Not yet. But the Federation council (upper house) of the Russian Federation is trying to get it done.

Duma asks for recall of Russian ambassador to USA - ITV News

Russia's upper house of parliament has asked President Putin to recall the Russian ambassador to the USA, Reuters reports.

The call came after the house overwhelmingly approved an proposal by Putin to deploy Russian armed forced in Ukraine's Crimea region.

The house backed a proposal to back a proposal to use: The armed forces of the Russian Federation on the territory of Ukraine until the normalisation of the socio-political situation in that country.

KIEV, Ukraine — Russia's parliament granted President Vladimir Putin permission to use the country's military in Ukraine and also recommended Saturday that Moscow's ambassador be recalled from Washington over comments made by President Barack Obama.

The unanimous vote in an emergency session formalized what Ukrainian officials described as an invasion of Russian troops in the strategic region of Crimea. With pro-Russian protests breaking out in other parts of Ukraine, Moscow now could send its military elsewhere in Ukraine.

"I'm submitting a request for using the armed forces of the Russian Federation on the territory of Ukraine pending the normalization of the socio-political situation in that country," Putin said before the vote.

Putin's call came as pro-Russian demonstrations broke out in Ukraine's Russian-speaking east, where protesters raised Russian flags and beat up supporters of the new Ukrainian government.

Russia's move sharply raised the stakes in the conflict following the ouster of Ukraine's pro-Russian president last week by a protest movement aimed at turning Ukraine toward the European Union and away from Russia. Ukraine has accused Russia of a "military invasion and occupation" — a claim that brought an alarming new dimension to the crisis, and raised fears that Moscow is moving to intervene on the strategic peninsula where Russia's Black Sea fleet is based.

President Barack Obama warned Moscow on Friday "there will be costs" if Russia intervenes militarily. In Saturday's parliamentary session in Moscow, one Russian legislator said Obama had crossed a "red line" and the upper house recommended the Russian ambassador in Washington be recalled. It will be up to Putin to decide whether that happens.

In Crimea, the pro-Russian prime minister who took office after gunmen seized the regional Parliament claimed control of the military and police there and asked Putin for help in keeping peace, sharpening the discord between the two neighboring Slavic countries.

Ukraine's acting president, Oleksandr Turchynov, said the election of the election of Sergei Aksyonov as prime minister of Crimea was invalid.

It was the latest escalation following the ouster of Ukraine's pro-Russian president last week by a protest movement aimed at turning Ukraine toward the European Union and away from Russia.

Ukraine's population is divided in loyalties between Russia and Europe, with much of western Ukraine advocating closer ties with the European Union while eastern and southern regions look to Russia for support. Crimea, a semi-autonomous region of Ukraine, is mainly Russian-speaking.

Ukrainian Prime Minister Arseny Yatsenyuk opened a Cabinet meeting in the capital, Kiev, by calling on Russia not to provoke discord in Crimea.

"We call on the government and authorities of Russia to recall their forces, and to return them to their stations," Yatsenyuk was quoted as saying by the Interfax news agency. "Russian partners, stop provoking civil and military resistance in Ukraine."

After Crimea, Eastern Ukraine follows :russia:

Thousands protest against new govt in eastern Ukraine, raise Russian flags

Thousands of pro-Russian demonstrators across eastern Ukraine and Crimea are protesting against the new government, with administration buildings being seized in several cities. Gunshots have been reported as anti- and pro-Maidan protesters clash.

Protesters in Kharkov and Donetsk stormed local government offices and removed Ukrainian flags, replacing them with the Russian tricolor on Saturday.

Between 7,000 to 10,000 demonstrators gathered in the center of Donetsk, a large industrial city in eastern Ukraine. Reportedly, protesters seized the regional administration building. While a group of demonstrators were storming the building from the central entrance, a crowd in Lenin Square in front of it kept chanting "Russia!"

The participants of the rally are demanding to hold a referendum on the future of the region, and particularly, on the status of Russian language.

Earlier, according to a local news portal, a scuffle occurred between Party of Regions supporters and the so-called Volunteers' Crops commanded by activist Pavel Gubarev, who was spontaneously proclaimed "regional governor." Addressing the crowd, Gubarev said the authorities in Kiev were illegitimate and called for establishing popular rule. He then urged demonstrators to set up a peaceful protest camp in front of the regional government's office.

In Kharkov, the largest city in eastern Ukraine, pro-Russian protesters managed to break through the cordon of Maidan supporters and captured the government building. The storming was accompanied by clashes and shooting, RBC daily reports.

