martyred during terror/Naxal attacks. The quota of new scholarships for wards of state police officials will be 500 in a year. The Ministry of Home Affairs will be the nodal ministry in this regard."

    Earlier the children of martyrs like Tukaram Omble were not eligible for this scholarship. This will remove this anomaly and help families of all those deceased while fighting terror/Naxals in state police forces.

    The changes come in line with the prime minister's vision for India's safety, security and the well-being of those who protect the nation, the press release of the PM read.

    The National Defence Fund (NDF) was set up in 1962 to take charge of the voluntary donations in cash and kind received for promotion of the national defence effort and to decide on their utilisation.

    The fund is currently being used for the welfare of the members of the armed forces, paramilitary forces, and Railway Protection Force (RPF) and their dependents.

    The Prime Minister's Scholarship Scheme (PMSS)' is being implemented to encourage technical and post-graduate education for the widows and wards of the deceased/ex-service personnel of armed forces and paramilitary forces and RPF.

    Under the PMSS, every year new scholarships are given to 5,500 wards of armed forces, 2,000 wards of paramilitary forces and for 150 wards of RPF.

    Earlier in the day, the portfolios for the Narendra Modi-led BJP government was announced. Former BJP president Amit Shah was given the home ministry. Rajnath Singh, who was the home minister earlier, was given the defence ministry portfolio. Former foreign secretary S Jaishankar, who is the new entry has been given Ministry of External Affairs.

    Modi 2.0 Confronts a Challenging Foreign Policy Landscape

    As Indian Prime Minister Narendra Modi turns his attention to governance after his massive electoral victory, he will find that a number of challenges beckon him on the foreign policy front. From managing India’s periphery to engaging major global powers, challenges abound which will demand all the diplomatic and leadership skills Modi and his team can muster.

    Modi has been a foreign policy prime minister in his first term. He relished global engagements and never gave an impression that his lack of experience on the foreign policy front was a handicap. In fact, he made it his strength as he encouraged greater involvement of Indian states in diplomacy. He led from the front in diplomatic engagements and managed to carve out personal equations with world leaders which has paid dividends. Modi also has been successful in selling Brand India abroad and in leveraging the vast Indian diaspora to national causes. He took risks in his foreign policy and more of than not succeeded in converting them into substantive gains for India.

    For all his successes so far, Modi will find that there is hardly any time to rest on his laurels. Global and regional realities are evolving at a pace which traditional diplomacy is finding difficult to comprehend. At the global level, the developed world continues with its navel gazing, the kind which would have been unthinkable just a few years back. The Trump administration is challenging the fundamentals of economic globalization and its trade and technology conflict with China is escalating. The consequences for a global economy, already facing negative headwinds from multiple directions, can only be deleterious. For India, this is a big challenge for a stable global economic order is sine qua non for its global rise.

    India-U.S. tensions with trade are bubbling under the surface and Modi will have to work out a way to resolve these tensions with a Trump Administration which may get even more intransigent as it enters the election phase. Where India-U.S. strategic partnership is likely to continue becoming stronger, the economic dimension of the relationship needs serious work. The role of Iran and Russia in the Indo-U.S. bilateral matrix will also need addressing.

    Meanwhile, China’s growing global footprint is constraining India’s options significantly. Globally, as India tries to make a case about its own role and place in the international order, China continues to push back and remains reluctant to acknowledge India’s global rise. Despite Modi’s China outreach in Wuhan, bilateral disputes remain far from resolved. And this is also having an impact on India’s engagement in its immediate periphery in South Asia and the Indian Ocean region. India’s neighbors continue to look to China as a power with more capabilities and increasingly serious intent whereas India’s inability to deliver and economically integrate the region makes New Delhi regional outreach challenging.

    The Pakistan problem is unlikely to go away anytime soon and Modi will have to continue to find different means of managing the challenge. Growing Sino-Pak axis adds another dimension to this problem. One of the most immediate challenges in the neighborhood for India will be to find a place for itself in the unfolding peace process in Afghanistan. Though there is hardly any clarity on the pace and direction of this process, there is a push to see it through to some sort of conclusion. Modi will have to remake the case of India’s relevance in the unfolding dynamic in Afghanistan.

    A range of other issues would demand Modi’s immediate attention. Rising tensions in the Middle East between Iran and the U.S. will test India. Comfortable assumptions of the past about balancing the trifecta of Iran, Arab Gulf states and Israel will no longer suffice. India’s energy security requires a stable Middle East and New Delhi will have to raise its profile in the region with all the attendant consequences.

    A more coherent response to China’s formidable Belt and Road Initiative (BRI) will be needed as multiple infrastructure initiatives are emerging. India’s place in this network remains as of yet undefined. Engaging with like-minded powers in the Indo-Pacific will remain a priority and the Quadrilateral grouping’s agenda too requires serious recalibration. Finally, re-defining the parameters of Indo-Russia ties will have to be a priority as Moscow gets closer to Beijing and ceases to act as a bulwark for protecting Indian interests.