This war will not happen, Russia just doing it to pressurize Ukraine Government.

I believe Ukraine has right to do any thing as they want as a sovereign state.

US warns Russia over military intervention in Ukraine | euronews, world news

If Russia really attacks Ukraine then on 100th Anniversary of WW1 which started on 1914, we will see WW3 on 2014. :scared2::scared2:

It says Russian troops are slowly taking over Crimea.
You think amurica cares about ukraine to start ww3. :pound:

America's primary objective: to create a nation hostile to the Russian Federation on its very borders, has been achieved.

One important fact: Russia supplies Ukraine oil and Gas worth 1 billion dollar EACH month at a very low price. Ukraine's economy can get totally destroyed if Russia stops the Gas. War is not even necessary. But, Russia do not want to punish Ukrainian people so the Russian Oil and Gas will continue flowing to Ukraine. Not only Ukraine, Poland,Hungary, Czec repub, Romania ,Bulgaria ..all of these are greatly dependent on Cheap Russian Oil and Gas. West wants to create chaos in eastern Europe to keep Russia engaged in that region...so that West can keep on setting on fire the remaining Middle eastern nations esp. Syria and Iran. West is reaching a desperate point and is behaving like a mad dog but the world is starting to react...Entire Latin America, Russia, China, India, iran, Brazil, and many other nations are turning against West. Let's see how long the hegemony lasts?
Ukraine needs to understand few things here...... cozying up with US has it's side effects.

The last thing Ukraine should look is getting into civil war(which it's already in) which would harm Ukraine the MOST and US would be so happy.

US seems to be happy enough to settle score with Russia when Russia single handedly denied US invading Syria.

US Tells Russia To Withdraw Troops :

US President Barak Obama on Saturday called on Russian President Vladimir Putin to de-escalate the tense atmosphere in Ukraine by pulling his forces back from Crimea region. Obama personally delivered the message to Putin in a 90 minute telephone conversation.

CBC News - Ukraine crisis: Canada, U.S. tell Russia to withdraw forces
Obama can whine his heart out. :D

Putin's response below:

MOSCOW, March 2 (RIA Novosti) – Russian leader Vladimir Putin told US President Barack Obama in a telephone conversation Sunday that Moscow reserved the right to protect its own interests and those of Russian speakers in the event of violence breaking out in eastern Ukraine and Crimea.
The Kremlin press service said Putin responded to Obama's expression of concern over possible Russian plans to deploy troops in Ukraine by drawing attention "to the provocative, criminal acts of ultranationalist elements being effectively encouraged by authorities in Kiev."
Putin said that there was a real threat to the life of many Russians on Ukraine's territory, the press service said.
Russia's upper house of parliament voted Saturday to approve military action on Ukraine, citing the same motivations as those mentioned by Putin.
There is already a substantial Russian military presence in southern Ukraine, courtesy of the leased Black Sea Fleet naval base in the Crimean Peninsula.
Large movements of Russian troops have been reported around the peninsula, which is in defiance of express instructions from Ukrainian authorities this week for Russian soldiers to remain confined to their quarters.
In the 90-minute conversation with Putin, Obama condemned Russia's military intervention, calling it a "clear violation of Ukrainian sovereignty and territorial integrity" and describing it as a breach of international law.
The US leader urged Russia to minimize tension by pulling back troops to bases in Crimea and refrain from any involvement in affairs anywhere else in Ukraine.
In a gesture aimed at signaling the degree of its distress over the course of events, the White House said it is suspending planned participation in preparatory meetings for a G-8 summit due to be held in June in the southern Russian city of Sochi, which last month hosted the Winter Olympics.
"Going forward, Russia's continued violation of international law will lead to greater political and economic isolation," the White House said in a read-out of the conversation between Obama and Putin.
Crimea is home to a large ethnic Russian community, which has reacted with alarm to what it sees as the aggressively nationalistic government that has taken hold since last month's ouster of President Yanukovych. Eastern Ukraine, which was another political stronghold for Yanukovych, also has a substantial Russian-speaking population and saw many anti-government protests Saturday.
Obama said that the United States understood the need to protect the ethnic Russian minority in Ukraine and that it would push Kiev to ensure their rights weren't hindered. LOL yeah, right.
"The Ukrainian government has made clear its commitment to protect the rights of all Ukrainians and to abide by Ukraine's international commitments, and we will continue to urge them to do so," the White House said in the readout.
Russia's Federal Migration Service said it has noted a sharp spike in applications from Ukrainian citizens seeking refuge.
The head of the migration service's citizenship department, Valentina Kazakova, said 143,000 people had applied for asylum in the last two weeks of February alone.
"People are afraid for the fate of those close to them and are asking not just for protection, but also to help them receive fast-tracked Russian citizenship," Kazakova said. "A large number of applications are from members of Ukrainian law enforcement bodies and government officials fearing reprisals from radically disposed groups."

Up to 143,000 Ukrainians requested asylum in Russia in two weeks

Russian migration authorities report a huge spike in requests coming from Ukrainians to seek asylum in Russia, as some 143,000 people filed documents in just two weeks. Officials vow to process the requests in shortest possible time.

"Tragic events in Ukraine have caused a sharp spike in requests coming from this country seeking asylum in Russia," said chief of citizenship desk Valentina Kazakova. "We monitor figures daily and they are far from comforting. Over the last two weeks of February, some 143,000 people applied."

Kazakova said most requests come from the bordering areas and especially from Ukraine's south.

"People are lost, scared and depressed," she said. "There are many requests from law enforcement services, state officials as they are wary of possible lynching on behalf of radicalized armed groups."

Relatives residing within Russia have been urging officials to process the requests in the shortest possible time. Officials say that though each request will be treated individually, all such addresses will be handled as soon as possible.

The situation in Ukraine, simmering since ousted President Viktor Yanukovich wrapped up the EU integration course in November, escalated dramatically two weeks ago when violent clashes between rioters and police forces in the capital saw opposition leaders proclaim themselves rulers of the country.

Yanukovich, though not properly impeached, fled the capital, while thousands in Ukraine's south-east came out to protests the new authorities.

The protests were aggravated by the fact that the revamped parliament did away with Yanukovich's law on minority languages virtually forbidding use of Russian as the second official language. Out of 45 million people living in Ukraine, according to 2013 census, some 7.6 million are ethnic Russians.

Ukrainian Navy flagship takes Russia's side – report

Ukraine's Navy flagship, the Hetman Sahaidachny frigate, has reportedly refused to follow orders from Kiev, and come over to Russia's side and is returning home after taking part in NATO operation in the Gulf of Aden flying the Russian naval flag.

There has been conflicting information on where exactly the vessel is, but a Russian senator has confirmed to Izvestia daily that the frigate defected to the Russian side.

"Ukraine's Navy flagship the Hetman Sahaidachny has come over to our side today. It has hung out the St Andrew's flag," Senator Igor Morozov, a member of the committee on the international affairs, told Izvestia daily.

He said the flagship is on its way back to the Black Sea after drills in the Mediterranean. "The crew has fulfilled the order by the chief commander of Ukraine's armed forces Viktor Yanukovich," he added.

The move comes after the Navy command resigned Friday. Self-appointed President Aleksandr Turchinov made Rear Admiral Denis Berezovsky the new Navy Chief, a statement published on the President's website Saturday said.

I like this part.....self realization is dawning on the americans albeit lately....

Russia is an even tougher country to pressure, too formidable even in the post-Soviet age to rattle with stern lectures or shows of military force, and too rich in resources to squeeze economically in the short term. With a veto on the United Nations Security Council, it need not worry about the world body. And as the primary source of natural gas to much of Europe, it holds a trump card over many American allies.

The longer-term options might be more painful, but they require trade-offs as well. The administration could impose the same sort of banking sanctions that have choked Iran's economy. And yet Europe, with its more substantial economic ties, could be reluctant to go along, and Mr. Obama may be leery of pulling the trigger on such a potent financial weapon, especially when he needs Russian cooperation on Syria and Iran.

"What can we do?" asked Fiona Hill, a Brookings Institution scholar who was the government's top intelligence officer on Russia during the Georgia war when Mr. Putin deflected Western agitation. "We'll talk about sanctions. We'll talk about red lines. We'll basically drive ourselves into a frenzy. And he'll stand back and just watch it. He just knows that none of the rest of us want a war."
Mr. Jeffrey, now at the Washington Institute for Near East Policy, said Mr. Obama should now respond assertively by suggesting that NATO deploy forces to the Polish-Ukrainian border to draw a line. "There's nothing we can do to save Ukraine at this point," he said. "All we can do is save the alliance."

Others like Mr. Ryan warn that military movements could backfire by misleading Ukrainians into thinking the West might come to their rescue and so inadvertently encourage them to be more provocative with Russia.

Ms. Hill said the Russian leader might simply wait. "Time," she said, "is on his side."

This reminds me of Salman Khan's 2005 Bollywood movie - "Lucky: No Time For Love" where Eastern Europe has gone into chaos.