    In his first term, Modi had succeeded in articulating a global role for India as a leading player in the international system, one which shapes global rules and is not merely a rule-taker. In his second term, he should be focusing more on how to operationalise this idea into concrete policy outcomes. This will involve building an institutional framework which can engage in long-term strategic thinking more effectively than in the past as well as strengthening the economic and military building blocks of India’s comprehensive national power.

    Amit Shah would be in the charge of census 2021 . I think NDA has already won half of battle 2024 . No body knows how to make use of data more than him

    I am feeling huge push for removing Art 35A and 370 on very first day of govt. HM Amit shah seems to have taken challenge along with NRC. Twitter will also face the heat for promoting anti Indian accounts.

    Interesting times ahead.

    I think the focus is going to be economy read disinvestment. All other issues will be put on cold storage especially Article 370.

    As far as Amit Shah as HM is a concern I am hoping to see a new doctrine draft on Internal Security. I would like to see this new doctrine centralizing state police departments more and reforms brought in.

    Though there will resistance in the name of federalism but with that kind of majority HM must deliver on internal security and more centralization of the police.

    Kisan Samman Yojna extended to all farmers. To benefit 14.5 crore farmers.
    Pension scheme for small and marginal farmers launched to benefit 4.5 crore farmers.
    Pension scheme for shopkeepers and self employed persons launched to benefit 3 crore people.

    This looks like Modi 2.0 starts with a bang.

    These doles will give a boost to the economy for sure by increasing consumption.

    I guess these doles will also prevent opposition from marshaling these large sections against the central government.

    Why is RW so much against RTE ? If Hindus won't educate poor SC/ST who will? Why do they want RTE in minority run school ? Do they want poor SC/ST to study in minority run school ?

    Modi Govt is pretty serious on farmers upliftment. A short list of initiatives under progress. :yo: Govt has already mandated central procurment agencies to create a national pulses buffer of 20 LTPA. This will prevent any price surges in future. A similar approach is being tried for oilseeds as well. Apart from price support scheme to farmers, Govt is planning to roll out Bhavantar scheme pan India. To increase competitiveness of pulses and oilseeds industry, Modi Govt is planning a pilot project of replicating sugarcane procurement business model to pulses. Where farmers take their produce directly to millers and the cost of storage and transportation is removed. And all subsidies are going to be given on DBT basis, without any middlemen. Another focus area is creation of warehousing, storage, coldchain capacity building on PPP format.
    Lastly, Govt has identified developmemt of FPOs as a route to increase farmer incomes. Target is to create 200,000 farmer produce companies whch grow and market their produce on fair prices and distribute income to farmers.
    There are many other innovative ideas in the works of NiTi ayog and Min of Agri. Modi is hell bent on doubling farmer incomes by 2022. And he will.

    Then make it a economic quota. No one is against economic quota to help out poor students, no matter their caste, religion etc.

    But providing quota generation after generation in higher education and jobs is implementing a reverse caste system and wreaking the country.

    Having quotas in school seats till HS is okay. After that the help should be strictly scholarships and depending on the educational performance of the student. If they do good academically after that and able to secure positions in top universities and jobs, that's splendid. Being sure of jobs and education only serves to make these students lax and well, unappreciative of what they have got. You think a 40% who got a cushy govt job will respect their position?

    And the children of these people must be cut off from benefits as well.

    Is there any talk on Incentives to Innovation/R&D, more investment towards increasing IP.
    GOI can provide tax breaks to industries if they collaborate with Engg /Medical colleges. I think it will do lot of good for our local industries.

    Why turn into a socialist society? Imo only disabled people deserve financial support. For all others government should create an environment that's conducive to having growth on a micro level. By lowering taxes for example.

    Because RTE is applied selectively. Its applied only on hindu run schools. Thousands of schools have got closed. Govt is not sending money in proper time.
    There are no school that promotes Hindu teachings , that is the cause of heartburn.

    It's good that they're working on uplifting the rural and poor; but I hope they use their newly consolidated position + LS & (upcoming) RS majority to push through all the big reforms expected/promised previously.

    Last time they didn't have RS numbers and the Suit Boot jibe could've theoretically become a second India Shining moment, but not this time. And If they don't do it, it's unlikely anybody ever will.

    Also, someone is eventually going to have to find a way to deal w/ PSU's without pissing off all their employees (who unfortunately have serious power at polling booths).

    This time the defence budget better be 2 percent of the GDP or at least close to it . Or I will count my vote wasted if it is 1.4 percent like last time. We need to buy 114 fighterjets and 6 more submarines and more AWACS etc .

    oops!!! 1.44 is the is the right number. should be calculated for 190 lakh crores nominal GDP not 140 lakh crores real GDP.
